City of Earlville met Nov. 6.

Here is the minutes provided by the Committee:

Call to Order and Pledge of Allegiance

Alderman Mark Actis called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance

Alderman Actis advised members to speak into the microphones, stated there were assistive hearing device if needed, no one requested an assisted hearing device, and asked others who speak to go the podium.

Roll Call

The following members were present: Alderman Mark Actis, Alderman Robin Austin, Alderman Edward Farley, Alderman Michael Goodbred, Alderman Chuck Jenkins, Alderman Steven Osborne, and Mayor Mike Hall. Also present: Treasurer Brucer Bauer.

Visitors at the meeting were Sheila Jenkins, Joan Jones, Jerry Jones, Tom King, Ryan Richrdson, Mike Konsoer, Roger Torman, Kristy Imel, Officer Samuel Savage, Martha Dankenbring (Deputy Clerk), and Stu Bloom (Earville Post).

Approval of Minutes

Alderman Jenkins made a motion, seconded by Alderman Osborne, to approve the October 2, 2019, regular Committee Meeting minutes. All in favor by voice vote.

Motion Carried.

Public Voice

Mr. King stated cannabis legalization is not right, keep it out of the public, the barriers on Ottawa St. were moved at 6:30 creating dangerous crossing.

Mayor Hall responded that barriers were placed for trunk-or-treat and when truck-or-treat was over the barriers were removed. Barriers were not placed on any other street.

Mike Konsoer said the levy was a scam, last year the treasurer provided figures of 4.99 percent tax increase, and the city needs to tighten its belt.

Finance

Alderman Austin made a motion, seconded by Alderman Jenkins, that payment of the bills be placed on the city council agenda, All in favor by voice vote.Motion Carried

Treasurer Bauer explained the levy and provided a spreadsheet.

Public Works

Alderman Actis made a motion, seconded by Alderman Goodbred to place A.C. Pavement Stripping Company Final Request #3 - 2019 Street Maintenance Project, in the amount $3,169.09, on the Council agenda for payment. On roll call: Alderman Actis - aye, Alderman Austin - aye, Alderman Farley - aye, Alderman Goodbred - aye, Alderman Jenkins - aye, Alderman Osborne - aye, and Mayor Hall - aye. Motion Carried

Alderman Actis invited Mr. Torman to discuss the 2020 MFT Cape Seal, Mr. Torman spoke with Jason, at LaSalle County, regarding next year. Mr. Torman recommended the following streets for cape seal: Stilson, 5th, N West, Park, Cherry, Church, and Oak. He would like to grind and overlay Railroad Street and up grade to 80,000 pounds as it is truck route. Dr. Bauer added there has been in an increase in MFT of $7,385.32 in three allotments so far. The yearly increase could be $28,000-$29,000. Alderman Farley made a motion, seconded by Alderman Jenkins, to move 2020 MFT Cape Seal to the council meeting. All in favor by voice vote. Motion Carried.

Unfinished Business

Alderman Actis led in a discussion on Adult-Use Cannabis in regard to Public Act 1001-0027, the Cannabis Regulation and Tax Act. Mrs. Dankenbring attended a Springfield meeting with the following information: consider passing ordinances, decide if you are going to allow or ban, if you allow, adjust zoning, as to where define if it is a permitted or special use, then we have a hearing by the zoning board followed by city council final action, and if allowed, decide if you are going to collect sales tax. Mayor Hall said the State has 75 licenses available for dispensary and growing facilities and distribution facilities. Alderman Action made a motion, seconded by Alderman Austin, to move discussion to the regular council meeting. All in favor by voice vote. Motion Carried

Alderman Actis made a motion, seconded by Alderman Jenkins, to place passage of Ordinance No. 11-13-2019 Establishing a Policy for Allowing the “Temporary Use and Public Gatherings” on the Public Sidewalks and/or Streets in the City of Earville on the Council agenda. One roll call: Mayor Hall - aye, Alderman Osbrone - aye, Alderman Jenkins - aye, Alderman Goodbred - aye, Alderman Farley - aye, Alderman Austin - aye, and Alderman Actis - aye. Motion Carried.

Adjourn

At 7:49 p.m., Alderman Osborne made a motion, seconded by Alderman Jenkins, to adjourn the meeting. All in favor by voice vote.
