A regular meeting of the La Salle City Council of La Salle, Illinois was held Monday, November 4, 2019 at 6:30 p.m. with Mayor Jeff Grove presiding with proper notice being duly and continuously posted.
The meeting was called to order at 6:32 p.m.

SPECIAL COMMITTEES
Moved by Alderman Herndon and seconded by Alderman Reynolds to accept the recommendation of the Planning Commission regarding the request of Summit Solar Solutions, LLC through its agent Varsha Chipala Satish, on premises owned by Ashraf Bakr and Michelle Bakr, for a Special Use Permit to install a 9.6kW rooftop solar system at 355 Ninth Street, La Salle, Illinois. Attorney McPhedran stated that the above recommendation included conditions which included that the petitioners follow all rules and regulations of the City and any governmental regulations, that the location and placement of the array will be approved by the Building Inspector and City Engineer, that the permit can be assigned with permission and consent from the City, that if the array is not used for 1. 5 years the permit will no longer be valid and that the permit will be good for a period of two years with possible extension with the consent of the Mayor. Attorney McPhedran stated there were no objectors present at the hearing.
Alderman Demes mentioned that the Planning Commission wondered as solar becomes more popular if the council may want to consider approving them at council level. Mayor Grove stated that if these requests become more frequent, it is something the council could consider.
OLD BUSINESS
Moved by Alderman Demes and seconded by Alderman Jeppson that we approve the request of MTCO for permit involving allowance of placement of certain fiber facilities in the City right-of- way in the vicinity of N. 30th (Civic Road) and Industrial Drive provided and subject to MTCO agreeing to abide by Illinois State Statutes related thereto including, but not limited to, 220 ILCS 5/21-1001 including, but not limited to, Section 4 thereof, and further subject in regard to the specific location of the placement to approval of the City Engineer.

NEW BUSINESS
Mayor Grove thanked the Fire Department and Police Department for the great response to the fire this past weekend on Third Street. Mayor Grove stated there were no injuries. Mayor Grove also thanked the Starved Rock Runners for the many years they hosted the Canal Connection. This year will be the last year for the race. Mayor stated that the Celebration of Lights is set to open on November 15. There are 30 new displays. Mayor Grove thanked City staff for all of their help on the project.

Ordinance 2855: An Ordinance Amending the City of La Salle Zoning Ordinances Related to the Growth, Manufacturing, Dispensing, including Sale, and/or use of Cannabis within the Corporate Limits of the City of La Salle and related matters.
Attorney McPhedran stated that the ordinance followed suggestions made by the IML, which included a requirement for petitioners to obtain a Special Use Permit. Dispensaries will be allowed in C-2, C-3, M-1 and M-2 Zoning. Growers, infusers, transporting and processing facilities will be allowed in M-1 and M-2 zoning with a Special Use Permit. There are also certain parameters included in the ordinance in regard to certain restrictions as far as location of these facilities. Attorney McPhedran also stated that the only way the City will receive tax money is if we have a dispensary. Katherine Koyak stated that there will be three dispensaries in a nine- county region. Mayor Grove stated that by passing this ordinance it prepares us for the future.
COMMENTS
Alderman Crane expressed his appreciation to the Public Works department for being prepared during the early snow storm that took place last week. He also thanked his neighbor Brian Wrobleski who found a wallet containing $7,000 and turned it over to the rightful owner. Alderman Crane then recognized Officer Matt Klinefelter who assisted a mom with medical issues on the interstate and personally took her children to the hospital so they could see their mom. He went above and beyond the call of duty. Mayor Grove also thanked Officer Klinefelter and Chief Uranich for his leadership.
Mayor Grove asked Economic Development Director Katherine Koyak and City Engineer Brian Brown to give a preview of the 3-minute presentation they will give in Springfield on November 5, 2019 as part of the process to obtain an OSLAD grant for the Rotary Park Expansion project. Mayor Grove stated that we fell short the last time the City applied for the grant. 96 grants were awarded out of the 103 applicants asked to appear for the presentation phase. The City of La Salle was one of the seven that did not receive the grant. Mr. Brown stated that part of the reason that the City did not receive the grant was because it had received three grants previously. Katherine Koyak stated that last time a firm was used to prepare the grant and this time she prepared the grant on her own. In addition, another important aspect of the application that the City did not do last time was to hold a public meeting with residents and organizations. This time a public meeting was held and support was gained from various entities. This will be pointed out in the presentation. Mr. Brown stated that in this round there will be 110 applicants who will present. There is $29,000,000 being awarded with a maximum grant of $400,000 for cities of our size. He estimates about 70 grants will be awarded so the competition is a bit tighter this round. Mrs. Koyak and Mr. Brown presented the overview of the project. Mayor Grove thanked them for presenting on behalf of the City and wished then good luck.
The Rotary Park Expansion Project would open up 143 acres of undeveloped land which includes 15 acre stocked lake. The project includes an.8-mile-long walking path that would make the connection from Rotary Park to Prairie Lake. Currently, there is not an easy way to access the lake or the undeveloped area. Educational signage would be included along the walking path. There would be a pollinator garden and an effort for to conserve native plants. The project includes benches along the path, covered picnic tables and an ADA accessible fishing pier along the shoreline. Additionally, the plan includes the installation of an 18-hole disc golf course. The City has obtained support from the local community college who has already assisted with the design of this course. The proposed path will also have distance markers to allow local residents to use the path for exercise. Support was gained from the local high school in regard to using this area for track practice and meets. Local fishing organization have expressed interest in holding fishing rodeos on the lake. The project also includes plans for the construction of a restroom facility which will also serve as a safe shelter for both the existing baseball and soccer fields. This expansion will make Rotary Park unlike any other community park in any other region.
