A moment of silence was held for former La Salle City Treasurer and longtime La Salle business owner Roman Rimmele who passed away this week.

Moved by Alderman Demes and seconded by Alderman Bacidore to grant the request of George Knafelc for a Redevelopment Incentive Program grant totaling $2,550 for premises located at 501-511 First Street and 122 Wright Street (northeast corner of First and Wright Streets. The Mayor and Alderman expressed their appreciation for Mrs. Pierson’s many years of service and dedication as a Library Board member.
APPOINTMENTS/REAPPOINTMENTSMayor Grove asked that the potential appointment of Taryn Zeglis to the La Salle Library Board be passed over this evening but added to the November 16, 2020 agenda.
OLD BUSINESSMayor Grove explained that several weeks ago, Gary Hammers and Jeremy Reed came before the council to present a development idea for the southwest corner of Third and Bucklin Streets.To give other potential developers an opportunity, a” Request for Proposals” for the development of this location was published in the NewsTribune with the proposals being dueThursday, October 29, 2020. Mayor Grove indicated that the only proposal submitted in response was from the Hammers’ group. Mayor Grove explained that a small committee consisting of himself, Alderman Ptak, Economic Development Director Leah Inman with consultf rom Attorney McPhedran, will meet and negotiate with the petitioners in regard to the acquisition of the city owned real estate. Mayor Grove said if an agreement is reached, then in two weeks an ordinance will be prepared and the agreement finalized. Attorney Mc Phedran summarized by saying this gives the committee the authority to negotiate with the petitioners and the authority to tell the developers they can move forward. He said if an agreement is arrived upon, this will be finalized by ordinance at the time of the next council meeting.
Alderman Lavieri pointed out that only two voting members of the corporate authorities are allowed to serve on the committee, which would in this case be the Mayor and Alderman Ptak.He continued by saying if the rest of the aldermen have input or questions they should reach outto committee members. Mayor Grove stated that the aldermen will be kept informed. Attorney Mc Phedran added that as the aldermen are aware, any communication on the matter needs to be done on a one-on-one basis to remain compliant with the Open Meetings Act.
It was then moved by Alderman Reynolds and seconded by Alderman Lavieri to further consider the proposal to acquire city owned real estate, including 324, 324 1⁄2, 328, 330 and 362 Third Street and right of ways and to recommend potential action thereon. Each and every alderman has a copy.

Mayor Grove thanked the Ax Church and volunteers who made the Halloween event at Pulaski Park a success. He said it was a beautiful day and great to see an activity that provided some normalcy to kids and families. Mayor also recognized the successful event held at IVCC sponsored by WLPO. In addition, he thanked all residents who had their porch lights on for trick-or-treat. Mayor announced that Celebration of Lights at Rotary Park is set to open Monday, November 16, 2020. He thanked Jeff Bumgarner, Lynda Kasik, Beth Ketter, Brian Brown and city crews for their efforts. He said the new 1⁄2 mile of roadway is already full with displays and we have 14 new displays already sold for 2021.
NEW BUSINESS
Alderman Herndon said he has received approximately seven calls from residents stating that their garbage cans are being destroyed by Republic Services, as they are using the trucks with the arms to pick up cans. Because we do not have the totes, residents’ cans are being damaged. Mayor Grove stated that Republic knows the expectation is not to use the arms, but asked that Alderman Herndon provide the names of the affected residents and Deputy Clerk Bader will reach out to Republic.
Mayor Grove announced that the leaf vacuum truck is picking up leaves on a weekly basis in each ward. Superintendent Bumgarner stated that as of this past weekend, they are caught up. Mayor also announced that branch pick-up will end December 1, 2020.
Economic Development Director Leah Inman announced that Lil’ Mad Café was the winner of the Halloween window display event.
Mayor Grove reminded the public that Locally La Salle gift certificates are available online and make a great gift for the holidays and supports La Salle businesses.
ORDINANCES/RESOLUTIONS
Attorney McPhedran stated that the following ordinance is a result of discussions and recommendations made by Licenses Committee concerning a mandatory training course that will be required before rental licenses can be issued to landlords. This will take effect in 2021.

Moved by Alderman Reynolds and seconded by Alderman Lavieri to approve and place on file Ordinance 2910: An Ordinance Authorizing Entry Into an Agreement with PropertyPilot, LLC d/b/a GovPilot related to software. Each and every alderman has a copy.
Alderman Lavieri questioned if the fee is $72,000 for the three-year term or $24,000 per year. Attorney McPhedran acknowledged the fee to be correct, adding the fee is $24,000 per year. He also indicated that this ordinance is subject to some items in the agreement needing to be resolved. The ordinance specifically gives authority to the Mayor, Economic Development Director and Building Inspector Bacidore to approve the agreement before it is finalized.

Alderman Jeppson stated that with 2020 being so rough, it was nice that residents participated in Halloween. He said his kids were thrilled to be able to go out and trick-or-treat. Mayor agreed and said it was nice to see so many events well attended.
