City of Oglesby City Council Met August 17

City of Oglesby City Council met Aug. 17.

Here is the minutes provided by the council:

PRESENT: COMMISSIONERS ARGUBRIGHT (via phone), CULLINAN, CURRAN, LIJEWSKI, MAYOR RIVARA, ATTORNEY JIM ANDREONI AND CITY CLERK EITUTIS.

Mayor Rivara states that Commissioner Argubright is attending the meeting remotely.

A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CURRAN to approve the regular meeting minutes from August 3, 2020. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

Public comments on agenda items only: Greg Stein addresses the council in regards to fees being charged to contractors and begins to address the issue of the canoe landing.

A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CURRAN to approve 1123-081720 an ordinance authorizing the execution of the Memorandum of Agreement between the City of Oglesby and the Fraternal Order of Police. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Commissioner Lijewski states it finalizing the agreement allowing the police department to go to 12-hour shifts and to hire part time officer.

A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CURRAN to place on file ordinance 1124-090820 an ordinance amending ordinance 1024-061818 entitled an ordinance establishing wages for Oglesby ambulance service employees. Commissioner Lijewski states the ordinance was initially for 3 additional people. Initially IMRF was not be included and it is in fact Commissioner Lijewski states. The council has agreed to allow for 1 extra person. Commissioner Curran recognizes the difficulty in finding the best solution. Commissioner Lijewski states she will continue to investigate and put together something regarding the comparisons to what other communities are doing.

Public Comments: Greg Stein addresses the council in regards contractor’s working within the city. Greg Stein states his concerns with the canoe landing; he states the gate is ½ open. Stein feels the city should concentrate on the canoe landing and parks in regards to clean up efforts. Stein would like the city to consider cleaning community areas first. Stein states the canoe landing is an asset. Stein states his shock at the possibility of doing away with the ambulance service. Stein thinks the ambulance service should be added to the Fire & Police board as it would take some of the burden off the council. Greg Stein states that once we lose the ambulance service the rates would most likely increase. Greg Stein tries to discuss the power cost adjustment but has run out of time.

Commissioner Reports:

Argubright: none

Lijewski: Fire department had damage to the truck and antennae. The fire department had 24 calls in a 12-hour period the night of the August 10, 2020 storm. The ambulance department had 10 calls the same day. Commissioner Lijewski appreciates Greg Steins comments and will continue to analyze other towns and their ambulance services and will work with director Cathie Edens in doing so. Commissioner Lijewski states that Commissioner Porter dissolved the Ambulance Board approximately 3-4 years ago. The police department finished a police evidence and property audit from an outside consultant and had good compliance and few recommendations were made. There was praise given to Sergeant Valle in his assessment. Part time officers are being looked at to fill in. Those individual candidates are: John Atkins, detective Peru Police Department; Bradley Anderson, Peru Police Department; Matthew Klinefelter from Lasalle Police Department; Ray Gatza from Lasalle Police Department; Tyler Slimko from Lasalle Police Department and Nick Bernal from Lasalle Police Department.

Curran: as of 08/17/2020 there were with homes without power due to the fact the electric department is waiting for electricians to finalize work. The city has received assistance from Sullivan, Altimort, Flora and Highland in getting the power restored to the city. Commissioner Curran thanks all those who assisted and asks for everyone’s patience in getting the city restored and cleaned up. Commissioner Curran states there is still a lot of damage to be cleaned up in regards to poles, branches, etc… The city will have additional crews coming in to assist with chipping and branch removal as well. Commissioner Curran states the new audio system has been installed from Five Star Audio System in Naperville and is hearing positive reviews.

Cullinan: none

Mayor’s report: The Mayor reads a statement in regards to the storm. Mayor Rivara thanks the residents, employees and everyone involved who helped after the August 10, 2020 storm. The Mayor asks residents to call City Hall with any issues and to not call the Superintendent’s directly as it causes a set back when they are working. The Mayor states that due diligence will be done to critique the storm. The GTI variance is September 2, 2020 at 6:30 p.m. The Mayor states he has received a number of complaints in regards to the food truck that is located next to the car wash. Attorney Andreoni states the ordinance allows for it and it has met the requirements. Attorney Andreoni states the ordinance can be changed if the council has an issue with it, that currently there are no restrictions in the ordinance. Mayor Rivara states that the food pantry located at city hall has recently been vandalized and that behavior will not be tolerated.

A call for public comment came in after the allotted time in regards to the food truck. Commissioner Lijewski states that the food truck needs to follow guidelines. Attorney Andreoni believes that the ordinance states that vendors need to follow the Health Department’s guidelines. Mayor Rivara states he does not want to take away from the brick and mortar businesses.
