City of Peru City Council met Feb. 17.

A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council Chambers on Monday, February 17, 2020 at 7:00 p.m.
Deputy City Clerk Stephanie Piscia called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Payton, Ballard and Buffo present; Alderman Sapienza absent; Mayor Harl present.

PRESENTATION
Mayor Harl recognized Doug Biederstedt as a “Peru Good Neighbor” and wished him a happy retirement. Mayor Harl noted that Mr. Biederstedt served on the Planning/Zoning Commission since 1967 and held residence at 1105 Peoria Street. Mr. Biederstedt thanked the Mayor for the award and stated it was time to retire on April 1st which coincides with several meaningful events in his life.
City Engineer Eric Carls addressed the council to present newly adopted street assessment program. City Engineer Eric Carls stated the PASER system (Pavement Surface Evaluation and Rating) system was developed by the University of Wisconsin-Madison and is recognized by many transportation agencies across the country. City Engineer Eric Carls stated this report is intended to serve as the City of Peru’s asset management plan for all roadway’s being considered for street maintenance or reconstruction. The Engineering Department completed the survey and report in the Winter of 2019. The survey was completed by City Engineer, Eric Carls, P.E. and City Engineering Technician, Eric Zborowski. Both Eric Carls and Eric Zborowski hold PASER certifications from the Illinois Department of Transportation.
What is the primary goal of this report?
The primary goal of this report is to develop efficient, effective, manageable, and affordable programs and plans for improving the service life of the City roadways.
The report will assist in developing future programs such as preventative maintenance, which will be a key asset in effective action related to pavement maintenance. The most important aspect to be developed is the selection of appropriate treatments, at the right time, on the right roads. This in turn will reduce the cost of annual maintenance programs and increase the quality of City streets.
This report is focused on the goal of improving City streets to a level where other programs can begin to be implemented. It is the City’s primary focus to address the roadway sections in need of maintenance, prior to implementing other programs that will share in the annual budgeted funds. These roadway sections can typically be defined as fitting a PASER rating between 1 and 4.
What is PASER?
PASER is the acronym for Pavement Surface Evaluation and Rating system. The system was developed by the University of Wisconsin-Madison and is recognized by many transportation agencies across the country. The PASER system is formulated based on a visual inspection of the roadway surfaces.
The PASER system can be used to evaluate many pavement surfaces including, asphalt, concrete, sealcoat, brick, and gravel. The most common surfaces evaluated in Peru, IL is asphalt.
The asphalt and concrete roadways are rated on the PASER scale from one (1) to ten (10), ten (10) being excellent condition with no maintenance requirement and one (1) being failed pavement requiring reconstruction.
The brick roadways are rated on the PASER scale from one (1) to four (4), four (4) being very good condition with no maintenance requirement and one (1) being failed pavements requiring reconstruction.
Why is the PASER survey important to Peru, IL?
The City of Peru has made a commitment to a continued investment in the city’s capital improvement projects, which not only maintains but improves the city’s infrastructure. These projects are inclusive of the annual street maintenance and reconstruction programs.
The most commonly known program in the City of Peru is the General Fund Street Maintenance program. The Engineering Department has worked to develop a comprehensive evaluation of every roadway section located within the City’s jurisdiction. This report was completed utilizing the PASER system and is the primary source for developing the annual street maintenance program.
The road network evaluation will allow the City to develop a multi-year street maintenance program for the City Council to consider and implement. Utilizing the PASER system provides data to evaluate the system as a whole, assists in the planning for maintenance improvements project, and helps develop the implementation other programs such as preventative maintenance.
What are the PASER scale ratings and what do they mean?
PASER ratings vary depending on the existing surface of the roadway. Ratings are numerical in value and as the values increase from one (1) to ten (10), so does the quality of the pavement. The PASER program also provides recommended treatments for the various rating levels.

How many approximate miles of roadway are in the City of Peru?
The City of Peru has approximately 75 miles of roadway within its jurisdiction. Of the 75 miles of roadway approximately 70 miles have asphalt surface, 4 miles with concrete surface, and 1 mile of brick surface.
What is the average PASER rating for City of Peru roads?
The average PASER rating for asphalt and concrete roads was determined to be 6, which is Fair condition. Roads with a Fair rating require surface repairs and patching. The primary corrective action for the annual street maintenance program is surface repair and patching.
How does the City identify and select roads for the annual program?
The Engineering Department will first review the report and identify potential roads that meet the target scale for maintenance or reconstruction. The target scale is typically a PASER rating between 1-4. After narrowing the road sections, that fit the target scale, a much more detailed analysis for program inclusion is completed. The detailed analysis will include a number for factors such as:
Future utility improvements (water and sewer)
• Grant funding availability
• Economic impacts
• Future know projects
• Traffic data
• Condition of the roadway base
• Location of adjacent eligible segments
• Distribution among the City wards
• Safety concerns
What does the preliminary 3-year capital program for General Fund Street Maintenance look like? Are the identified road sections set in stone?
The road sections listed within the 2020-2022 Street Maintenance Proposal tab are a target listing for the next 3-year cycle of road maintenance. After the detailed analysis of the target listing is completed the finalized annual maintenance program is developed for bidding. The analysis may determine that one or more locations have not been included in the annual program. These roadway sections will either be re-assigned to a future maintenance program or will be included in a more in-depth capital project. Likewise, it may be determined that the capital budget for the maintenance program can support additional road sections that were otherwise proposed within future projects.
These road sections identified for “potential inclusion” are subject to change depending upon other capital needs that arise within the City and any site condition changes that may require a larger project scope. Larger project scope could include the need for replacement of watermain or sewer or significant drainage or subsurface issues that would result in a reconstruction of the roadway section.
The 2020-2022 Street Maintenance Proposal is a starting point for developing the annual program. It is the Engineering Departments intent to develop the final plans as closely as possible to the proposal.
When will the next PASER evaluation take place?
The Engineering Department will perform a city-wide assessment of the roadway every five years. Each assessment will be utilized to develop two 3-year street maintenance programs. In 2025 the City will again complete their assessments of the roads and develop a new plan, which will begin in 2026.
The current 2020 assessment will be utilized to develop the 2020-2022 and 2023-2025 street maintenance programs.

RESOLUTION FOR EWWTP GENERATOR
Alderman Waldorf made a motion the resolution be adopted as written and read. Alderman Lukosus seconded the motion. City Engineer Eric Carls reported on the need for a natural gas generator and funding is available.City Engineer Eric Carls stated the project would cost approximately $750,000 and the city would be eligible to receive 75% reimbursement from the state, leaving the city to pick up the remaining $180,000. Alderman Waldorf made a motion and asked City Engineer Eric Carls to discuss funding for Sewer Separation Area 1 Phase 5 project, Sewer Separation Area 1 Phase 6 project and Sewer Separation Area 5 Phase 1 project (no private money will be included in the funding. City Engineer Eric Carls reported on the long-term control plan with separating sewers and the IEPA requires the meeting minutes to reflect that no private money will be included in the funding. Alderman Lukosus seconded the motion; motion carried.
REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS
Corporate Counsel Scott Schweickert presented the minutes of Planning/Zoning Commission hearing held on February 12, 2020 concerning the petition of GC Housing Development LLC and Crane Construction Company LLC concerning property located at 1810 4th Street and 710 Peoria Street. Alderman Waldorf made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Lukosus seconded the motion; motion carried.
City Engineer Eric Carls noted the following easements are required as part of the Area 1 Phase 5 Combined Sewer Separation project. City Engineer Eric Carls stated the area is located by Halm’s Auto Parts and stated the new sewer will alleviate the lift station at Rock Street. Corporate Counsel Scott Schweickert stated two more easements will be coming.
