City of La Salle City Council met Oct. 5.

Here is the minutes provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held at 6:30 p.m. Mayor Jeff Grove presiding with proper notices being duly and continuously posted.

The meeting was called to order at 6:38 p.m.

PLEDGE OF ALLEGIANCE

A quorum was present.

APPROVAL OF MINUTES

Moved by Alderman Demes and seconded by Alderman Reynolds to accept and place on file the Minutes of the Regular Meeting of the City Council held September 21, 2020. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

PETITIONS

Moved by Alderman Demes and seconded by Alderman Reynolds to grant the request Michelle Serpico and Sam Patel to address the Council regarding a new business announcement, “LIV” at 525 First Street.

Voice vote, all ayes. Motion carried.

Mr. Patel thanked the council for allowing them to speak. Mr. Patel indicated that he is originally from Stuart, Florida which he described as a small city very similar to La Salle. He indicated that he then moved to Chicago about five years ago with his wife for work. He, like many millennials, are starting to realize that big cities aren’t where they want to end up when they begin getting married and raising families. He said this generation is looking for smaller towns where they can establish a foundation. Mr. Patel said he met Michelle and came upon this opportunity to open the business. The business is called LIV Wellness Lounge. He explained that it is a concept where the experience is what drives the business forward. He said that businesses such as Amazon have removed the “experience” from consumers. LIV Wellness Lounge allows individuals to optimize their well-being. Customers will be in the driver seat for their healthcare. He explained that clients will not come in because they are sick, but instead to optimize their health. LIV Wellness Lounge will address issues such as fatigue, hormonal imbalances and even such things as the desire to look younger. Mr. Patel said he is bringing his knowledge and experience he had in downtown Chicago to downtown La Salle. He thanked Gary Hammers, the building owner, for his support of this concept. Mr. Patel indicated that he will also reside above the business so will be fully a part of the community. He said that he and Michelle are committed to bringing better health to La Salle and to provide services to the surrounding area as well.

Michelle Serpico introduced herself and said that she is originally from Naperville, however has been in this area for almost ten years. She is a nurse practitioner and has worked as a hospitalist at IVCH for the past two years. She also works in the Emergency Department as well as in local urgent care facilities. She indicated that she met Sam about two years ago and encouraged him to bring this business to La Salle and even offered to run it for him. She said that she would make the trip to Naperville for this type of business and felt there was a need for such services in our area. She brought Mr. Patel to La Salle and he saw the potential. She said downtown La Salle reminds her of downtown Naperville and how they cleaned it up and made it beautiful. She said by opening this business, they too can assist with that effort here in La Salle.

Mayor Grove thanked them for choosing and investing in La Salle by providing another service not currently offered in the downtown.

Economic Development Director Leah Inman asked Mr. Patel to expand on the types of services LIV Wellness Lounge provides. Mr. Patel said the business will focus on IV hydration, where clients can receive IV fluids therapeutically for issues such as dehydration, In addition the business will provide services such as hormonal optimization, esthetics, such as Botox fillers and weight loss services. Mr. Patel stated that he did this in Chicago with over ten locations and he has separated from that brand to bring this brand to communities. Mr. Patel said that La Salle is the flagship location for the new brand and there are six other locations going up within the next 12 months. La Salle is the first and the largest. All will be in smaller towns, such as Ottawa. He said they also hope to give back to the community, with things like complimentary services for first responders.

Alderman Lavieri asked Mr. Patel what his educational background consisted of. Mr. Patel stated that he is a graduate of Purdue University, received an MBA, has a Business Law degree from Cornell and went to med school. By trade, he refers to himself as a medical entrepreneur.

Alderman Ptak asked the name of his former company. Mr. Patel stated that it was Thinfast MD which is currently in La Salle, but will be moving and will be called LIV Wellness Lounge.

Moved by Alderman Demes and seconded by Alderman Lavieri to grant the request from OM Signs and Graphics on behalf of Gary Hammers to install a 3.5’ x 8’ single-face, non-illuminated wall sign at 525 First Street. Each and every alderman has a copy.

Moved by Alderman Ptak and seconded by Alderman Demes to grant the request from Lucas Weidan for a Redevelopment Incentive Program grant totaling $8,293.35 for premises located at 240 First Street. Each and every alderman has a copy.

Moved by Alderman Reynolds and seconded by Alderman Jeppson to refer the request from Rosalinda Bence, resident of 411 Garfield Avenue, to install a speed bump to the Streets, Alleys and Traffic Committee. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Alderman Bacidore announced a meeting of the Streets, Alleys, and Traffic Committee on Monday, October 19, 2020 immediately following the 6 p.m. Finance Meeting.

Moved by Alderman Crane and seconded by Alderman Demes to grant the request to break curb for driveway from Tiffany Mennie at premises located at 1168 Hennepin Street. Each and every alderman has a copy.

Moved by Alderman Demes and seconded by Alderman Reynolds to grant the request from AT&T to directional bore and place 493’ 2”-pipe conduit from Pole P. 1233 to Pole P.1425. Each and every alderman has a copy.

REPORTS OF CITY OFFICERS

Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept and place on file the Building Inspector’s Report for August 2020 showing total fees collected of $885.77 with total value of construction of $159,200.00. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

STANDING COMMITTEES

Alderman Bacidore stated that the Licensing Committee met earlier in the evening, but has no recommendations at this time. The Committee will meet once again to discuss licensing fees and potential amendments to rental licensing ordinance on Monday, October 19, 2020 at 5:30 p.m. in the council chambers.

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept the recommendation of the Finance Committee to donate $500 to the Illinois Valley Food Pantry.

OLD BUSINESS

Moved by Alderman Crane and seconded by Alderman Lavieri to authorize, pay and place on file Pay Estimate #5 & Final to Universal Asphalt and Excavating Inc. totaling $147,099.25 for work completed to date on the Hegeler Park Sewer Separation Project. Each and every alderman has a copy.

Alderman Demes reminded residents that burning is not allowed within the city of La Salle. Mayor Grove added that the leaf vacuum truck will begin picking up any leaves raked to the curb on a weekly basis by ward. Residents can also put leaves or yard waste into brown yard waste bags that are stickered. Republic Services picks yard waste bags up on Mondays. Residents can also take leaves to the city’s drop off area. Mayor Grove reminded residents that this is a privilege and the Public Works department determines when a burn is needed. He indicated that if the area continues to be lit by individuals other than city workers, this option may need to be discontinued.

Mayor Grove announced that Trick-or-Treat in the city of La Salle will take place on Saturday, October 31, 2020 between 5-7 p.m. Residents who wish to participate can turn their porch lights on.

NEW BUSINESS

Alderman Demes said he has received complaints and has personally witnessed operators of unlicensed motorized bikes disobeying traffic signs and causing dangerous situations for drivers. He asked if the city can do anything about this. Chief Smudzinski stated that he is aware of the bike Alderman Demes is speaking of and there are rules they need to follow, such as staying as close to the curb as possible. Chief said he will speak to his officers to monitor this more closely and will place the speed trailer up on Garfield Avenue. Mayor Grove asked if the city can ban these. Attorney McPhedran said he will look into this. Mayor said if we do not allow golf carts, he is not sure why we would allow these types of bikes. Alderman Jeppson asked what would happen if one of these bikes were in an accident. Mayor Grove said that is a good point as the owners of these types of bikes would not carry insurance.

Economic Development Director Leah Inman wanted to make the aldermen and public aware that there have been some issues with city emails not going through in certain situations due to a firewall issue. The issue is being worked on.

She then announced two ribbon cutting ceremonies. The first is for Kea Roze Boutique located at 552 First Street. The ceremony will take place on Friday, October 9, 2020 at noon. The second is for Starved Rock Country Community Foundation located in the old post office at 241 Marquette Street. The ceremony will take place on Wednesday, October 14, 2020 at 4:45 p.m.

Mayor Grove thanked the Licensing Committee for their work as they consider various remedies concerning rental properties. He continued by saying that we encourage all residents to take “Pride in La Salle.” Mayor indicated that one area of concern are the clothes donation drop-off boxes within the city. He said many times donations are overflowing making properties look unkempt. Mayor explained that these particular donation boxes are put out by for-profit organizations who resell the donations for profit. He asked the council for their input as far as possibly prohibiting them within the city. Alderman Demes stated that he recalls early in his first term this was discussed and he believes a motion was made by former Alderman George Green to prohibit these collection boxes. Deputy Clerk Brent Bader was asked to look back through past ordinances and minutes to determine if action was taken previously.

Attorney McPhedran congratulated Tom Henson and Jeremy Aiken of Starved Rock Media on their recent awards.

APPROVAL OF BILLS

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept, pay and place on file bills for October 5, 2020 with Total Submitted: $365,213.22 (Total Payroll $168,787.58, Bills to be Paid $112,009.18) Total Bills Paid $84,416.46). Each and every alderman has a copy.
