Lostant Community Unit School District 425 Board of Education met Nov. 20.

Here is the minutes provided by the board:

1. CALL TO ORDER AND ROLL CALL – REGULAR MEETING

Quillard Skinner, B.O.E. President, called the regular meeting to order at 6:01 p.m.

Present: Lawless, Miller, Wiesbrock, Walder

Absent: Shawback, Ioeger

Recording Secretary: Sandra Malahy, Superintendent

Audience Members: Tim Ricci, Nick McLaughlin

2. PUBLIC COMMENT

Mr. Ricci asked if the state has paid any of the Mandated Categorical payments for the current school year. Dr. Malahy stated, to date no Mandated Categorical payments have been received.

3. CORRESPONDENCE

None

4. RECOGNITION

Dr. Malahy thanked,

• The Peru Rotary Club for the generous donation of dictionaries for each 3rd grade student.

• Doug Severson for speaking at the Veterans Day program.

• American Legion for presenting the school with the American Flag at the Veterans Day program.

• Doyle Cates for playing taps at the Veterans Day program.

5. CONSENT AGENDA

Approve Minutes of the Regular and Executive Sessions of the Board Meeting from October 23, 2019; Treasurer’s Report; Balance Sheet; Activity Account Report; Disbursements in the Amount of $43,850.75; and October 2019 payroll.

6. ACTION ITEM

A motion by Walder and seconded by Lawless to approve the consent agenda.

Roll call: Yea: Wiesbrock, Lawless, Walder, Miller, Skinner. Nay: None. Motions passes.

7. FINANCIAL REPORT

Fund Activity

The district is 33% through the school year. Revenues are at 85.14% and Expenditures are currently 33.78%

8. REPORTS, UPDATES, AND INFORMATIONAL ITEMS

Informational Items:

Principal’s Report

Mr. McLaughlin stated he is looking at updating the website and add a mobile app. He also discussed how the NWEA assessment data projected we had a high percentage of students who may not score college or career ready on the spring assessment. Teachers and Mr. McLaughlin are working on interventions to address this concern. He stated the Veterans Day program went well.

Mr. Miller asked how the active shooter drill went. Mr. McLaughlin stated the drill went well.

PTO Report

Mrs. Wiesbrock reported,

• Pies are being delivered on Friday, November 22nd

• Spirit wear can be ordered online.

Employee Report

Nothing this month.

School to Home Communication

Mr. McLaughlin informed the Board that he and Dr. Malahy met with representatives from mobile app companies in an effort to investigate the possibility of sending out school information via a mobile app and updating the district website. The Board discussed how to push out school information. The following was decided,

• All school information will be pushed out on the school website, Facebook, and new school app. If parents do not want to receive this information, they do not have to upload the app. They may visit the website or

Facebook instead.

• All emergency information will be sent out via the app, voice message, phone message, website, and Facebook.

Request to Use Gym – SBA Varsity Basketball

Dr. Malahy informed the Board that St. Bede requested to use the Lostant School gym for varsity basketball practice.

Mr. Miller asked Mr. McLaughlin if he would be in attendance during these practices. Mr. McLaughlin stated he would be in attendance.

Annual ROE Audit

The Board viewed a letter from the ROE regarding the annual building audit. No violations or work remediation was found.

Policy Manual Issues 101 and 102 – First Reading

The Board viewed Policy Manual Issues 101 and 102 for language changes and updates. The majority of the changes involve legal language as a result of Illinois School Code.

School Improvement Plan

The Board viewed the October activities. Mr. McLaughlin gave an update on activities involving writing across the curriculum and RTI for math and reading.

Field Trips

Dr. Malahy stated the grant to fund the following activities was approved by the ISBE.

• K-8 trip to The Nutcracker (ballet) @ Illinois Central College

• K-8 trip to SnowStar @ Andalusia - weather permitting

• K-8 trip to Grace for President (musical) @ Circa21 in Rock Island

• Arts Council artist-in-residence program. The artist will teach instrument making, story-telling, singing, drumming, and conclude with an evening concert.

IPRF Grant

Dr. Malahy stated the District qualified for a $1,085 grant last school year due to no employee on the job injuries.

The grant money funded the following items.

7, 4’x6’ floor mats

4, office floor mats

1, set of adult defibrillator pads

4, AED facility decals

There were no questions or discussion.

2020 Levy

The Board viewed the proposed levy for 2020. Dr. Malahy stated the levy reflected a slight decrease in the tax rate.

Legislative Update:

Dr. Malahy discussed a new bill under consideration for school consolidation is to unite elementary and high school districts into unit districts. This will not affect Lostant School since we are already a unit district.

9. EXECUTIVE SESSION – No executive session this month.

10. ACTION ITEMS

A motion by Lawless and seconded by Walder to approve the use of the school gym by the St. Bede Varsity Basketball Team with Lostant administrative oversight.

Roll call: Yea: Wiesbrock, Lawless, Walder, Miller, Skinner. Nay: None. Motions passes.

11. ACTION ITEMS AS A RESULT OF EXECUTIVE SESSION

None

12. DIRECT SUPERINTENDENT TO REPORT TO BOARD

• Add the Lostant app to the website contract for $200 per year.

13. ADJOURN

A motion by Lawless and seconded by Wiesbrock to adjourn.

Ayes 5-0.
