Illinois Valley Regional Dispatch Law Enforcement Operations Committee met Nov. 20.

Here is the minutes provided by the committee:

CALL TO ORDER:

The meeting was held Wednesday, November 20, 2019 at Spring Valley City Hall, 215 N. Greenwood Street, Spring Valley, IL 61362. The meeting was called to order at 1:15 p.m.

COMMITTEE MEMBERS PRESENT:

LaSalle Police Chief Rob Uranich, Oglesby Police Chief Jim Knoblauch, Peru Police Chief Doug Bernabei and Mendota Police Chief Greg Kellen, Spring Valley Police Chief Kevin Sangston, Leland Police Chief Jason Bragg. Absent: Earlville Police Chief Darin Crask

OTHERS PRESENT:

PSAP Manager JoEllen Fisher

CHAIRMAN PRO TEM

Greg Kellen made a motion to select Doug Bernabei as chairman pro tem. Jim Knoblauch seconded the motion. All in favor; motion carried.

PUBLIC FORUM (CITIZEN COMMENT):

MINUTES:

Jim Knoblauch made a motion to approve IVRD Law Enforcement Operations Committee minutes of October 2, 2019. Greg Kellen seconded the motion. All in favor; motion carried.

COMMUNICATIONS:

None

NEW BUSINESS:

JoEllen Fisher gave a summary of a request of IVRD that police and fire departments go to shared frequencies, explaining the challenges facing TC’s with the number of frequencies currently in place.

Jim Feyerherm of Starved Rock Communications Inc. provided a conceptual presentation to merge frequencies for the Peru Police and Spring Valley Police; and to merge frequencies for the LaSalle Police and Oglesby Police. He did not have a presentation to merge Mendota and Earlville as Dixon/Ottawa handles their radio.

Chief Bragg of Leland advised Leland is likely changing dispatch to LaSalle County as there would be no charge as that is a provided service to villages in the county and they will operate on county secondary.

Discussion included consideration of pros and cons for police agencies as well as IVRD and if IVRD and police agencies have done all they can do to mitigate the issues. It was determined that further discussion was in order.

Discussion on need for a law enforcement committee chairman. No one present agreed to serve as chairman at this time.

Jim Knoblauch made a motion to adjourn the meeting. Greg Kellen seconded the motion. All in favor; motion carried. The meeting adjourned at 3:00 p.m.
