City of Peru City Council Met August 17

City of Peru City Council met Aug. 17.

Here is the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council Chambers at 7:0 p.m.

City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton, Ballard and Buffo present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America. PRESENTATION

Mayor Harl read the following report as prepared by Electric and Public Works Secretary Sara Balt regarding the

August 10, 2020 storm.

August 10, 2020 Storm Damage Report

Outages began Monday, 8/10 at 2:40 pm peaking at 3:47 pm with 3307 single-phase and 322 poly-phase meters for a peak number of 3,629. Single-phase is mostly residential and poly-phase mostly business.

By 7:46 p.m. 8/10, 83% of single-phase and 94% of poly-phase meters reporting outages in TuNET have been restored.

By 8/11 at 6 p.m. all but a few poly-phase meters have been restored. Outliers are most likely those on the mall line, but priority was the number of residential outages at the time.

By 8/12 at 12 p.m., residential meter outages remaining are those with specific issues, either owners were awaiting electrician’s repairs, or the CoP Electric Dept. had to address individually.

By Saturday, 8/15 at 3 p.m., remaining outages were at current levels. The guys were working on the high line by Mertel Lake and on Sunday, the mall line.

There were 3,875 power outages alarms in total related to this event.

We received, at minimum, 270 calls related to the Storm reported to the Electric Dept. It was compiled into a list of 10 pages that the Electric Dept. has been addressing one-by-one with the available manpower. As of Monday 8/17 at 12 p.m. we have reached page 7.

Though this is not 100% accurate, as I’m am missing official timesheets and going off notes on time that I’ve jotted down, I have an estimated total of 1,621.25 hours worked for the Electric Dept. This is including 516 hours from the Flora and Highland departments, and 73.75 of my own time.

For Public Works, my estimate is at 846 hours worked. This is from Monday morning until Saturday evening. You could less our regular workday, since the storm started at the end of it, which would take both totals down to 1,533.25 and 730 respectively. We still have a lot of work ahead of us yet, so I can provide an update after payroll is completed next week.

Mayor Harl gave a big thank you to the mutual aid linemen that helped.

PSM/Fire Chief Jeff King reported there have been 93 chipper loads to date.

PSM/Fire Chief Jeff King noted that leaves need to be put into yard waste bags.

Alderman Waldorf reported on the positive feedback from residents regarding the storm relief. Alderman Lukosus complimented the efforts of all.

Alderman Ferrari commended the Police and Fire Departments.

PUBLIC COMMENT

MINUTES

Mayor Harl presented the minutes of the Regular Meeting of August 3, 2020 and Closed Session Minutes Of: May 28, 2019, June 24, 2019, September 3, 2019 and February 5, 2020. Alderman Waldorf made a motion that the minutes be received and placed on file. Alderman Sapienza seconded the motion; motion carried.

FINANCIAL REPORTS

Mayor Harl presented the Treasurer’s Report for July 2020, City Clerk’s Report of Cash Received for July 2020, General Fund And Miscellaneous Funds Report for May 2020, Sales, Home Rule, Use And Telecommunication Tax Receipts for May 2020 and Utility Fund Report for May 2020. Alderman Radtke made a motion the reports be received and placed on file. Alderman Payton seconded the motion; motion carried.

ACTIVITY REPORTS

Mayor Harl presented the Peru Police Department Monthly Report for July 2020 and Peru Volunteer Ambulance Service Activity Report for June 2020. Alderman Lukosus made a motion the reports be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Buffo presented the following disbursements for payment on August 19, 2020:

Alderman Buffo made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. Human Resource Manager Kim Reese provided the following health insurance update:

• Health and Wellness Committee meeting was held this morning

• Reviewed spreadsheet

o Recommended 6 month renewal (6% increase) vs. 18 month (9% increase) o HRA/Flex Spending will be integrated

o Reviewed the timeline noting a 90 day transition

o Noted the City would be saving money this year

o BCBS of Illinois will be the option

Kim Reese explained she has been working on this transition for several months with Gallagher and IPBC. Kim Reese reported the recommendation Gallagher is to go with the 6 month commitment. The Council was supportive.

Finance Officer Justin Miller reported on storm related expenses and noted the emergency fund and option of reserves.

ASM/Police Chief Doug Bernabei reported that no cars were available for calendar year 2020 and noted placing an order for three cars in the fall for delivery in Spring 2021.

PUBLIC SERVICES COMMITTEE

Alderman Waldorf made a motion to reject and rebid awarding the 2nd Street Water Main Improvements to the lowest responsible bidder Universal Asphalt & Excavating Inc. in the amount of $342,621.57. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton, Ballard and Buffo voting aye; motion carried.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented the minutes of Planning Zoning Commission Hearing held on August 5, 2020 concerning the petition of Stephen and Meg Kowalczyk for property located at 1428 Rock Street, Peru, IL. Alderman Radtke made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Payton seconded the motion; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6493

AN ORDINANCE GRANTING A VARIANCE AS SOUGHT BY THE PETITION OF STEPHEN AND MEG KOWALCZYK CONCERNING PROPERTY LOCATED AT 1428 ROCK STREET IN THE CITY OF PERU, ILLINOIS

A RESOLUTION AUTHORIZING THE EXECUTION OF A MEMORANDUM OF AGREEMENT WITH ILSBDC AT STARVED ROCK COUNTRY ALLIANCE, INC.

Alderman Radtke made a motion the resolution be adopted as written and read. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton, Ballard and Buffo voting aye; motion carried.

City Clerk Dave Bartley presented a proposed ordinance entitled:

ORDINANCE NO. 6499

AN ORDINANCE AMENDING ORDINANCE NO. 6471 ENTITLED: “AN ORDINANCE FIXING WAGES FOR EMPLOYEES OF THE CITY OF PERU, ILLINOIS COMMENCING MAY 1, 2020 AND ENDING APRIL 30, 2021

Alderman Lukosus made a motion the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton, Ballard and Buffo voting aye; motion carried.

PROCLAMATIONS UNFINISHED BUSINESS

Corporate Counsel Scott Schweickert asked for guidance regarding the acquisition of 1224 Plain Street for net of $34,000. Council was supportive.

NEW BUSINESS

Alderman Sapienza reported he would be asking for funds next summer for new trees.

Finance Officer Justin Miller reported the city received $10,500 from FEMA for COVID related expenses.

Finance Officer Justin Miller reported on a local CURES Act Grant federally funded pass through the state for $424,700 and stated the city will be getting the COVID-19 hours reimbursed.

Corporate Counsel Scott Schweickert reported on a non-compliant Airbnb that has been previously fined. Planning/Zoning Commission of enforcement until it becomes compliant. Corporate Counsel Scott Schweickert noted that neighboring communities that have ordinances pertaining to Airbnb. City Engineer Eric Carls reported the property owner was notified back in October 2018.

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a petition from Pretium Packaging, L.L.C., Gary Quesse and James Quesse requesting a variance for real estate located at 4444 Hollerich Drive and 4438 Hollerich Drive in the City of Peru, IL. Alderman Lukosus made a motion the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Waldorf seconded the motion; motion carried.

Clerk Bartley presented a communication from United Way requesting permission to use Washington Park and Splash Field for a “safe” fundraiser on September 12th and 13th. Finance Officer Justin Miller reported ice cream will be served at no cost and social distancing will be observed. Alderman Ferrari made a motion the communication be received, placed on file and permission granted. Alderman Buffo seconded the motion; motion carried.

Clerk Bartley presented a communication from Rita Studzinski of the River Valley Chapter of the Compassionate Friends requesting permission to erect a sign near the entrance to the memory garden at Baker Lake. Council stated they would like to see a drawing of the sign before they grant permission.
