THE FINANCE & SAFETY SERVICES COMMITTEE MEMBERS PRESENT: Aldermen Radtke, Sapienza, Payton and Buffo present; Mayor Harl present.
OTHER PERSONS PRESENT: City Clerk Dave Bartley, Treasurer Jackson Powell, Alderman Ferrari, Alderman Waldorf, Alderman Lukosus, Alderman Ballard, Finance Officer Justin Miller, ASM/Police Chief Doug Bernabei, PSM/Fire Chief Jeff King, Human Resource Manager Kim Reese, City Engineer Eric Carls and Mike Perry of Chamlin and Associates.
MATTERS DISCUSSED
Alderman Radtke made a motion to approve the minutes of the December 9, 2019 Finance & Safety Services meeting. Alderman Payton seconded the motion; motion carried.
The Committee reviewed and approved the disbursements for payment on January 8, 2020.

City Engineer Eric Carls reported the EWWTP Floodwall project is nearing completion
Chasing an option of grant to fund a natural gas generator for $675,000 with 25% match from City.
Purchasing Policy
Discussion
• Bid requirements regarding change order
Any change order that, when added to all other changes in the contract, either
(i) increases the cost of the contract by 20% of the original value or more or
(ii) increases the time of competition by 45 days or more must be approved by the City Council. The provisions qualifying as “emergency purchases” also apply to change orders.
The city engineer may approve a change order outside of the above parameters when using the required methods will identifiably increase the cost and/or materially change the intended scope of the project
No change to travel and expense policy
Finance Officer Justin Miller reviewed the investment ladder and noted the significant funds upcoming in April, July and August 2021. Treasurer Jackson Powell reported the following regarding the investment ladder:
• decreasing terms from 24-36 mos
• ladder has flattened out and evened out
• reduce volatility
NEW BUSINESS
PSM/Fire Chief Jeff King reported on the broken frame and transmission on S104 and stated he will need to source another option and suggest F550 with plow purchase.
