CALL TO ORDER

The meeting was held Tuesday, January 28, 2020 at the Peru Municipal Building, 1901 4th Street, Peru, Illinois. Chairman Andy Bacidore called the meeting to order at 10:00 a.m.

ROLL CALL

Voting & Quorum Members Present:

MINUTES

Chairman Bacidore presented the minutes of the IVRD meeting of December 17, 2019. Jim Knoblauch made a motion that the minutes be received and placed on file. Jeff Grove seconded the motion. All in favor; motion carried.

BUILDING & GROUNDS COMMITTEE

John Duncan provided a visual designed by Kmetz Architects of a potential renovated floor layout of the current IVRD building. IVRD is exploring the renovation of the current building versus other options. Kmetz Architects plans to attend the next IVRD meeting to review the floorplan and prices. The conceptual floorplan has the potential to house up to 8 TC workstations and also adds an entrance with a vestibule by the employee parking area, an employee breakroom, a server room where the jails cells are currently located, a mechanical room, and a quiet room possibly with bunks for use during a storm or after a stressful call. Doug Bernabei stated it would essentially be a complete gut of the current space except for the hallway walls. In response to Jeff King’s question, John Duncan reported the architect believes IVRD would be able to maintain operations at the site during construction. In response to Jeff Grove’s question, John Duncan reported there is approximately 3,000 square feet in the building. The garage is not part of the lease agreement. In response to Jason Curran’s question, PSAP Manager Fisher reported there are currently 3 workstations, but the new floorplan would have 4 functional workstations to start, with the option to expand. John Duncan said this is the first conceptual floorplan, designed with regard to compliance and regulations. The City of Peru has hired Kmetz Architects to review and report on any potential needs for the exterior of the building, for example the roof. In response to Chairman Bacidore’s question, Doug Bernabei said if Peru were to proceed with building a new police department, it would probably be voted on/authorized in April; and 12 months after construction begins, the police department would be in the new facility. The remodel of the existing police station to accommodate IVRD would take about 6 months, with the potential to use local contractors. John Duncan reported once IVRD obtains prices from Kmetz on the remodel, the board can compare the costs to other options, taking into consideration the price per square foot to remodel any location, the purchase price of other locations, and the moving of any utilities. John Duncan stated the board may be ready to move forward with one of the options by March after comparing the costs associated with each option.

Chairman Bacidore reported John Spencer of Starved Rock Media contacted him regarding radio tower options.

PERSONNEL UPDATE

PSAP Manager Fisher reported a candidate that was extended a TC position declined the offer. Another candidate will begin training in February, and a third candidate will be contacted.

LABOR MANAGEMENT COMMITTEE

John Duncan reported positive discussion at the January Labor Management meeting.

IVRD PSAP MANAGER REPORT

PSAP Manager Fisher reported IVRD needs the EVENTIDE recorder upgrade in order to be NG911 I3 compatible. The equipment quote is $27,064.00, which would be added to a grant the JETSB is applying for through the state of Illinois. The equipment cost would still be eligible for reimbursement even if IVRD purchases it prior to the grant being awarded. Doug Bernabei made a motion to purchase the Nelson EVENTIDE recorder upgrade to be NG911 I3 compatible at a cost of $27,064.00. Jeff King seconded the motion. Melissa Carruthers called the roll with Bernabei, Curran, Duncan, Fisher, Grove, King, Knoblauch, Rivara, Rutishauser, Samolinski, Kellen and Bacidore voting aye; Boelk (Hunt), Harl, Hogan and Popurella absent; motion carried.

PSAP Manager Fisher reported on a quote of $6,002.35 for the installation of Text to 911. PSAP Manager Fisher is unsure if this item would be eligible for the JETSB grant, but the software must be installed at some time to be compliant. Jeff Grove made a motion to install Text to 911 software for the quote of $6,002.35. Jason Curran seconded the motion. Melissa Carruthers called the roll with Bernabei, Curran, Duncan, Fisher, Grove, King, Knoblauch, Rivara, Rutishauser, Samolinski, Kellen and Bacidore voting aye; Boelk (Hunt), Harl, Hogan and Popurella absent; motion carried.

PSAP Manager Fisher recommended having a Starcom communication radio installed since IVRD is a MABAS backup. Utica Fire Chief Brown was able to get IVRD a radio for free. PSAP Manager Fisher stated the radio operates on satellite signals and there will be installation fees. Chief Brown stated any maintenance would have to be performed through government channels, and there is a monthly fee. Utica also serves as a backup. Chairman Bacidore stated that it is a statewide radio, allowing IVRD to communicate with other Illinois agencies as well as Red Center, which is the state MABAS dispatch center.

PSAP Manager Fisher reported on the ongoing radio issues with Earlville Police and Leland Police since she began as manager of IVRD and believes to be a liability issue. PSAP Manager provided examples of two recent incidents in which IVRD TC’s could hear an officer, but the officer could not hear the TC’s. PSAP Manager Fisher reported many times, TC’s are unable to hear Leland at all. IVRD came up with a solution to the problem connecting via fiber from Mendota to IVRD. Earlville PD, Leland PD and Earlville Fire denied payment to Starved Rock Communications for their portion of the radio work therefore remaining on the repeater and the fiber equipment was removed. Earlville Police Chief Darin Crask stated each radio company is saying it’s the other radio company’s issue. Dennis Rutishauser will work to get both radio companies together to figure out the issue. Doug Bernabei stated there was a 3-month time period when there were no radio issues when the fiber was in. Once the fiber was pulled because no one was paying for it, the issues started again. It was determined a letter would be sent to Earlville regarding the ongoing radio issues. Jeff Grove suggested IVRD covering the upfront cost of installing the fiber, and then getting reimbursed from Leland. Earlville Police Chief Crask will discuss this as an option with the Earlville council members. Jason Curran asked for an informal straw poll of board members wishing to authorize the purchase to install Earlville’s fiber on the condition IVRD will be reimbursed by Earlville during their next appropriation. Jeff Grove seconded the straw poll. All in favor. The item will be added to the next IVRD agenda.

CHAIRMAN’S REPORT

Chairman Bacidore issued a reminder of the CAD demo taking place in Utica at either 10:00 a.m. or 1:00 p.m. on February 11th.

FINANCIAL REPORT

Chairman Bacidore presented and reviewed the IVRD December Financial Report. John Duncan made a motion to receive and place the December financial report on file and to approve and pay bills in the usual manner. Jim Knoblauch seconded the motion. Melissa Carruthers called the roll with Bernabei, Curran, Duncan, Fisher, Grove, King, Knoblauch, Rivara, Rutishauser, Samolinski, Kellen and Bacidore voting aye; Boelk (Hunt), Harl, Hogan and Popurella absent; motion carried.

Jeff King initiated discussion of sending someone to the MABAS Conference. MABAS will pay for up to 2 people to attend. PSAP Manager Fisher is trying to determine who to send to the conference.
