City of Peru Public Services Committee met Feb. 17.

Here is the minutes provided by the committee:

COMMITTEE MEMBERS PRESENT: Aldermen Waldorf, Ferrari, Lukosus, Ballard present; Mayor Harl present.

OTHER PERSONS PRESENT: Deputy City Clerk Stephanie Piscia, Alderman Radtke, Alderman Payton, Alderman Buffo, ASM Doug Bernabei, PSM Jeff King, City Engineer Eric Carls, Finance Officer Justin Miller, Human Resource Manager Kim Reese, Building Inspector Tyler Dobrich, Community Service Officer Blake Frund, Parks, Recreation and Special Events Director Adam Thorson, Mike Perry of Chamlin and Associates and Chris Perra of T.E.S.T. and Economic Development Director Bob Vickery

MINUTES

Alderman Waldorf made a motion to approve the Public Services Meeting minutes of February 5, 2020. Alderman Lukosus seconded the motion; motion carried.

WATER & SEWER

City Engineer Eric Carls reported on grant money recently approved from IEMA for proposed EWWTP generator project. City Engineer Eric Carls discussed seeking bids for the natural gas generator to supply power in a flood event. City Engineer Eric Carls stated the project would cost approximately $750,000 and the city would be eligible to receive 75% reimbursement from the state, leaving the city to pick up the remaining $180,000.

ELECTRIC

Alderman Lukosus informed the committee of a SER Report prepared by Edler Power Services regarding Water Street Sub-Plank Road Sub fault that occurred on February 12th. Alderman Lukosus stated the incident that led to a pole static wire coming down on B Phase of the 34 kV line fed by PCB 6 out of Plank Road Sub. Alderman Lukosus stated per the report, PCB 6 operated correctly and tripped and reclosed twice and on the third trip, locked out. Alderman Lukosus also noted, per the report, that due to changes in the Ameren system, faults are now higher than in the past. Relays need to be adjusted to the account for that, so they do not over- reach the end of line substation. PCB 3 should have Zone 1 adjusted as to not-over reach Plank Road. PCB 9 should also be adjusted to not over-reach Plank Road. Alderman Lukosus discussed authorizing a study that would get new information to Ameren as to their grid parameters and faults re-calculated for each location. Alderman Lukosus stated the study would cost $15,000 and would take one month to complete.

PSM/Fire Chief Jeff King reported on a car accident involving a pole serving as a major source of power and stated it was the worst pole to hit due to it being one of the main generators used and shuts everything down when it goes down. PSM/Fire Chief King stated crews couldn’t get into the main work buildings due to the power outage and asked the committee to consider authorizing the purchase of an automatic generator for the doors in case of an emergency.

Alderman Lukosus reported on problems with the undersized Eakas transformer. Alderman Lukosus stated the transformer needs to be rebuilt and Electric Department Foreman Kye Kaszynski is working on getting quotes.

AIRPORT

Alderman Lukosus reported on getting prices for main terminal building.

CEMETERY

Human Resource Manager Kim Reese reported there has been ten interviews conducted for the cemetery laborer position and a selection will be made by the end of the week. Human Resource Manager Kim Reese reported all of the applicants were great. PSM/Fire Chief Jeff King stated there was such a great pool of applicants that if we are looking at any retirements in other departments.

PARKS & RECREATION

Parks, Recreation and Special Events Director Adam Thorson reported he is gathering ideas while getting his feet on the ground.

CODE ENFORCEMENT

Building Inspector Tyler Dobrich and Code Enforcement Officer Blake Frund addressed the committee with an update on some high-level code enforcement items.

Building Inspector Tyler Dobrich outlined the following properties:

• Tiki Inn

o Full access to building

o Met with owners and issued letter to demo; thirty-day window to comply

o City Engineer Eric Carls stated the owners were led to believe the property was going to be developed

• 1528 Pulaski Street

o Property is in foreclosure

o Working with corporate counsel to prepare and issue a dangerous building declaration

• Dairy Queen

o Watching property closely

o Owners in process of selling property

• Trollinger property

o Reported they owe $150,000 in federal taxes and stated they would need to be cleared up before the city could collect on any fines

Alderman Waldorf reported on online videos of people gaining access to the property and stated it would be a large expense to seal the property. Alderman Waldorf stated the city should focus on getting the property to the ground. Alderman Lukosus asked if no trespassing signs are posted.

PSM/Fire Chief Jeff King stated the fire 1602 5th Street is in the mortgage holders hands now.

ENGINEERING

City Engineer Eric Carls provided the following project updates:

• Planning phases, working with Finance Officer Justin Miller and will make presentation soon

• 7th Street Water Main and Area 1 Phase 5 

o Bid openings in two weeks

• General Fund Street Program 

o Working on funding

• Unytite Drive/N. Peoria Street 

o ??

• GMP-Proposed Police Department

City Engineer Eric Carls stated he is working with Finance Officer Justin Miller for financial budgeting timing on bidding and forecasting what projects will be released in 2021
