City of Earlville Committee of the Whole met Dec. 4

City of Earlville met Dec. 4.

Here is the minutes provided by the Committee:

Call to Order and Pledge of Allegiance

In the absence of Alderman Mark Actis, City Clerk Jane Bauer called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance.

Roll Call

The following members were present: Alderman Robin Austin, Alderman Edward Farley, Alderman Michael Goodbred, Alderman Chuck Jenkins, Alderman Steven Obsorne, and Mayor Mike Hall. Also present treasurer Bruce Bauer. Absent: Alderman Mark Actis.

Visitors at the meeting were Sheila Jenkins, Joan Jones, Jerry Jones, Tom King, Ryan Richardson, James Teuscher, Roger Torman, Chief Darrin Crask, Martha Dankenbring (Deputy Clerk), and Stu Bloom (Earlville Post).

Alderman Austin made a motion, seconded by Alderman Obsorne, to elect Alderman Chuck Jenkins as acting Chairman, Committee of the Whole. All in favor by voice vote. Absent: Alderman Mark Actis. Motion Carried.

Additional Agenda - None

Approval of Minutes

Alderman Osborne made a motion, seconded by Alderman Austin, to approve the November 6, 2019, regular Committee Meeting minutes. All in favor by voice vote. Absent: Alderman Mark Actis. Motion Carried.

Public Voice

Mr. King questioned whether the city was going to become proxy dope dealers and put children at risk.

Finance

Alderman Austin made a motion, seconded by Alderman Farley, that payment of the bills be placed on the city council agenda. All in favor by voice vote. Absent: Alderman Mark Actis. Motion Carried.

Alderman Austin made a motion, seconded by Alderman Osborne, to move Ordinance No. 12-11-2019 An Ordinance Levying Taxes for the City of Earville, Lasalle County, Illinois for the Fiscal Year Beginning May 1, 2019 and Ending April 30, 2020 to the regular council meeting. All in favor by voice vote. Absent: Alderman Mark Actis. Motion Carried.

Public Works

Mr. Torman said that Monday, December 9, would be the last day the city would vacuum leaves.

Police

Mayor Hall stated the city was notified that instead of ordinance cases being heard in Mendota, they will be heard in the Etna Road Court House.

Public Health and Safety - None

Unfinished Business

Alderman Jenkins reminded council of the public hearing, Wednesday, December 11, 5:00 p.m., Earville School library, on Audit-Use Cannabis in regard to Public Act 1001-0027, the Cannabis Regulation and Tax Act. The regular council meeting will follow at 7:00 p.m. at the library. Alderman Austin stated people are saying they don’t want a facility out by the factory, they want it by town to benefit other businesses. Alderman Jenkins stated that he wanted to listed to the public. Alderman Osborne stated that people need to know that if we allow it, it doesn’t meant the state will let us do it. Mayor Hall reiterated that in year one, only 75 licenses will be issued by the State.

Alderman Jenkins made a motion, seconded by Alderman Austin to postpone discussion on Solar Panel Regulations to next month. All in favor by voice vote. Absent: Alderman Mark Actis. Motion Carried.

New Business

Alderman Jenskins made a motion, seconded by Alderman Osborne, to place the Committee of the While and Council meeting schedule for 2020, on the Council agenda for approval. All in favor by voice vote. Absent: Alderman Mark Actis. Motion Carried

Adjourn

At 7:11 p.m., Alderman Osborne made a motion, seconded by Alderman Goodbred, to adjourn the meeting. Absent: Alderman Mark Actis. All in favor by voice vote. Motion Carried.
