City of Princeton City Council met Nov. 4.

Here is the minutes provided by the council:

The meeting was called to order at 7:00 p.m. by Mayor Quiram. Upon roll call, the following answered present, constituting a quorum: Council Members Ray Swanson, Ray Mabry, Hector Gomez, and Jerry Neumann. All present at the meeting offered the Pledge of Allegiance to the flag of the United States of America.

PUBLIC COMMENT: Ryan Keutzer, Chair of the Historic Preservation Commission announced the 2019 Historic Preservation Awards to Greta and Steve Kelly for their building restoration at 541 S. Main St. (Spoons Restaurant), and to Terri and Lou Zearing for their building restoration at 950 N. Main St. (Flour House Coffee & Bakery). Keutzer also gave an update of commission activities including: brick street preservation plan; an evening Main St. tour of historic district; a wayfinding sign inventory and redo; a plaque program to identify historic pedigree of buildings.

Annette Schnabel, President/CEO of Perry Memorial Hospital, gave an update on the operational and financial status of the hospital. She reviewed the hospital mission, the services provided, changes in in-patient/out-patient pay rates, debt reduction, and revenue/expenses.

MOTION # 1: Neumann (2nd Swanson) that the printed copy of the minutes for the Regular Meeting of October 21, 2019, be approved.

VOTE #1

ROLL CALL VOTE: Council Members Swanson, Mabry, Gomez, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

MOTION # 2: Neumann (2nd Swanson) that the bills and payrolls of the Department of Public Affairs and Department of Accounts and Finance, the Department of Streets and Public Improvements, the Department of Public Health and Safety, and the Department of Utilities and Public Properties, be allowed and paid.

VOTE #2

ROLL CALL VOTE: Council Members Swanson, Mabry, Gomez, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

MOTION # 3: Neumann (2nd Swanson) that un-tabling from the October 21, 2019 meeting,

Ordinance 0-19-020 prohibiting manned aircraft on public grounds, be approved.

VOTE # 3

ROLL CALL VOTE: Council Members Swanson, Mabry, Gomez, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

MOTION #4: Neumann (2nd Swanson) that Ordinance 0-19-020 revising City Code to prohibit manned aircraft on public grounds, be approved.

City Clerk Nelson explained that he had made contact with the Federal Aviation Administration (FAA), who advised that they control anything in the air and that is not on the ground. They had mentioned that low-flying aircraft cannot fly over populated areas, including ultra-light aircraft.

ROLL CALL VOTE: Council Members Swanson, Mabry, Gomez, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

MOTION # 5: Neumann (2nd Swanson) that Resolution R-19-035 authorizing a labor contract with Princeton Professional Firefighters Local # 4308, be approved.

City Manager Rachel Skaggs reviewed the elements of the 5-year agreement. Council Member Mabry said he would vote NAY because he believed the new city manager should have been the one to negotiate the contract since the existing contract did not expire until 4-30-2020. Mayor Quiram mentioned that it made sense for the contract to be agreed to now so that the new city manager would not be burdened with all the other high-priority tasks he/she would be faced with. Mabry disagreed.

ROLL CALL VOTE: Council Members Swanson, Gomez, Neumann, and Mayor Quiram voted Aye. Mabry voted Nay. Motion declared carried.

MOTION # 6: Neumann (2nd Swanson) that Resolution R-19-036 authorizing an accounting services agreement with Lauterbach & Amen, be approved.

VOTE #6

ROLL CALL VOTE: Council Members Swanson, Mabry, Gomez, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

MOTION # 7: Neumann (2nd Swanson) that Resolution R-19-037 appropriating $66,204.00 in MFT funds for road maintenance (road salt), be approved.

VOTE #7

ROLL CALL VOTE: Council Members Swanson, Mabry, Gomez, Neumann, and Mayor Quiram voted Aye. Motion declared carried.
