A regular meeting of the La Salle City Council of La Salle, Illinois was held Monday, October 21, 2019 at 6:30 p.m. with Mayor Jeff Grove present with proper notice being duly and continuously posted.

A moment of silence was held for Martin Rue, local Vietnam veteran who played an instrumental role in bringing the Veteran’s Home to La Salle and also Mike Carter who was the Superintendent of Wastewater in the City for several years.

Appointments/Reappointments
Chief Uranich stated that this position was created back in January, but the appointment solidifies the rank structure. Scott Samolinski has been serving in this capacity since January. As part of being appointed to the rank he will receive a $2,000 stipend. He is eligible to receive overtime. This is not a tested position but instead a position that the Chief has the authority to appoint. The position is below the rank of Lieutenant and above the rank of Sergeant.

Alderman Bacidore stated that since this was passed over at the last meeting, he requested that an ordinance prohibiting semi and semi-trailer parking on public streets and city parking lots from the north side of Third Street south to Canal, east of Bucklin to the City limits is added to the November 4 agenda. He suggested that there are exceptions for deliveries. Parking on private property is still allowed. The City Clerk will add this to the agenda.
Mayor Grove thanked Chief Andy Bacidore and all who participated in the recent open house and ribbon cutting at the new fire truck building. Mayor Grove thanked all the donors and Dean Tieman who was the main contractor on the project.
New Business
Mayor Grove announced that the city’s Hometown Halloween event will be Saturday, October 26, 2019. Festivities begin at 9:30 a.m. with photos at the News Tribune, followed by a performance by the Hocus Pocus Hags at 10:30 a.m. Costume parade and judging is at 11:15 a.m. in the parking lot at Second and Wright Streets, followed by trick or treating at downtown businesses. Participants can then return to the parking lot where the Ax Church will provide food.
City wide Trick or Treating will take place from 5-7 p.m. on October 31, 2019.

Attorney McPhedran stated that the City owns several other properties west of the former Adrian gas station, so this property is important to the City for economic development. He also stated that the purchase of the property is subject to entering into a formal contract.

Ordinance 2849: Ordinance Authorizing the Acquisition of Real Estate Commonly Known as 362 Third Street, La Salle, Illinois David Adrian, Jr. who Acquired the Premises from the Estate of David Adrian, Sr.
Chief Andy Bacidore explained the billing for ambulance services for patients with Medicare, Medicaid and public aid reimbursement typically does not cover the entire cost. This agreement will assist the ambulance fund in securing additional reimbursement through a federal program. This is the first time the State of Illinois is participating in the program. This agreement allows the City to participate in the program which will be facilitated through a consultant. The consultant will retain 12%. By participating, the ambulance fund could receive $80,000 to $150,000 annually.

Ordinance 2850: An Ordinance Authorizing and Intergovernmental Agreement between the
Illinois Department of Healthcare and Family Services and the City of La Salle Fire Department regarding Certain Ambulance Services.
The purchaser of this property submitted the highest bid during the sale of City properties held August 12, 2019. Currently the purchaser plans to maintain the lot as it. Attorney McPhedran stated that the buyer is aware that if any development occurs on the property he must adhere to all zoning and building regulations.

Comments
Alderman Herndon also commended Marty Rue for his impact on the area and his persistence. He recalled a story of how Mr. Rue posed as a member of the press and made his way into a press conference with then Governor Ryan. Mr. Rue asked the Governor during that press conference where the 80-bed veteran’s home was for La Salle. He was instrumental in bringing the home to La Salle. Attorney McPhedran described Mr. Rue as a leader in the area who was a true American who loved the veterans, the Illinois Valley and mostly his family.
