City of Peru Public Services Committee met March 2.

COMMITTEE MEMBERS PRESENT: Aldermen Waldorf, Ferrari, Lukosus, Ballard present; Mayor Harl present.

OTHER PERSONS PRESENT: City Clerk Dave Bartley, Treasurer Jackson Powell, Alderman Radtke, Alderman Payton, Alderman Sapienza, Alderman Buffo, ASM Doug Bernabei, PSM Jeff King, City Engineer Eric Carls, Finance Officer Justin Miller, Human Resource Manager Kim Reese, Building Inspector Tyler Dobrich, Parks, Recreation and Special Events Director Adam Thorson, Mike Perry of Chamlin and Associates and Chris Perra of T.E.S.T. and Economic Development Director Bob Vickery

MINUTES

Alderman Waldorf made a motion to approve the Public Services Meeting minutes of February 17, 2020. Alderman Lukosus seconded the motion; motion carried.

PRESENTATION

Mayor Harl reported on the following:

• John Lamps has requested permission to lease and farm the former Halm property.

• Asked for consideration to research additional property for parking

• Discussed options for land acquisition for the relocation of the Water Street Substation.

City Engineer Eric Carls addressed and email from Bob Johnson regarding businesses under construction renovation and certificates of occupancy (specifically Tyme Craft and SOB). City Engineer Eric Carls stated SOB was given a temporary permit for occupancy until March 16th.

Parks, Recreation and Special Events Director Adam Thorson reported activities are being coordinated for summer.

Parks, Recreation and Special Events Director Adam Thorson reported on Hope Week in conjunction with Crossbridge Community Church.

CODE ENFORCEMENT

Building Inspector Tyler Dobrich and Code Enforcement Officer Blake Frund addressed the committee with an update on some high-level code enforcement items:

• Building Inspector Tyler Dobrich reported Corporate Counsel Scott Schweickert has filed suit (compliance or demolition) for property located at 1528 Pulaski Street

• Building Inspector Tyler Dobrich reported the bank is in possession of the 1602 5th Street property that was a total loss due to fire.

• Building Inspector Tyler Dobrich reported AMC submitted plans for renovation.

ENGINEERING

City Engineer Eric Carls provided the following project updates:

• 7th Street Water Main and Area 1 Phase 5

o Both projects came in under engineer estimates and will be awarded to SKI

Sealcoating & Maintenance

• Change order coming for the John Pohar and Sons contract for Midtown Road area project due to soil conditions and scope additions removed from the N. Peoria Road Project

• John Pohar and Sons to be finishing mass grading and base course from Midtown Road to Peoria Street for approximately $60,000

• Change order will be required for Advanced Asphalt for the N. Peoria Road project due to scope changes to or the addition of adjacent capital projects

Alderman Radtke asked for status on rental property registration. City Engineer Eric Carls stated it has been researched but will be an administrative challenge.
