Bureau Valley District #340 Board of Education met Oct. 19.

Here is the minutes provided by the board:

Determining that a quorum was present, President Yepsen called the regular meeting to order at 6:00 pm and directed the Secretary to call the roll.

ROLL CALL

PRESENT IN PERSON: Dye, Johnson, Maynard, Olds, Spencer, Wiggim, Yepsen ABSENT: None

Mr. Jason Stabler, Superintendent, thanked the district support staff for all their hard work. They have had to adapt to many changes including extra sanitizing, taking students’ temperatures on busses, and distributing “to-go” meals. The IT department has had to provide more support for remote learning. He is grateful for their hard work.

Melissa Dye was presented with a Master Board Member certificate from the Illinois Association of School Boards. Mrs. Dye has attended workshops to attain this certification.

Justin Yepsen read two thank you notes from staff members that received “Storm Baby” onesies from the District. We have several staff members that have had babies or are expecting babies this school year.

There was no public comment.

It was moved by Olds and seconded by Johnson to enter into executive session at 6:05 p.m. for the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity, or Student disciplinary cases and other matters related to individual students; and Discussion of minutes of meetings lawfully closed under the Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.

ROLL CALL IN OPEN SESSION

During Building Reports, Mr. Duane Price, BVHS Principal, explained that the Active Shooter Drill procedures have been adapted to keep students socially distanced. Mrs. Kristie Cady, BV Walnut and BV-Wyanet Principal, thanked her staff members for making changes to accommodate the return of students who had chosen remote learning for the first quarter. She reported that half the remote learning students returned to in-person learning for the second quarter. Justin Yepsen asked how many students returned from remote learning. Mr. Stabler reported that the high school numbers stayed about the same. He said that 17% of our students are still choosing remote learning instead of in-person learning. Mrs. Glenda Klingenberg, Transportation Director, mentioned that this is School Bus Safety Week. In the past, she led assemblies at each building to discuss bus safety. This year, her department made a video and it will be played for students. Bus drivers are performing the front door evacuation drills as in the past. Mr. Josh Bell, Technology Director, reported that half of our new chromebooks have been delayed yet again. Mr. Brad Bickett, BVHS Athletic Director, thanked the golf coaches and team for their hard work this season. Special congratulations to Bureau Valley all-conference golfers Bryson Smith, Elisabeth Sullivan, Regan Cook and Lily Pickard. He also mentioned that our cross country team will be competing in the Rock Island Alleman regional this Saturday. The BV Booster organization will be having a pork fundraiser this Saturday as well.

Two bids were received for snow removal. It was moved by Maynard and seconded by Spencer to approve the following bids for snow removal for the 2020-2021 season: BVN-Walnut, BVHS/BV Elem & JH/District Office-Manlius and BV Transportation-Manlius locations: Guither Tree Service at $74/hour for snow removal and $22/ 100 lbs of salt applied; BV Wyanet and BV Sheffield bus stop: Headley’s Lawn Care at $70/hour for snow removal and $0.20/lb of salt applied.

Mr. Stabler presented the Intergovernmental Agreement with the Bradford CUSD #1. The new agreement will be in effect for the school years of 2021-2022 and 2022-2023. The agreement contains the same language as the prior agreement. There is a potential to partner with Bradford for some Junior High sports. That issue will be discussed later and would be a separate agreement. It was moved by Johnson and seconded by Olds to approve the Intergovernmental Agreement with Bradford CUSD #1 as presented.

VOICE VOTE MOTION CARRIED

Mr. Stabler gave a report on the FY2020 Audit. The district’s financial rating improved from a 2.45 (Watch) to a 3.25 (Review). This is on a scale of 4. Issuing the working cash bonds helped to improve that rating. We also received more money by participating in the Summer Food Service Program last spring. This allowed us to distribute bagged meals to our families and we received a higher reimbursement rate for these meals. Operating expenses and administrative costs were down from the previous year. Building expenses were consistent. Transportation costs increased due to a bus purchase. Tort expenses were higher due to security cameras added to busses and our school resource officer. The district’s average daily attendance is lower, which means the cost per pupil is higher. The audit was performed by Hopkins and Associates. It was moved by Maynard and seconded by Dye to accept the FY2020 District Financial Audit and Annual Financial Report as presented.

Mr. Stabler informed the Board that the district will pursue an e-Learning Program. School districts may, by adopting a resolution, utilize “e‐learning days” in lieu of emergency days. The number of e‐learning days may not exceed the number of emergency days in the approved school calendar. The district’s e‐learning program must be verified by the regional office of education prior to implementation. Before adoption, the school board must hold a public hearing for the initial proposal or renewal of e‐learning program. This option would provide more consistent instruction for our students in the event of bad weather.

Mitigation metrics were presented to the board. Superintendents have been advised to create a template to analyze metrics in order to make an informed decision regarding changing our educational programming as a result of an increase in our local metrics. The changes in our programming could vary and we would consult closely with the health department before making any decision. It was moved by Spencer and seconded by Olds to approve the Bureau Valley Mitigation Metrics as presented.

Under other discussion, Mr. Stabler also thanked everyone who has worked hard to resurface the track. The project is nearing completion and our PE classes have been able to take advantage of the new track. He also reported that he is working with the Ag Department to pursue the Ag building project.

It was moved by Johnson and seconded by Wiggim to accept the resignation of Jenny Ackermans as BVHS Assistant Girls Track Coach.

It was moved by Maynard and seconded by Spencer to approve employment of Brenda Reuter as BVHS Paraprofessional and Brett Helms as BV JH Boys Basketball Coach. VOICE VOTE MOTION CARRIED

It was moved by Johnson and seconded by Wiggim to approve the Long Term Substitute guidelines as presented.

It was moved by Maynard and seconded by Johnson to adjourn the meeting at 7:25 p.m. VOICE VOTE MOTION CARRIED
