City of La Salle Finance Committee met Sept. 21.

Here is the minutes provided by the committee:

Chairman Tom Ptak called the meeting to order at 6:07 p.m.

ROLL CALL:

Present: Chairman Ptak, Alderman Demes, Alderman Lavieri, Alderman Jeppson, Alderman Herndon Absent:

Others present: Alderman Crane, Alderman Reynolds, City Engineer Brian Brown (Arrived at 6:12 p.m.), Economic Development Director Leah Inman, City Clerk Carrie Brown, Deputy City Clerk Brent Bader, Treasurer Virginia Kochanowski.

A quorum was present.

The minutes of the Finance Committee held on September 8, 2020 were unanimously approved by the Committee after a motion from Alderman Lavieri and a second from Alderman Demes.

Alderman Lavieri and Jeppson questioned a $1,174 charge which was listed as an oil change at NAPA Auto Parts was so high. After further investigation, it was determined that the amount also included the replacement of many filters such as an oil filter, air filter, coolant filter and more.

Alderman Jeppson asked how the sales tax was looking and Chairman Ptak said he thinks it’s down from previous years but the City is hoping for the best.

Alderman Jordan Crane asked about improvements to Rotary Park, and wondered if the rock and stone being brought in is for the Celebration of Lights road addition or for improvements to the property itself. City Engineer Brown said the rock and stone is not for the additional roadway being added for the Christmas event, but is for the utilities such as water, sewer and electric extensions to the future location of the restroom/safe shelter. Any stone that will be brought in for the Celebration of Lights roadway extension will be paid through donations received and that are deposited into the LPAC fund.

Alderman Crane said he asked the question because it is his understanding that the City puts in a lot of manpower and resources in addition to the donations, and he’d like to see a breakdown of the cost to the City for the Celebration of Lights project. He said he’s also made this request known to Finance Director Duncan, who was absent from tonight’s meeting. Chairman Ptak said Alderman Crane’s request was fair and could be reviewed. Alderman Lavieri had further questions as well concerning the projects at the park.

City Engineer Brown explained that if the bids for items that are part of the Rotary Park OSLAD grant come in below $800,000, then materials and labor used to extend the utilities to the future restroom location can be applied toward the city’s 50% portion of the grant.

Economic Development Director Leah Inman updated the Committee that there are $6,000 in Locally La Salle gift cards circulating in the community thus far and the program is going well. Alderman Crane said the gift card program has been a great idea.

Chairman Ptak asked the Committee to consider the request from the University of Illinois Extension for a monetary donation for education programing and it was unanimously decided to make a donation in the amount of $500 which was consistent with the donation made in 2019.
