City of Peru City Council met March 30.

A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council Chambers at 7:00 p.m.
City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton, Ballard and Buffo present; Mayor Harl present.
All joined in the Pledge of Allegiance to the Flag of the United States of America.
PUBLIC COMMENT
Pastor Kevin Hancock of Crossbridge Community Church spoke over the phone with an invocation and stated he appreciated our leadership.
Mayor Harl reported on the bears in the window program and introduced bear Hunter. Out of essential services.
PRESENTATION
MINUTES
Mayor Harl presented the minutes of the Regular Meeting Minutes of March 16, 2020; Special Meeting Minutes of March 17, 2020 and Special Meeting Minutes of March 22, 2020. Alderman Waldorf made a motion that the minutes be received and placed on file. Alderman Ferrari seconded the motion; motion carried.
FINANCIAL REPORTS
Mayor Harl presented the City Clerk’s Report Of Cash Received February 2020 and Sales, Home Rule, Use And Telecommunication Tax Receipts For November 2019. Alderman Radtke made a motion the reports be received and placed on file. Alderman Buffo seconded the motion; motion carried.
ACTIVITY REPORTS
FINANCE AND SAFETY COMMITTEE
Alderman Buffo presented the following disbursements for payment on April 1, 2020:

Alderman Buffo made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. Alderman Radtke Announced there will be a Finance and Safety Services meeting on Thursday, April 2, 2020.
PUBLIC SERVICES COMMITTEE
Alderman Ferrari made a motion to approve an Engineering Service Agreement with DTS Inc. for the EWWTP Generator project in the amount of $35,550.00. Alderman Waldorf seconded the motion. City Engineer Eric Carls reported the FEMA/IEMA grant award is progressing with NCICG and Chamlin and Associates. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton, Ballard and Buffo voting aye; motion carried.
Alderman Ballard made a motion to approve renewal of salt contract with the State of Illinois at a cost of $73.66/ton or at a cost increase not to exceed 10% for the 2020-21 season. Alderman Waldorf seconded the motion. PSM/Fire Chief Jeff King noted the process is the same as next year and part of the state bid process. PSM/Fire Chief King stated the barn is full now but needs another 100 tons. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton, Ballard and Buffo voting aye; motion carried.
Alderman Lukosus made a motion to approve emergency purchase of pump for Arby’s Lift Station from Inman Electric Motors in the amount of $29,477.70. Alderman Waldorf seconded the motion. PSM/Fire Chief King noted the replacement is necessary rather than rebuilding the other pump for the third time. City Engineer Eric Carls reported the Arby’s Trunk Sewer project has been designed and ready to bid and is hopeful for grant opportunities.
City Clerk Dave Bartley called the roll with Aldermen Waldorf, Lukosus, Radtke, Sapienza, Payton, Ballard and Buffo voting aye; Alderman Ferrari abstained; motion carried.
REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS
Corporate Counsel Scott Schweickert presented a proposed resolution entitled:
RESOLUTION NO. 2020-08
RESOLUTION AUTHORIZING PURCHASE OF 1224 PLAIN STREET, PERU, ILLINOIS
Corporate Counsel Scott Schweickert reported on ongoing liens and litigation on the property and is below market value. Alderman Radtke stated that based on the COVID-19 time and overall, he is not in favor of unnecessary spending.
Alderman Waldorf made a motion the resolution be adopted as written and read. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Sapienza, Payton, Ballard and Buffo voting aye; Alderman Radtke voting nay; motion carried.
PROCLAMATIONS
Mayor Harl presented and read a proclamation proclaiming May 2020 as Motorcycle Awareness Month. Alderman Sapienza made a motion the proclamation be received and placed on file. Alderman Buffo seconded the motion; motion carried.

Ferrari made a motion the proclamation be received and placed on file. Alderman Radtke seconded the motion; motion carried.
UNFINISHED BUSINESS
Mayor Harl noted the COVID-19 Relief Fund is growing.
Mayor Harl noted the staffing resolution and extended it for fifteen additional days.
NEW BUSINESS
Corporate Counsel Scott Schweickert reported he is working with City Engineer Eric Carls to prepare a Request for Proposals (RFP) that will set a timeline and it will be published. Alderman Payton voiced his opposition based on the COVID-19 timeline he wants to take a step back and wait it out. Mayor Harl asked for a motion to seek proposals for the sale and redevelopment of 70.6 acres commonly known as the “Halm Farm” along May Road,
Peru, IL. Alderman Sapienza made a motion to seek proposals. Alderman Waldorf seconded the motion, motion carried. Alderman Payton motioned no.
Alderman Waldorf made a motion to include first responders in H.R. 6201, FAMILIES FIRST CORONAVIRUS
REPONSE ACT (with the emergency paid leave benefits when the first responder has been advised by a health care provider to self-quarantine related to COVID-19 or experience COVID-19 symptoms and is seeking a medical diagnosis). Alderman Ferrari seconded the motion.
Human Resources Manager Kim Reese reported the following regarding the Act:
• Expanded sick leave to employers with less than 500 employees
• Excludes first responders
• Adds 80 sick hours for full-time employees

• Federal and State mandated quarantine
• Advice by doctor
• COVID-19 diagnosis seeks

Council discussed “RESOLUTION OF SUPPORT BY THE LOCAL GOVERNING BODY” and set public hearing date for the Downstate Small Business Stabilization Program and noted the following:
• DCEO
• Small Business Stabilization
• Partner with the City of Peru
• Need to set public hearing date and post notice seven days prior to hearing
• $20 million allocated
• Poor understanding of the terms by the state
Alderman Radtke made motion to set a date for public hearing. Alderman Ferrari seconded the motion; motion carried.
PSM/Fire Chief Jeff King reported the landfill will be open Saturdays and Sundays from 9:00 a.m. to 3:00 p.m. and be staffed so residents can drop off yard waste bags. PSM/Fire Chief King stated there will be two 20yd dumpsters and residents will need to place the bags into the dumpsters. PSM/Fire Chief King stated a press release will follow.
Alderman Payton asked if the sticker program could be waived for the time being. Alderman Buffo noted since residents are bringing them to the landfill site, stickers should be waived. Clerk Bartley to report on details.
Alderman Ferrari thanked Finance Officer Justin Miller for his technology support regarding setting up the Zoom platform for residents to watch meetings.
