City of La Salle City Council met Jan. 27.

Here is the minutes provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held Monday, January 27, 2020 at 6:30 p.m. Mayor Jeff Grove presiding with proper notice being duly and continuously posted.

The meeting was called to order at 6:36 p.m.

PLEDGE OF ALLEGIANCE

ROLL CALL

Present- Aldermen Demes, Bacidore, Reynolds, Lavieri, Jeppson, Herndon, Crane 

Absent: Alderman Ptak

A quorum was present.

Mayor Grove welcomed two boy scouts who were present to observe the meeting.

APPROVAL OF MINUTES

Moved by Alderman Demes and seconded by Alderman Reynolds to accept and place on file the minutes of the January 13, 2020 Regular City Council meeting. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

PETITIONS

Moved by Alderman Herndon and seconded by Alderman Crane to grant the request of Ameren Illinois to break ground at 1660 O’Conor Avenue to repair gas leak. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Herndon and seconded by Alderman Crane to grant the request of Ameren Illinois to break ground at 379 Ator Avenue to install gas and electric service. Each and every alderman has a copy.

Moved by Alderman Lavieri and seconded by Alderman Jeppson to grant the request of Ken Lenski on behalf of La Salle Little League to hold a Tag Day Collection on Friday, April 3, 2020 and Saturday, April 4, 2020 at the intersection of 11th and Bucklin and at Raccuglia Drive and Chartres Street. Each and every alderman has a copy.

Moved by Alderman Demes and seconded by Alderman Reynolds to grant the request of the Illinois Licensed Beverage Association, Illinois Valley Association of Realtors, La Salle-Peru to Peoria St. Jude Run, the Waltham Elementary Parent Teacher Club, La Salle VFW Post 4668, the La Salle Peru Area Career Center and the Illinois Valley Animal Rescue for 2020 Raffle Licenses. Each and every alderman has a copy.

REPORTS OF CITY OFFICERS

Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept and place on file the Building Inspector’s Report for December 2019 showing total fees collected of $2,748.18 with total value of construction of $614,900. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Reynolds and seconded by Alderman Herndon to accept and place on file the Monthly Police Income Report for December 2019 showing total fees collected of $4,480.78. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

COMMUNICATIONS

Moved by Alderman Lavieri and seconded by Alderman Jeppson to accept and place on file the Illinois Department of Revenue Report showing sales tax collected for October 2019 of $79,792.29 and Home Rule Sales Tax of $64,681.48 for a total of $139,473.77. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Demes and seconded by Alderman Reynolds to accept and place on file the thank you from Safe House Animal Rescue League. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

OLD BUSINESS

Moved by Alderman Crane and seconded by Alderman Reynolds to authorize, pay and place on file Invoice UAE 1469 to Universal Asphalt and Excavating Inc. totaling $6,667.50 for the N.31st Road grading project. Each and every alderman has a copy.

Mayor Grove thanked Katherine Koyak, Brian Brown, Lynda Kasik and Jeff Bumgarner for their work on the recent grants received from OSLAD for the Rotary Park Expansion and CDBG for the sewer separation project.

ORDINANCES AND RESOLUTIONS

Moved by Alderman Reynolds and seconded by Alderman Demes to accept and place on file Ordinance 2868: An Ordinance Authorizing an Amendment to Intergovernmental Agreements Regarding La Salle TIF Districts I, IV and the La Salle Community Partnership TIF between the City of La Salle, Illinois and Dimmick Grade School District No. 175. Each and every alderman has a copy.

Ordinance 2868: Ordinance Authorizing an Amendment to Intergovernmental Agreements Regarding La Salle TIF Districts I, IV and the La Salle Community Partnership TIF between the City of La Salle, Illinois and Dimmick Grade School District No. 175.

COMMENTS

Mr. Philip Garbe, resident of 754 4th Street questioned why snow is pushed in his block only to the south side of the street by the plows. Mr. Garbe stated that he spoke to Jeff Bumgarner and Alderman Reynolds about this issue. He continued by saying that everything from the St. Patrick’s side on the north is pushed to the south, including the 800 block except near Trinity Catholic. Mr. Garbe stated that the same issue happened two years ago. Mayor Grove stated that we have 2,500 homes in La Salle so it is difficult to accommodate everyone’s needs.

Mayor Grove also stated that there are usually cars parked on his side of the street which also makes it difficult for the plow drivers to get a clean swipe. He asked Mr. Garbe what he would suggest to solve the issue. Superintendent Bumgarner stated that he spoke to his foreman Jon Arbisi about the issue and has advised him to have the plow take one swipe on the north side of the street until he passes the affected homes in the 700 Block of 4th Street and when coming back eastbound on 4th Street, the drivers will do their best to keep away from the driveways. In the event they are unable to do so, and Mr. Garbe has large snow chunks from the plows in his drive, he was asked to contact City Hall and the street department will clear the drive with the small plow the next day. Alderman Reynolds added that Mr. Garbe has a unique situation as there are two driveways right next to each other which also makes it difficult for the plow drivers. Alderman Reynolds asked that he give the City the opportunity to see if this plan works. Mr. Garbe stated that this solution was acceptable. Mayor Grove thanked Mr. Garbe for bringing his concerns before the council in a respectful and positive manner.

Mike Girton stated that the American Pickers show gave a great representation of our town and he has heard wonderful comments.

APPROVAL OF BILLS

Moved by Alderman Lavieri and seconded by Alderman Crane to accept, pay and place on file bills with Total Submitted totaling $362,461.25 (Total Payroll $172,286.79, Bills to be Paid $135,256.49, Total Bills Paid $54,917.97. Each and every alderman has a copy.
