City of Peru Public Services Committee met Jan. 20.

MINUTES
Alderman Waldorf made a motion to approve the Public Services Meeting minutes of January 20, 2020. Alderman Lukosus seconded the motion; motion carried.
PRESENTATION
Peru Little League Representatives Lance Siebert and Robbie Ankiewicz spoke to the Committee and explained the league will be paying for improvements to the concession stand at Washington Park. Mr. stated they would be adding an air conditioner and enclosing the window. The Committee was in support.
Attorney Jon Brandt reported to the Committee the SIDLYD project close and wanted to visit the council and thank them.

STREETS & ALLEY
Committee discussed and recommended the purchase of 2019 Ford F550 Kune’s Country Ford with snowplow package for a total of $90,191.70. PSM/Fire Chief Jeff King stated the bid is based on the state procurement process. Committee referred to full council for approval.
ELECTRIC
Committee put on hold discussion for purchase of new bucket truck from Altec in the amount of $205,648.00 in order to wait for the General Foreman, Kye Kashinski to present.
Alderman Waldorf made a motion to approve quote from Anixter for the wire only bid of $18,450 for 7500’. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Waldorf, Ferrari, Lukosus, Ballard and Mayor Harl voting aye; motion carried.
Committee discussed and recommended low bid from Graybar for conduit of $24,908.54 for 18240’.

AIRPORT
PSM King reported on the TBM meeting and a proposed fundraiser at $50.00 for a proposed license plate. PSM King reported that Marquis Energy paid for the Friday night event airshow.
CEMETERY

PARKS & RECREATION
Committee discussed and recommended installation of windows and air conditioning for Washington Park Concession Stand; paid by Peru Little League. Committee referred to full council for approval.
Committee discussed purchase of vehicle for use by the Director of Parks, Recreation and Special Events. ASM/Police Chief Doug reported the research he conducted to procure a small Chevy Equinox which will require a super majority vote. Alderman Ferrari asked why so quick to purchase the vehicle. The Committee discussed and recommended that the new vehicle be available for other departments to utilize for meetings. Committee referred to full council for approval.
CODE ENFORCEMENT
City Engineer Eric Carls reported the building permit report will now be submitted monthly instead of quarterly.
Community Service Officer Blake Frund and Building Inspector Tyler Dobrich will be attending future Public Services meetings to provide code enforcement updates.
Building Inspector Tyler Dobrich updated the Committee on the 1523 Pulaski Street being the worst of the worst in town and asked the Committee for feedback on whether to go the judicial deed route or tear it down and place a lien on the property.
City Engineer Eric Carls reported on a Peoria Street pin# containing two parking spots that are not conforming to code. The Committee was concerned on how this would have happened and referred to Corporate Counsel for further research.
Mayor Harl proposed the February 3rd meeting be moved to February 5th in order to accommodate a technology presentation. Committee was in favor.
ENGINEERING
City Engineer Eric Carls reported the following:
• Most projects have been stalled for the winter
• Donlar lift station repairs are ongoing
o Insurance company is actively involved
BUILDINGS & GROUNDS
Alderman Waldorf made a motion to approve technology upgrades to the Engineering and Zoning from IAS Technology in the amount of $15,975.00. City Engineer Eric Carls reported the upgrades will be necessary for training, conferences, Planning and Zoning meetings with developers, and many other benefits. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Waldorf, Ferrari, Lukosus, Ballard and Mayor Harl voting aye; motion carried.

Clerk Bartley presented a communication from IEPA regarding Flint Hills Resources Peru LLC- Clean Air Act Program.
