Regular meeting of the Council of the City of Ottawa, Illinois.
Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Rodriguez, James J. Less, and Mayor Daniel F. Aussem.
Absent: None.
Commissioner Eichelkraut presented minutes of previous meeting.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, November 19, 2019, be approved as recorded in the permanent files of the City Clerk.
Second by Ganiere.
Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.
Nays: None. Motion carried.
Todd Volker read a letter to the Council addressed to his son regarding drugs.
Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of November 29, 2019, in the amount of $391,397.06 be approved and warrants issued.
Second by Rodriguez.
Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.
Nays: None. Motion carried.
Commissioner Eichelkraut presented Monthly Expense Report.
Moved by Commissioner Eichelkraut that the Monthly Expense Report of December 3, 2019, showing expenses in the amount of $842,523.06, be approved and warrants issued.
Second by Less.
Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.
Nays: None. Motion carried.
Commissioner Eichelkraut presented Ordinance.
Moved by Commissioner Eichelkraut that an Ordinance abating the tax heretofore levied for the year 2019 to pay debt service on $2,485,000.00 of taxable general obligation bonds (alternate revenue source) of the City of Ottawa, LaSalle County, Illinois, be passed and approved.
Second by Ganiere.
Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.
Nays: None. Motion carried.
Commissioner Eichelkraut presented Ordinance.
Moved by Commissioner Eichelkraut that an Ordinance abating the tax heretofore levied for the year 2019 to pay debt service on $4,770,000.00 of general obligation bonds for the Waterworks and Sewerage system of the City of Ottawa, LaSalle County, Illinois, be passed and approved.
Second by Ganiere.
Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.
Nays: None. Motion carried.
Commissioner Eichelkraut presented Ordinance.
Moved by Commissioner Eichelkraut that an Ordinance levying taxes in the City of Ottawa, LaSalle County, Illinois, for the fiscal year beginning May 1, 2019, and ending April 30, 2020, and authorizing the City Clerk of the City of Ottawa, to certify to the County Clerk of LaSalle County, Illinois, the several amounts required to be raised by taxation for the corporate purposes of said City for said fiscal year, be received and placed on file for public inspection. Be it further moved, a public hearing be set for Tuesday, December 17, 2019, at 7:00 p.m. in Council Chambers on this said levy.

Commissioner Eichelkraut presented Resolution.
Moved by Commissioner Eichelkraut that a Resolution appointing, approving, and authorizing the execution of 4 employment agreements for City Officials in Gazaferi Mufit, James Conway, John Nevins, and Rosemarie Linn as part time NCAT bus drivers, be received and placed on file for public inspection.
Second by Rodriguez.

Commissioner Eichelkraut told the Council that NCAT has received another grant for the new facility.
Commissioner Ganiere presented Change Order.
Moved by Commissioner Ganiere that Change Order #2 from Gabe’s Construction Company in the increased amount of $936.00 for the Fox River watermain replacement project, be approved and paid for from the Water Fund.
Second by Rodriguez.

Commissioner Rodriguez presented Resolution.
Moved by Commissioner Rodriguez that a Resolution requesting permission from the Illinois Department of Transportation to construct a commercial access entrance off Columbus Street for the new Subway, be adopted.
Second by Ganiere.

Commissioner Less presented Report of Police Chief.
Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of November 2019, be received and placed on file.

Commissioner Less presented Report of Fire Chief.
Moved by Commissioner Less that the Report of Fire Chief, Andrew Borkowski, for the month of November 2019, be received and placed on file.

Commissioner Less presented Resolution.
Moved by Commissioner Less that a Resolution authorizing the execution of a communications and services lease agreement between the City of Ottawa and Motorola Solutions Inc., to upgrade 911 technology, be received and placed on file for public inspection.
Second by Ganiere.
Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.
Nays: None. Motion carried.
Commissioner Less added that a $180,000 grant is possible towards the 911 upgrade.
Mayor Aussem presented Report of Registrar. Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of November 2019, be received and placed on file.

Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $2,065.00 for the month of November 2019, be received and placed on file.

Mayor Aussem presented Resolution.
Moved by Mayor Aussem that a Resolution authorizing the execution of a customer service agreement for waste between the City of Ottawa and Republic Services, which has been on file for public inspection since November 19, 2019, be adopted.
Second by Eichelkraut.

Mayor Aussem presented Ordinance.
Moved by Mayor Aussem that Ordinances approving and authorizing the execution of intergovernmental agreements between the City of Ottawa, IVCC District #513, LaSalle County, Ottawa Elementary School District #141, Ottawa Township High School District #140, Rutland Township Community Consolidated School District #230, and Wallace Community Consolidated School District #195, regarding the Route 71 TIF District, be received and placed on file for public inspection.
Second by Ganiere.

Moved by Mayor Aussem that an Ordinance amending Sections 118-1(d) and 118-6(b) of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding recreational cannabis dispensaries, be passed and approved.
Second by Eichelkraut.

Moved by Mayor Aussem that an Ordinance adding Chapter 26, Article IX to the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding business registrations, be passed and approved.

Mayor Aussem presented Ordinance.
Moved by Mayor Aussem that an Ordinance amending Section 22-31 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois regarding contractor registration fines, be passed and approved.

Mayor Aussem presented Report of Zoning Board of Appeals.
Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, November 21, 2019, considering the variance request from Chris and Becky Jones for property located at 1500 W. Jackson Street to construct a garage accessory structure more than 50 percent of the size of the primary structure, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance request be granted allowing the auxiliary building up to 250 feet above the current permitted size and the follow up Ordinance be passed and approved.

Mayor Aussem presented motion to recess.
Moved by Mayor Aussem that this Council recess into Closed Session to discuss matters of collective bargaining, litigation, and the review of Closed Session minutes. Second by Ganiere.

Nays: None. Motion carried. Council recessed at 7:26 p.m.

Moved by Mayor Aussem that this Council reconvene from Closed Session.
