City of Lasalle City Council met May 4.

Here is the minutes provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held at 6:30 p.m. Mayor Jeff Grove presiding with proper notice being duly and continuously posted. The meeting was held via conference call through the WebEx platform with the council, staff, press, and the public having the ability to participate in the meeting by dialing 312.535.8110 using access code 624-806-072 and password 5272553.

The meeting was called to order at 6:30 p.m.

PLEDGE OF ALLEGIANCE

ROLL CALL

Present- Mayor Jeff Grove, Aldermen Demes, Bacidore, Ptak, Reynolds, Lavieri, Jeppson, Herndon

Absent: Alderman Crane was absent at the time of roll call but joined the meeting at 6:35 p.m.

A quorum was present.

APPROVAL OF MINUTES

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place on file the Minutes of the Regular Meeting of the City Council held April 22, 2020. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

PROCLAMATIONS

Clerk Brown read aloud the proclamation under consideration.

Moved by Alderman Ptak and seconded by Alderman Lavieri to proclaim May 17-23, 2020 as National Safe Boating Week. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

PETITIONS

Mr. Ken Mollan explained that by La Salle’s ordinance pedicab operators must be 18 years of age or older. He said many people have expressed to him that this could be a good summer job for 16-17 year olds, but last season that was not possible due to the ordinance. Alderman Lavieri asked if his liability insurance would cover these drivers and Mr. Mollan stated that they are covered.

Moved by Alderman Ptak and seconded by Alderman Lavieri to grant the request from Ken Mollan of Starved Rock Pedicab, LLC and Steamboat Basin Livery for permission to allow those who are 16 years and older, who hold a valid Illinois Driver’s License, to become Pedicab operators. Each and every alderman has a copy.

Alderman Lavieri asked if City Engineer Brown reviewed the Fassino request, as Alderman Lavieri believed this was in the part of town and the reason Ordinance 2157 was passed. City Engineer Brian Brown stated that Ordinance 2157 applies to any area of town where sewers are not deep enough. In this situation, the sewer is deep enough. Attorney McPhedran stated that there have been issues in the past where residents in this part of town at times have experienced water in their basements. However, by the petitioner signing the agreement if issues were to occur in the future, the City is indemnified. The petitioner is aware of this and has agreed to sign the petition.

Moved by Alderman Ptak and seconded by Alderman Lavieri to grant the request from Michayla Fassino for a variance and waiver from the requirement of providing a sewer ejector pump pursuant to Ordinance 2157 for premises being constructed at Lot 18 in Trovero 1st Subdivision commonly known as 63 Victoria Drive. Each and every alderman has a copy.

Moved by Alderman Ptak and seconded by Alderman Lavieri to grant the request of the Voluntary Action Center to display a temporary three-foot-tall by six-foot-wide 2020 Census banner on premises located at 1840 St. Vincent Avenue from April 29, 2020 to May 13, 2020. REPORTS OF CITY OFFICERS

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place on file the Building Inspector’s Report for March 2020 showing total fees collected of $350.00 with total value of construction of $25,510. Each and every alderman has a copy.

STANDING COMMITTEES

Moved by Alderman Bacidore and seconded by Alderman Lavieri to accept the recommendation of the Streets, Alleys and Traffic Committee to install a stop sign southbound on Creve Coeur and Gunn Avenue.

SPECIAL COMMITTEES

Attorney McPhedran stated that the Planning Commission unanimously approved the recommendation in regard to the Szuda Solar Panel request and Mr. Szuda and the representative of Power Home Solar agreed to all the terms and conditions within the Special Use Permit ordinance. There were no objectors present. Chairman Pigati indicated it was a very well-prepared petition.

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place on file the recommendation of the Planning Commission regarding the request from Bryan Law of Power Home Solar, LLC on behalf of Spencer Szuda for a Special Use Permit to install a 4.20 kW roof- mounted solar installation at 1202 Tonti Street, La Salle, Illinois. Each and every alderman has a copy.

In regard to the Quesse rezoning petition, Attorney McPhedran stated the Planning Commission unanimously approved the recommendation and there were no objectors present. Mr. Gary Quesse, during the Commission hearing, pointed out that the surrounding properties to the north and south of the premises under consideration are presently zoned Commercial.

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place on file the recommendation of the Planning Commission regarding the request from the Quesse family for the rezoning of premises located at 2330 St. Vincent Avenue from R-1 (Single Family Residence) to C-1 (Neighborhood Shopping). Attorney McPhedran explained that the next item on the agenda resulted from requests made by the City Council and some members of the Planning Commission to give consideration to no longer requiring Special Use Permits for solar developments. After consideration, the Planning Commission at the April 30, 2020 Public Meeting unanimously voted to make the recommendation to eliminate the requirement to go through the Planning Commission process to obtain a Special Use Permit for rooftop type solar panels. However, the Commission also recommended that Special Use Permits continue to be required for ground solar developments or other types. If the City Council approves this recommendation, rooftop solar panels would now be handled by the Building Inspector and City Engineer and the petitioners will simply obtain any applicable Building Permits. If the Building Inspector feels there is a unique situation the council could be asked to approve the request, however it will no longer need to go through the Planning Commission process. In addition, the City Council has the right to further amend or reconsider this issue and make changes without going back to the Planning Commission for further reconsideration.

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place on file the recommendation of the Planning Commission regarding potential amendments to the City of La Salle Zoning Ordinance No. 590, as amended from time to time, within Chapter 153 of the La Salle City Code, including, but not limited to Section 153.015 through 153.032 relating to Zoning Districts and Section 153.075 et seq. relating to Special Use provisions and all matters related thereto. APPOINTMENTS/REAPPOINTMENTS

Mayor Grove thanked John Duncan, Leah Inman and Carrie Brown for their assistance in narrowing applications down to six potential candidates from a group of very qualified applicants and arranging and conducting video interviews of those candidates. At this time, the Mayor asked for the council’s approval to appoint Mr. Brent Bader to the position of Deputy Clerk and as the Director of Public Relations and Community Development. Mayor Grove stated that Mr. Bader stood out among the great candidates we had to choose from. A plan is in place to provide Brent with quality driven training even during the shelter in place.

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept the Mayor’s recommendation and appoint Brent Bader to the Position of Deputy Clerk and as Director of Public Relations and Community Development.

Appointment: Brent Bader to the position of Deputy Clerk and Director of Public Relations and Community Development.

Brent Bader thanked the Mayor and City Council for the opportunity. He said a position like this will give the public a greater sense of involvement in the community and encourage further participation and appreciation of everything available in La Salle. He said he has been impressed with La Salle’s growth over the years and looks forward to pitching in himself. The Mayor welcomed Brent to the “Dream Team” and the aldermen congratulated Brent on his new position.

COMMENTS

Mayor Grove thanked residents for staying at home and our businesses for adhering to the Governor’s mandates. He said we are trying to work with our businesses and citizens to continue to do the right thing.

Mayor Grove thanked Leah Inman for assisting businesses with applications for the Downstate Stabilization Program grants.
