City of La Salle City Council met April 6.

A regular meeting of the La Salle City Council of La Salle, Illinois was held beginning at 6:30 p.m. Mayor Jeff Grove presiding with proper notice being duly and continuously posted. The meeting was held via conference call through the WebEx platform with the council, staff, press and the public having the ability to participate in the meeting by dialing 312.535.8110 using access code 624-571-469.
The meeting was called to order at 6:30 p.m.

PETITIONS
Moved by Alderman Ptak and seconded by Alderman Lavieri to grant the requests of Ameren Illinois to break ground at 2954 Country Aire Avenue to install underground electric and gas service, in the rear parking lot behind 134-138 Marquette Street next to alley to relocate gas main and at 391 Ator Drive to raise padmount transformer between 391-393 Ator Drive. Moved by Alderman Ptak and seconded by Alderman Lavieri to grant the request of AT&T to directional bore approximately 216’ and place (1) 1.25” innerduct in alleyway between Wright Street and Bucklin Street in rear of building at 426 Second Street, from an existing AT & T manhole (2) to an existing pole to provide pathway for new fiber to feed above mentioned building due to continuity issues caused by previous damage. Moved by Alderman Ptak and seconded by Alderman Lavieri to refer the request to amend Chapter 153 (Zoning) all other portions of the La Salle City Code related to the installation, permit requirements and fees pertaining to solar panel endeavors in various zoning districts within the City of La Salle to the Planning Commission.

Ordinance 2872: Pertaining to the Hiring of Police Officers and Firemen.
The above ordinance pertained to the rehiring of Police Officers and Firemen who have left the force or department but return within 12 months. The ordinance eliminates certain testing requirements if the individual is rehired within the 12-month period.

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept the recommendation of the Board of the Fire and Police Commission to hire Frank Bray to the position of Patrolman in the City of La Salle. Each and every alderman has a copy.

Mayor Grove thanked Leah Inman for her work in assisting our businesses as they seek various grants.
COMMENTS
Tom Henson from WLPO asked to speak to the Mayor off-line to ask a few questions. Mayor asked Tom to give him a call.
Alderman Lavieri and Mayor Grove reminded the public of the Easter drive-thru celebration from 12- 3 p.m. on Saturday, April 11, 2020 at Rotary Park. The Easter Bunny and various cartoon characters will be present throughout the park for children to wave to and enjoy. Mayor Grove stated that visitors will be asked to remain in their vehicles with the windows up as they drive through the park. There will be no candy distribution or donations accepted. Mayor Grove thanked those who volunteered to make this event happen.
Alderman Ptak stated that in the Finance meeting, Finance Director Duncan outlined the various processes and procedures the City is following to keep both residents and City staff safe during this time. Tom Ptak stated that the City is doing a very good job working through these challenges and handling the large volume of calls coming into City Hall.
Mayor Grove reminded residents that the City is not assessing late fees or doing water shut-offs for late payments at this time. However, he stated that at this time, the majority of residents have paid on time. He stated that City Hall lobby is not open, therefore residents are reminded that they can pay water bills at the drop box located between Eureka Bank and City Hall, pay on-line or through direct debit from a designated account.
At this time, Republic Services is not picking up yard waste bags or taking large items. There is a dumpster located near the tennis courts at Hegeler Park where residents can drop off yard waste. Yard waste must be in the brown paper bags; however, stickers are not required. Mayor Grove stated that this dumpster is for yard waste only that is contained within bags.
Mayor Grove thanked our Public Works department and our Police and Fire Departments for their dedication during this difficult time. He also thanked the public for their cooperation.

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept, pay and place on file bills for March 23, 2020 with Total submitted of $392,433.84 (Total Payroll $161,467.63, Bills to be Paid $206,424.75, Total Bills Paid $24,541.46) and for April 6, 2020 totaling $190,940.88 (Total Payroll $165,642.15, Total Bills Paid $25,298.73) Each and every alderman has a copy.
