City of La Salle City Council met April 22.

A regular meeting of the La Salle City Council of La Salle, Illinois was held beginning at 6:30 p.m. Mayor Jeff Grove presiding with proper notice being duly and continuously posted. The meeting was held via conference call through the WebEx platform with the council, staff, press, and the public having the ability to participate in the meeting by dialing 312.535.8110 using access code 628-117-216 and password 5272553.
The meeting was called to order at 6:33 p.m.

Alderman Bacidore called a meeting of the Streets, Alleys, and Traffic committee on Monday, May 4, 2020 immediately following the 6:00 p.m. Finance Meeting.

APPOINTMENTS/REAPPOINTMENTS
Mayor Grove asked the council to formally approve the appointment of Nicole Supan to the Planning Commission. Mayor Grove said that Nicole is very active in city events through LPAC as well as assisting with the Celebration of Lights. Mayor thanked Nicole for being willing to serve in this role.

Mayor Grove stated that the next appointment/reappointment is more of a housekeeping formality concerning our City Attorney Jim McPhedran.

OLD BUSINESS

NEW BUSINESS
Alderman Bacidore suggested that the council consider forgiving liquor license renewal fees this year as a way to assist taverns who have been closed for close to two months. He stated that we receive between $17,000 and $20,000 each month in revenue from gaming machines in these establishments, in addition to sales tax generated by businesses holding liquor licenses. Alderman Bacidore stated that he estimates the cost of forgiving the licensing fees would be equivalent to approximately one month of gaming and sales tax revenue generated by businesses holding liquor licenses.
Mayor Grove said the licenses renew May 1st, so this is something we could consider once we receive further directives from the Governor. Mayor Grove said this is not something we are ready to act on now, but could consider at a future meeting.
Alderman Bacidore said he has spoken to a few of the aldermen individually and opinions are mixed, but he thought it was something to consider. Mayor Grove said he made a good point and perhaps we could pro-rate the licenses based on the number of months of closure. He said this is one way we can look out for our businesses.
Alderman Herndon asked the Mayor if he had any thoughts or decisions on Celebrate La Salle. Mayor Grove stated that our event is held the last weekend of June, so we have a little more time to make a decision. He stated that Beth Ketter schedules the bands and other entertainment so she will review cancellation policies and will watch guidelines issued by the State concerning large events. As of right now, it is on until we hear something different from the Governor.

Ordinance 2873: Approving Labor Agreement between the City of La Salle and Illinois Order of Police (Sergeants/Lieutenants)
COMMENTS
Mayor Grove thanked the Sergeants and Lieutenants for their willingness to negotiate a two- year contract which will bring them back in line with AFSCME and Patrolmen who have four- year contracts. The current two-year contract was originally negotiating because at that time the City was looking into possible Shared Services. Mayor Grove thanked the Sergeants and Lieutenants for their cooperation.
Alderman Jeppson stated since the Library is currently closed due to Covid-10, they have begun accepting applications for digital library cards. Residents of La Salle can apply through the library’s website or Facebook page in order to have the ability to check out eBooks and audio books.
Mayor Grove stated that bulk item pick-up will resume this week. Yard waste bags with stickers will be picked up on Fridays, with plans to eventually return to Monday pick-up. There is also a dumpster north of the tennis courts at Hegeler Park where residents can drop off yard waste bags. A sticker is not required on bags that are dropped off.

Mayor Grove encouraged the public to complete the on-line census form. This information is very important to the City as it determines funding received from the state and federal level. The census is a short form and takes only 5-10 minutes to complete.
