City of Peru Committee of the Whole met Oct. 28.

Here is the minutes provided by the committee:

A Committee Of A Whole meeting was called to order by City Clerk Dave Bartley in the Peru City Council Chambers on Monday, October 28, 2019 at 6:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza and Ballard present; Aldermen Mayor Harl present. Alderman Payton arrived at 6:04 p.m.; Alderman Buffo arrived at 6:42 p.m.

MINUTES

City Clerk Dave Bartley presented the Committee Of A Whole Minutes of September 30, 2019. Alderman Waldorf made a motion that the minutes be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

CLOSED SESSION

Alderman Ballard made motion to go into closed session for meetings to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees, including the public body s legal counsel, or to hear testimony on a complaint lodged against an employee to determine its validity. Alderman Waldorf seconded the motion; motion carried. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Buffo and Mayor Harl voting aye; Aldermen Payton and Buffo absent; motion carried.

Closed session began at 6:02 p.m.; ended 6:30 p.m.

Alderman Ferrari made a motion to re-open the meeting at 6:36 p.m. Alderman Ballard seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Payton, Sapienza, Ballard present; Alderman Buffo absent; Mayor Harl present.

PRESENTATION

Mr. David Porush of 3 Diamond Development addressed the council regarding a proposed senior housing development and noted the following:

Proposed site would be north of Wenzel Road, west of Marquette Road and east of Progress Boulevard

Provided a review of a privatized low-income housing tax credit program

8-12 million dollar development which includes land acquisition and build with tax credits

Seniors only (restrictions for 30 years)

60 units; one and two bedrooms

City Engineer Eric Carls noted the need for annexation and PUD along with review of site layout. Attorney Jon Brandt, legal counsel for the property owner noted the tax benefit to the city and local tax district. Mr. Poursh noted there would be no further ask from the city other than zoning and annexation.

ADJOURNMENT

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned 7:00 p.m.
