Bureau Valley District #340 Board of Education met Sept. 21.

Here is the minutes provided by the board:

Determining that a quorum was present, President Yepsen called the Budget Hearing to order at 6:00pm and directed the Secretary to call the roll.

ROLL CALL

PRESENT IN PERSON: Dye, Johnson, Maynard, Olds, Spencer, Yepsen 

ABSENT: Wiggim

The FY 2021 Tentative Budget was reviewed. Superintendent Jason Stabler explained the changes from the Tentative Budget. Revenues from admissions were decreased due to the changes in IHSA and IESA sports. Building Activity Fund Accounts must have a budget line item, so this was added. Expenses for uniform purchases were decreased, as well. To prepare for a possible roof repair project at the Walnut building, Building Repairs were increased. Mr. Stabler also mentioned that the Governor has been talking about cuts to the Evidence Based Funding. Our district is pleased that we will receive the same amount of money as last year.

No public input was received.

It was moved by Olds and seconded by Johnson to adjourn the Budget Hearing at 6:10pm.

President Yepsen then called the regular meeting to order at 6:10 pm and directed the Secretary to call the roll.

Mr. David Poust of the Walnut Rotary Club, along with Bob and Judy Glaser, presented a beautiful plaque honoring the Teachers, Staff and Administrators of the Bureau Valley District as their Citizens of the Year. Mr. Poust mentioned that the club members are so grateful to the staff for rethinking their way of teaching and caring for our kids. He felt the staff was a great example of their motto - Service Above Self.

Mr. Duane Price, BVHS Principal, recognized the Bureau Valley FFA chapter for being a Top 10 National Finalist in two categories: Model of Excellence and Strengthening Ag. Out of 8,739 chapters, ours made it to the top 10 and they are still competing for number 1. Mr. William Anderson and Miss Caseelyn Johnston, BVHS Ag Teachers, along with 19-20 chapter president Bre Broers, explained the application and competition process. The chapter highlighted their activities throughout the year. Extending Ag education to the junior high level was a big part of the nomination in the Strengthening Ag category. The final results of the competition will be announced at the end of October.

Mr. Price then asked Pat Corwin and Ken Wilcoxen to come forward. Mr. Price nominated Pat and Ken for a Lifetime Pass through the Three Rivers Conference. Between the two of them, they have 77 years of experience teaching and coaching.

During no public comment, Natalie Britt addressed the board with concerns about the check in process through Teacherease for remote learning. Her son missed that check in step and was counted absent.

It was moved by Johnson and seconded by Olds to enter into executive session at 6:40 p.m. for the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony

on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity, or Student disciplinary cases and other matters related to individual students; and Discussion of minutes of meetings lawfully closed under the Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.

It was moved by Johnson and seconded by Maynard to close the executive session at 7:20 p.m. and return to open session.

During Building Reports, Mr. Price mentioned that Jackson Lind is the Elks Teen of the Month. He also reported that the ROE had been on site for the Health Life Safety Inspection. Officer Winner had also performed a security inspection of the Manlius buildings. Eighteen students are being mentored through a program sponsored by Marquis Energy called Storm Trackers. Mrs. Platz thanked the staff for all their hard work in helping the students. Josh Bell, Technology Director, reported that the district is still waiting on a shipment of Chromebooks. He has been in contact with Mediacom about upgrades to the internet that would double the speed. He has also reached out to E-Rate about some extra funding for the upgrades. Brad Bickett, BVHS Athletic Director thanked Hidden Lake Country Club for hosting all the home golf meets. He also thanked the Walnut Park District for their help with cross country home meets. Andy Spencer asked Mr. Price about the students who attend WACC. He had received some complaints from parents regarding the fact that the students don’t attend five days a week. Mr. Price stated that he has been in contact with WACC. The students in the CNA and Cosmetology programs are attending more hours to meet their program requirements.

The FY21 budget was presented. It was moved by Johnson and seconded by Dye to approve the FY21 budget.

Board Policy updates were presented. Mr. Stabler explained that the updates have to do with Title IX regulation changes. The updates require the Title IX coordinator to take training and to post those training materials on the school’s website. Training will occur later this week. It was moved by Olds and seconded by Johnson to approve the board policy updates as presented.

Discussion regarding 2021 graduation dates was held. If we follow past practice, Mr. Stabler announced that the high school ceremony would be May 16, 2021 and the 8th grade promotion would be May 19, 2021. The administrators agreed with those dates. Because this will be the 25th graduating class of Bureau Valley, Mr. Stabler is hoping that we can provide a nice ceremony for the seniors. He also mentioned that some years, if we have snow days, graduation seems early. Now that we have a good remote learning system in place, we may not have to worry about that anymore. It was moved by Maynard and seconded by Spencer to approve the 2021 graduation dates as follows: BVHS - May 16, 2021 at 1:30pm and BV JH - May 19, 2021 at 7:00 pm.
