City of Peru Park and Recreation Board met Feb. 9.

Here is the minutes provided by the board:

Board Chairman Steve Michelini called the meeting to order at 5:00.

Attendance: Board Chairman- Steve Michelini, Board Members- Ray Zborowski, Linda Dzierzynski, Gena Wallin, John Fusinatto, Director or Parks, Recreation, and Special Events- Adam Thorson, and recreation director Seth Brannan.

Absent: Bill Steve, Jeff Puetz

I- Guest

None

Adam Thorson was introduced to the board as the new Director of Parks, Recreation, and Special Events.

II- Previous Minutes

A motion to approve the minutes of the January 14, 2020 meeting was made by Ray Z and seconded by Gena W.

The motion carried with Steve M abstaining.

III- Revenue and Expense Report

The revenue and expense report dated January 31, 2020 was presented and discussed. A motion to approve the report was made by Gena W and seconded by Linda D. The motion carried with all in favor.

IV- New Business

Communications:

Ray Z relayed that he was approached by a citizen who uses the pickleball courts in Peru. Discussion lead to how there are 18 members participating in a single league and with 2 courts at Washington Park. Also, the lines can be confusing on the court that is shared with tennis due to having both pickleball and tennis lines on the court.

Adam T will inquire more about pickleball usage and available facilities.

Swings:

Discussion was had about purchasing two swing sets. One set would be assigned to Washington Park and one set would be assigned to 28th St Park. In 2018, the purchase of two swing sets was placed out for bid. The bid from NuToys received the project for swing sets at Centennial Park and McKinley Park. Gena W requested a bid from NuToys for the 2020 project of adding 2 swing sets. The bid came back for $15,006. A motion to approve the purchase, pending council approval, was made by Gena W and seconded by Linda D. All were in favor and the motion carried.

Mulch:

Discussion was had about purchasing mulch for the two swing sets, pending council’s approval of purchase. Bill S forwarded an emailed quote from Ground Effects for $2,825.50. The quote was for 130 yards of playground mulch and delivery. A motion to purchase the mulch, pending council’s approval of swings, was made by Ray Z and seconded by John F. All were favor and the motion carried.

Stage:

Discussion was had on the City’s possible purchase of a 3-sided band shell for Centennial Park. The structure would be placed on the North side of 13th St and the City would complete all the electrical work. Discussion was had to possibly aid the purchase of the band shell as it would be utilized for Music in the Park events. A motion to aid in the purchase of the band shell was made by Ray Z and seconded by John F. All were in favor and the motion carried.

Fireworks:

The current contract for the Peru firework display expires this year. Adam T will talk to Dave B about putting the job out for bid. The display should have an 18-minute limit. Ray Z advised Adam T on the protocol for notifying the Coast Guard prior to the event. A motion to seek bids for the Peru firework display was made by Linda D and seconded by Ray Z. All were in favor and the motion carried.

Bounce Houses:

Discussion was had on previous bounce house vendors, prices, and value. The board has previously contracted bounce houses for Touch a Truck and July 3rd events. The board would like to continue to offer bounce houses at these events and look at other possible options for vendors. Adam T will search for new options as well as possible bounce house attendants.

2020 Radio Advertising:

Ray Z presented a quote from Starved Rock Media Advertising for $4680. The quote would cover advertising for 6 City events and 8 Music in the Park events. Each ad would be ran 150 times during the week leading up to the scheduled event. Discussion was had and the item will be placed on the March agenda for possible motion to approve.

V Unfinished Business

Music in the Park 2020:

8 nights of Music in the Park have tentatively been booked. To total cost would be $6,000, which would include cost of bands and sound. Further discussion was had on the need of food vendors and additional advertising. Adam T will contact local food vendors with event dates and start to establish booking.

Grass Seeding:

Discussion was had about the need for grass around the new playground equipment at Washington Park. A quote was presented from R and R to place sod around the playground equipment. The quote was stated as to not exceed $1500. A motion to approve the purchase of sod was made by Ray Z and seconded by Gena W. All were in favor and the motion carried.

VII- Public Comment

Adam T mentioned that Mayor Harl inquired about the possibility of a St Patrick’s Day parade. Discussion was had about the parade and it was decided to look at possibly adding to next years events.

Adam T stated that he would like to hear from the board on what they thought the greatest needs were for recreation. He then handed a survey to the board to fill out and return.

Adam T mentioned that he was contacted by the Peru Eagles about organizing a veteran’s parade. The parade would start at the fire station and end at Rotary Park. Adam T will keep the board updates as he learns more information.

Shery M- citizen expressed that the City should pay for the entire purchase of the band shell without the aid of recreation funds.

VII- Adjournment

A motion to adjourn at 6:30 was made by Linda D and seconded by Ray Z. All were in favor and the motion carried.
