City of La Salle Illinois Valley Regional Dispatch Board met Nov. 26.

CALL TO ORDER

The meeting was held Tuesday, November 26, 2019 at the Peru Municipal Building, 1901 4th Street, Peru, Illinois. Chairman Andy Bacidore called the meeting to order at 10:00 a.m.

ROLL CALL

Voting & Quorum Members Present:

Doug Bernabei, Jason Curran, John Duncan, Jeff Grove, Joe Hogan, Jeff King, Ron Popurella, Dominic Rivara, Dennis Rutishauser and Chairman Andy Bacidore. Absent: David Boelk (Hunt), Brian Fisher, Scott Harl, Jim Knoblauch, Scott Samolinski, Vice Chairman Greg Kellen

Non-Voting Members Present: City of Spring Valley, Utica Community Fire Protection District

MINUTES

Chairman Bacidore presented the minutes of the IVRD meeting of October 29, 2019. Ron Popurella made a motion that the minutes be received and placed on file. Jeff Grove seconded the motion. All in favor; motion carried.

PUBLIC FORUM (CITIZEN COMMENT)

None

COMMUNICATIONS

Dennis Rutishauser made a motion to receive and place on file a letter regarding the resignation of Rob Uranich from the IVRD Board effective immediately and recognize the appointment of LaSalle Police Commander Scott Samolinski as the new designee. Jason Curran seconded the motion. All in favor; motion carried.

COMMITTEE REPORTS

FIRE/EMS OPERATIONS COMMITTEE

No meeting, no report.

LAW ENFORCEMENT OPERATIONS COMMITTEE

Doug Bernabei reported on discussion weighing the pros and cons regarding a proposal to move to shared frequencies. Another update will be provided to the full board after further discussion.

Doug Bernabei reported discussion of a new committee chairman for the Law Enforcement Committee. Chairman Bacidore asked if someone would take minutes until a new committee chairman is appointed.

BUILDING & GROUNDS COMMITTEE

John Duncan reported contacting Kmetz Architects regarding a potential schedule of schematic design services for the current Peru Police Department building to be renovated to accommodate IVRD. The proposed plan will be ready for presentation at the January board meeting, with an opinion of probable construction costs presented at the February board meeting. Joe Hogan asked if Mendota is included in the study. John Duncan said the Mendota building would be the next potential facility to review. John Duncan reported there are two different opinions on whether IVRD can own a building, with the IVRD lawyer saying yes and the state saying no. Dennis Rutishauser reported the Mendota building would still be available until about April. Doug Bernabei reported Kmetz Architects has been hired by the City of Peru to report on exterior/structural issues for the current Peru Police Department building. Kmetz was recommended by several city engineers.

John Duncan made a motion to approve a proposal from Kmetz Architects Inc. to provide schematic design services for possible renovation of the Peru Police Department as a possible future location of IVRD at a cost in the $5,000.00 - $6,000.00 range. Jason Curran seconded the motion. Melissa Carruthers called the roll with Bernabei, Curran, Duncan, Grove, Hogan, King, Popurella, Rivara, Rutishauser and Bacidore voting aye; Boelk (Hunt), Fisher, Harl, Knoblauch, Samolinski and Kellen absent; motion carried.

PERSONNEL UPDATE

Chairman Bacidore reported he believes interviews are underway.

LABOR/MANAGMENT COMMITTEE

John Duncan reported continued follow up on the TC list, with meetings scheduled to take place every other month. The next meeting will take place in 2020.

IVRD PSAP MANAGER REPORT

The report will be provided at the December meeting.

CHAIRMAN’S REPORT

Chairman Bacidore reported at least one CAD demonstration is scheduled for February. There are no commitments to switching to a new CAD system at this point, just exploring options.

FINANCIAL REPORT

Chairman Bacidore presented and reviewed the IVRD November Financial Report. Doug Bernabei made a motion to receive and place the November financial report on file and to approve and pay bills in the usual manner. Jeff Grove seconded the motion. Melissa Carruthers called the roll with Bernabei, Curran, Duncan, Grove, Hogan, King, Popurella, Rivara, Rutishauser and Bacidore voting aye; Boelk (Hunt), Fisher, Harl, Knoblauch, Samolinski and Kellen absent; motion carried.

ACTIVITY REPORT

Chairman Bacidore presented and reviewed the October Activity Report. Ron Popurella made a motion to receive and place the October Activity Report on file. Dennis Rutishauser seconded the motion. All In favor; motion carried.

OLD BUSINESS

Jeff Grove inquired if police combined frequencies, if fire could remain on a separate frequency. Chairman Bacidore confirmed that they are not talking about everyone being on the same frequency.

NEW BUSINESS

None

EXECUTIVE (CLOSED) SESSION

None.

ADJOURNMENT

Jeff King made a motion to adjourn the meeting. Dominic Rivara seconded the motion. All in favor; motion carried. The meeting adjourned at 10:17 a.m.
