Bureau Valley Community Unified School District 340 Board of Education met June 22.

Here is the minutes provided by the board:

President Yepsen called the budget hearing to order at 6:00pm and directed the Secretary to call the roll.

ROLL CALL

PRESENT IN PERSON: Dye, Maynard, Olds, Yepsen

PRESENT VIA REMOTE CONNECTION: Spencer

ABSENT: Johnson, Wiggim

The amendment for the fiscal year 2020 budget for the Bureau Valley School District was presented. The amendments have been posted for 30 days. Rita Hanna, Bookkeeper, explained that a Transportation Fund payment was received from the State. This was an unexpected payment. The Capital Projects fund will be finished at the end of the fiscal year. The Life Safety fund was amended for a payment on the chiller project. The budget was also amended to reflect the transfer from working cash.

The public was given an opportunity to ask questions, however, none were received.

It was moved by Olds and seconded by Maynard to adjourn the hearing at 6:10pm.

Determining that a quorum was present, President Yepsen called the regular meeting to order at 6:10 pm and directed the Secretary to call the roll.

Mr. Stabler recognized Josh Bell, Ryan Carlson and Brent Jamison for their work on the virtual 8th grade promotion video. Justin Yepsen announced that our architects received a Starnet Worldwide Commercial Flooring Design Award for the flooring in the entrance at the Elementary/Junior High building.

There was no public comment

It was moved by Olds and seconded by Maynard to enter into executive session at 6:15 p.m. for the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity, or Student disciplinary cases and other matters related to individual students; and Discussion of minutes of meetings lawfully closed under the Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.

It was moved by Maynard and seconded by Olds to close the executive session at 6:55 p.m. and return to open session.

During Building Reports, the IT department is helping with a project that will allow remote access to the HVAC systems. Mr. Brad Bickett, Athletic Director, reported that the summer workouts, now allowed by the IHSA, are going well. Stan Schaffer, BVHS Head Custodian, reported that the new chiller was operating at the high school. Mr. Stabler mentioned that Stan has also been troubleshooting after a lightning strike that occurred a couple of weeks ago.

It was moved by Olds and seconded by Maynard to approve the consent agenda items:

8. Permanent Transfer from Annual Working Cash Levy to Education Fund of $76,602.95

9. Repayment of Loan from Working Cash Fund to Transportation Fund of $200,000

The Budget Amendment for FY20 was presented. It was moved by Olds and seconded by Dye to approve the FY20 Tentative Budget Amendment as presented.

It was moved by Olds and seconded by Dye to approve permanent transfer of up to $200,000 in Working Cash to the Education Fund.

Mr. Stabler presented the bid for resurfacing the parking lots in Manlius. Chris Maynard asked if this was part of the original bid from the construction project. Mr. Stabler said, yes, that it was.

Mr. Yepsen commented that this project is long overdue. It was moved by Maynard and seconded by Olds to approve the Manlius Parking Lot Resurfacing Bid of McDonald Trucking for $270,260.

In other business, Mr. Stabler thanked Duane Price, Brad Bickett and the coaches for working hard and quickly to get a plan for the high school work out sessions. We consulted our attorney and the county health department. There will be more guidance to come.

It was moved by Maynard and seconded by Olds to approve and retain the executive session meeting minutes of May 18, 2020.

It was moved by Maynard and seconded by Olds to accept resignations of Courtney Borowski as BVWE Teacher and Jeff Kulpa as BV JH Special Education Teacher.

It was moved by Olds and seconded by Dye to approve employment of Margaret Heing as BVN 4th Grade Teacher, Alyssa Daley as BVWE 2nd Grade Teacher, Nicole Hartz as BV JH 7th Grade Volleyball Coach and Abby Jaques as BV JH Head Girls Softball Coach and transfer of Anne Taylor from BVHS Special Education Teacher to BV JH Special Education Teacher.

It was moved by Olds and seconded by Maynard to approve maternity leave request of Elizabeth Rice.

VOICE VOTE MOTION CARRIED

It was moved by Olds and seconded by Dye to approve FY21 Wage Scale and Positions as presented.
