City of La Salle Finance Committee met May 4.

Chairman Tom Ptak called the meeting to order at 6:01 p.m.
ROLL CALL:
Present: Alderman Ptak, Alderman Demes, Alderman Lavieri, Alderman Jeppson, Alderman Herndon Others present: City Clerk Carrie Brown, Finance Director John Duncan, City Engineer Brian Brown
A quorum was present.
There were questions on a bill from Clegg Perkins for traffic lights. John Duncan explained that there are certain lights where the City and IDOT split costs. These charges fall into that category and are split at either 50% or 75% depending on the particular light. City Engineer Brown stated that the charges most likely are for batteries which are expensive. He also indicated that IDOT has been out doing routine maintenance on lights.
Alderman Lavieri inquired again about railroad sign reimbursement that he questioned several meetings ago. Finance Director Duncan stated that he forwarded an email from Jeff Bumgarner to the aldermen with an explanation of the charges and that is the only information he has.
Finance Director Duncan stated that line item appropriations will be on the next council agenda for approval. He stated that due to COVID-19, it may be the best strategy to wait as long as possible to adopt a budget. The City has until July to adopt the budget and perhaps the state will adjust the deadline. He indicated that we will have to be cautious with spending. He said it is hard to know the total impact on revenues, but revenues in areas such as sales tax, state distributions, MFT, and gaming revenues will be impacted. He stated that the City has also lost revenue from the loss of the sand plant.
Alderman Lavieri inquired if Illinois Cement has started paying tonnage on the old quarry in Dimmick. He said he was not sure of the start date, but thought there was an agreement in place.
Alderman Demes questioned payments made to IV Excavating on three different occasions and wondered why our City trucks and crews could not do the work. Finance Director Duncan pulled the invoices and explained that one charge was for the separation of a two on one water line at221- 223 Wright which will be reimbursed by the homeowners through a payment plan. City Engineer Brown explained that the other two charges were for situations where the dig was beyond the scope of what we could do with our own equipment.
