REPORTS OF CITY OFFICERS
Moved by Alderman Lavieri and seconded by Alderman Reynolds to accept and place on file the Treasurer’s Report for February 2020 showing total cash balances in the La Salle State Bank of $7,546,167.98 and in Hometown National Bank of $3,850,988.36. Each and every alderman has a copy.

OLD BUSINESS
Alderman Bacidore stated that he noticed Mr. Martinez has not come back to the city to re- petition for the cannabis dispensary. He said that the council did not approve his original petition due to lack of a plan. Alderman Bacidore continued by saying that the developers of the Kaskaskia have come in with plan after plan including building and financial plans, valet parking to the point of asking what kind of pillow was preferred. Alderman Bacidore made the point that just because the developers of the Kaskaskia presented plans, it has not necessarily worked out for the City. Alderman Bacidore suggested we slack off a little in order to get a dispensary. Mayor Grove responded by saying that Mr. Martinez may be waiting to hear if he receives licensure from the state before coming back with a new petition. Alderman Bacidore wondered asked if he would come here or go to Peru if he received the license. Mayor Grove replied that he could not speak for Mr. Martinez. In addition, Mayor Grove added that the council members are the stewards of taxpayer money and it is the council’s job to ensure things are done the right way. Alderman Bacidore stated that anyone can come with a plan, but that does not mean it is going to work. Mayor Grove pointed to the St. Hyacinth’s development as an example. The developers had a plan, showed their financials and have been successful. Alderman Bacidore stated that the new flower shop in La Salle and the grooming store did not come to the City with a plan. It was clarified for Alderman Bacidore that those types of businesses do not require a Special Use Permit unlike a cannabis establishment. Mayor Grove reiterated that each Alderman has the right to vote as they see fit. He said the council is not always right, but tries to do the best they can.
Mayor Grove recognized local sports teams (swimming, wrestling, basketball) and offered his congratulations to the players and schools.
NEW BUSINESS
Moved by Alderman Demes and seconded by Alderman Reynolds to grant the request to hire one candidate for the position of Patrolman from the Patrolman Eligibility list per the recommendation of the Police and Fire Commissioners for the City of La Salle.

Mayor Grove announced that the annual St. Patrick’s Day parade will be held on Saturday, March 14, 2020 at 1 p.m. He thanked everyone who helps make the day a success including the Police and Fire Departments, Public Works and Parks Departments, the La Salle Business Association and the La Salle Promotion and Advisory Committee. He also thanked organizers Dan Burke and Cyle Dickens. Mayor Grove stated that many of the downtown businesses will offer specials that day.
Alderman Bacidore stated that he read in the newspaper that Peter Limberger bought an airline in Moline and asked if he came to the City with a plan would we allow him to land his plane on Second Street.

COMMENTS
Alderman Joe Jeppson mentioned that the La Salle Public Library will be sending out a community survey with the March water bill and asked all residents to complete the survey and return it to the library or City Hall. He stated that the purpose of the survey is to identify the services that are most utilized and to potentially expand and improve services to citizens. Mayor Grove added that he also encourages citizens to complete the upcoming Census.
Mayor Grove encouraged residents to vote in the upcoming March 17, 2020 primary.
City Engineer Brian Brown stated that Consumer Confidence Report for last year’s water is now available on-line and at City Hall. A copy will also go out in water bills.
