City of Ottawa City Council met April 7.

Here is the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Rodriguez, James J. Less, and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, March 17, 2020, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of March 20, 2020, in the amount of $399,680.81 and the Biweekly Salary Payroll of April 3, 2020, in the amount of $495,543.91, both be approved and warrants issued.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of April 7, 2020, showing expenses in the amount of $1,030,724.81, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an engagement letter agreement between the City of Ottawa and Brian Zabel & Associates P.C., regarding the fiscal year 20 audit, which has been on file for public inspection since

March 17, 2020, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a memorandum of understanding between the City of Ottawa and Tri County Opportunities Council, regarding NCAT, which has been on file for public inspection since March 17, 2020, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an amendment to the medical transportation service agreement between the City of Ottawa and Medical Transportation Management Inc., regarding NCAT, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the submission of an application for a public transportation capital assistance program grant from the Illinois Department of Transportation, be adopted.

Second by Less.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution and amendment of the Section 5311 Grant agreement for NCAT, be received and placed on file for public inspection.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the acceptance of the Special Warranty for Section 5311 for NCAT, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance providing for public transportation in the City of Ottawa, LaSalle County, Illinois, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance adopting the Operating Budget for fiscal year 21, be received and placed on file. Be it further moved, a public hearing be set for Tuesday, April 21, 2020, at 7:00 p.m. in Council Chambers on this proposed budget.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Request.

Moved by Commissioner Ganiere that the City Clerk be authorized to advertise for Bids for the 2020 Watermain replacements. Bids will be received until 10:00 a.m. on Wednesday, April 29, 2020.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Estimate.

Moved by Commissioner Ganiere that the Estimate received from Layne Christensen

Company in the amount of $72,291.00 for Well #11 pump repairs, be approved and paid for from the Water Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez awarded Bid.

Moved by Commissioner Rodriguez that the Low Bid received from Ruiz Construction

Company in the amount of $364,330.00 for the 2020 Curb replacements, be accepted and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez read a statement indicating that Riordan Pool will be closed this year due to the cost of repairs and the uncertainties of the COVID 19 virus.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an intergovernmental contract to create the Central Illinois Police Training Center, which has been on file for public inspection since March 17, 2020, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Moved by Commissioner Less that a Resolution authorizing the execution of an intergovernmental agreement for mutual aid between the City of Ottawa and the City of Marseilles, which has been on file for public inspection since March 17, 2020, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing and ratifying an intergovernmental agreement between the City of Ottawa and the Illinois Department of Healthcare and Family Services, regarding ambulance rates, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Police Chief.

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of March 2020, be received and placed on file.

Second by Ganiere.

Nays: None. Motion carried.

Commissioner Less presented Report of Fire Chief.

Moved by Commissioner Less that the Report of Fire Chief, Andrew Borkowski, for the month of March 2020, be received and placed on file.

Second by Ganiere.

Nays: None. Motion carried.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of March 2020, be received and placed on file.

Second by Rodriguez.

Nays: None. Motion carried.

Mayor Aussem presented Report to Parking Administration.

Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $960.00, for the month of March 2020, be received and placed on file.

Nays: None. Motion carried.

Mayor Aussem presented Report of Building Official.

Moved by Mayor Aussem that the Report of Building Official, Mathew W. Stafford, for the month of March 2020, be received and placed on file.

Second by Less.

Nays: None. Motion carried.

Mayor Aussem presented Report of Sidewalk Program.

Moved by Mayor Aussem that the Report of the Sidewalk Program showing one participant in the amount of $750.00 for the month of March 2020, be approved and paid for from the General Corporate Fund.

Second by Ganiere.

Moved by Mayor Aussem that the City Clerk be authorized to advertise for Bids for the I & M Canal water source project. Bids will be received until 10:15 a.m. on Wednesday, April 29, 2020.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance amending Chapter 22, Section 22-126 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding residential fences, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance amending Chapter 38, Article III, Division 3 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding violations of the Governor’s executive order, be passed and approved.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution ratifying actions taken by the Mayor under the Declaration of Emergency and extending the Declaration of Emergency for COVID 19, be adopted.

Second by Eichelkraut.

Moved by Mayor Aussem that a Resolution authorizing the execution of a public assistance grant agreement between the City of Ottawa and FEMA for COVID 19, be received and placed on file for public inspection.

Moved by Mayor Aussem that a Resolution authorizing the execution of license agreement #5399 between the City of Ottawa and the Illinois Department of Natural Resources, which has been on file for public inspection since March 17, 2020, be adopted.

Second by Ganiere.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a preliminary engineering service agreement for federal participation supplement #2 between the City of Ottawa and IMEG Corp. for the pedestrian bridge project, be received and placed on file for public inspection.

Second by Rodriguez.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution appointing Randy Bretag term to expire July 2025, to the Playground and Recreation Board, be adopted.

Moved by Mayor Aussem that a Resolution authorizing the execution of a pre-closing possession agreement between the City of Ottawa and Renee Hermann for property located at 1709 Poplar Street, be received and placed on file for public inspection.

Moved by Mayor Aussem that a Resolution authorizing the execution of an intergovernmental agreement between the City of Ottawa and Wallace Fire Protection District, be received and placed on file for public inspection.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a resolution approving the amendment and extension of a collective bargaining labor agreement between the City of Ottawa and the International Association of Firefighters Local 523, be received and placed on file for public inspection.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing and ratifying addendums to 4 real estate contracts for properties located at 1352 Illinois Avenue, 902 W. Madison Street, 1709 Poplar Street, and 511 Illinois Avenue, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried. Council recessed at 7:20 p.m.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution reappointing Curt Sesto and appointing

Molly Hughes and Jonathan Ruiz, all to the Plan Commission, terms to expire

March 2023, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Requests.

Moved by Mayor Aussem that the Requests for variances from Gavin Aubry for 2207 Boyce Place and Martin Sean Phalen for 217 Deleon Street, both be received and referred to the Zoning Board of Appeals for review and recommendation.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Mayor Aussem presented Quote.

Moved by Mayor Aussem that the Quote received from John Pohar & Sons Inc. for the demolition of 511 Illinois Avenue in the amount of $19,900.00 be accepted and paid for from the General Corporate Fund.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.
