City of Ottawa City Council Met August 18

Meeting 10

City of Ottawa City Council met Aug. 18.

Here is the minutes provided by the council:

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Rodriguez, James J. Less, and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, August 4, 2020, be approved as recorded in the permanent files of the City Clerk.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

A public hearing was held on the Community Development Block Grant. Kevin Lindeman of NCICG explained that the grant is for $550,000.00 and it will be used to separate sewer and storm sewers in 3 different areas located at 3rd and 4th Avenues from Van Buren to Highland Street, Marquette Street at Calumet Street and Post Street at Washington Street. The total cost of the project is $787,215.00 with $237,215.00 coming from local fees in the form of CSO fees and $76,670.00 in engineering fees. Rachel Schneider of Renwick & Associates added that the CCSA 4 area has overflowed 129 times in the last 10 years and 8 times in 2020, the CCSA 14 area has overflowed 114 times in the last

10 years and 8 times in 2020, and the CCSA 17 area has overflowed 57 times in the last 10 years and 8 times in 2020. Area 4 has 8 locations we can be separated, area 14 has 2 locations and area 17 has 1. We will bid the project in the Spring with construction likely next summer. With no one else commenting, the hearing was declared closed at 7:15 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of August 7, 2020, in the amount of $407,411.67, be approved and warrants issued. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of August 4, 2020, showing expenses in the amount of $2,066,800.84, be approved and warrants issued. 

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of July 2020, be received and placed on file.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a transit service agreement between the City of Ottawa and the Center for Youth and Family Solutions, regarding NCAT, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut acknowledged Tom Duttlinger and Commissioner Rodriguez for the tree chipping and cleanup efforts.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a lease purchase agreement between the City of Ottawa and Deere Credit Inc., for a 2020 backhoe loader, which has been on file for public inspection since August 4, 2020, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution requesting permission from the Illinois Department of Transportation to perform a watermain bore on Route 23, be adopted. 

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Motion.

Moved by Commissioner Ganiere that the Proposal received from Grand Rapids Enterprises Inc. in the amount of $11,100.00 to connect to an existing sewer for property located at 1289 W. Marquette Street, be approved and paid for from the Wastewater Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere thanked all employees involved in the storm cleanup.

Commissioner Rodriguez presented Resolution.

Moved by Commissioner Rodriguez that a Resolution appropriating an additional $200,000.00 of Motor Fuel Tax Funds, be adopted.

Second by Eichelkraut.

A discussion took place regarding this additional amount. It was explained by Commissioner Rodriguez it was being used for extra road surfacing on E. Lafayette Street. Commissioner Less asked if our current contract was going to be getting a Change Order. City Engineer, Tom Duttlinger replied that we are using Rebuild IL Funds and the Advanced Asphalt contract. We have received 2 payments thus far and they must be tracked and documented the same way as Motor Fuel Tax Funds. Rodriguez added that is 25% loss of brick to repair the East side. Mayor added that there is one block of brick left in the area. Less asked if this would free up $200K in the general corporate fund. Duttlinger replied it could.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented New Business.

Moved by Commissioner Rodriguez that the Proposal received from Liebhart Construction Inc. in the amount of $10,420.00 to perform repairs to the downtown fire house, be received and placed on file for public inspection.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez thanked the community and our City workers in public safety along with the tree companies. Additional dumpsters are now in place at Allen Park and Riordan Pool. Commissioner Less thanked City Staff and the telecommunicators for the handling of calls the night of the storm.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of 2 musical performance agreements between the City of Ottawa and 2 artists for 2020 Music in the Park, which has been on file for public inspection since August 4, 2020, be adopted. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a master services agreement between the City of Ottawa and Premise Health Employer Solutions LLC, regarding employee wellness screenings, which has been on file for public inspection since August 4, 2020, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a contract for service agreement between the City of Ottawa and MTCO Communications Inc., which has been on file for public inspection since August 4, 2020, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution of Support and Commitment of Local Funds in the amount of $237,215.00 for the Community Development Block Grant, be adopted. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution adopting the 10 shared principles agreed to by the NAACP Illinois State Conference and the Illinois Association of Chiefs of Police, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried. Ganiere abstained.

Mayor Aussem also thanked everyone and was grateful that everyone is our community was safe following the storm.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned. 

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem. 

Nays: None. Motion carried. Council adjourned at 7:30 p.m.
