The Meeting Was Called To Order at 7:00 P.M.

PRESENT: Commissioners Argubright, Cullinan, Curran, Lijewski, Mayor Rivara, Attorney Jim Andreoni And City Clerk Eitutis.

A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CURRAN to approve the regular meeting minutes from August 17, 2020. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

Public comments on agenda items only: Bob Steele addresses the council and asks permission to conduct the annual Turkey Trot.

A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CURRAN to approve ordinance 1124-090820 an ordinance amending ordinance 1024-061818 entitled an ordinance establishing wages for Oglesby ambulance service employees. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Commissioner Lijewski states that she is hopeful that by approving the ordinance it will help with scheduling within the ambulance department.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to table 1125-092120 an ordinance amending Chapter 16, food dealers, of Title 8, Health and Safety of the Oglesby city code. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Commissioner Curran addresses his concerns about the fees being charged to vendors. Commissioner Curran has concerns with a vendor that has never been to Oglesby and that by raising the fee it may deter them. Attorney Andreoni states fees can be waived for non-profit uses. Attorney Andreoni also states the other changes he made to the ordinance in regards to the length of permit and that the Lasalle County Health Department will be the inspector. Commissioner Argubright has concerns about the Fun Fest vendors and the permit fees. Commissioner Lijewski asks if he is aware what other towns charge. Attorney Andreoni does not know for certain. The Commissioners discuss their concerns with the ordinance (fees, location to businesses, etc.…). Commissioner Argubright asks if the permits can be approved by the Council also.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to place on file 1126-092120 an ordinance granting a variance from the off-street parking requirements of the Oglesby Illinois Land Development Code for GTI Oglesby, LLC. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Mayor Rivara states it is for the GTI parking lot. Attorney Andreoni explains that the current parking lot is 18 spaces short. In order to comply GTI would have to pave over the site where the new expansion will go. Once the expansion is complete GTI will be able to comply with the required parking spaces.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY LIJEWSKI to place on file 1127-092120 an ordinance authorizing and providing for the issuance of not to exceed $1,400,000 aggregate principal amount Taxable General Obligation Refunding Bonds (Alternative Revenue Source), Series 2020A of the City of Oglesby, LaSalle County, Illinois, and for the levy of a direct annual tax sufficient to pay the principal of and interest on said bonds AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Attorney Andreoni states that the city is lowering the interest rates by refinancing the bonds. No additional funds are being borrowed in doing this Attorney Andreoni states. Mayor Rivara states the city is paying 3.5% and hopes to reduce it to 1.5%.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to place on file 1128-092120 an ordinance authorizing and providing for the issuance of not to exceed $1,320,000 aggregate principal amount Taxable General Obligation Refunding Bonds (Alternative Revenue Source), Series 2020B of the City of Oglesby, LaSalle County, Illinois, and for the levy of a direct annual tax sufficient to pay the principal of and interest on said bonds. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY LIJEWSKI to table the purchase of a truck from Morrow Brothers for the Parks Department. The Mayor states he has 2 bids in the amount of $ 32,865.00 and $31,285.00. Commissioner Cullinan states that the truck is for the Parks Department and both trucks they currently have are old. Mayor Rivara states that prior to the August 10, 2020 a discussion was made about putting together a vehicle rotation schedule, the Mayor states that repairs to damage caused by the storm are estimated to be between $100,000-$300,000 and he doesn’t think now is the time to buy a truck for the Parks Department. Commissioner Cullinan said he advised Bob Ghighi to get quotes together and he would present them to the council. Commissioner Argubright said in the next few months a plan needs to be put in to place. Commissioner Curran asks what truck they want to replace, it is a 1992 truck. Commissioner Argubright asks where the existing truck would go? Mayor Rivara hopes the council would work together to establish this.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to Approve request from Bulldog’s Bar to close S. Glen Avenue from Walnut Street south to the alleyway on Sunday 09/13/2020 and Sunday 09/20/2020 from 12:00-8:00 p.m. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Mayor Rivara states he spoke with Rich Baldrige and was told social distancing guidelines would be followed.

A MOTION WAS MADE BY LIJEWSKI, SECONDED BY ARGUBRIGHT to Allow Starved Rock Runner’s to conduct Oglesby Turkey Trot on November 26, 2020. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to allow Drew Faletti to have a Toy Run on 10/04/2020 through Oglesby. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Mayor Rivara states they are looking to have an Officer located at Columbia & Walnut during that time. A list of sponsors was given to the city council as well.

Mayor Rivara discusses sidewalk requirements within the city of Oglesby. Mayor Rivara states that since 2008 there are places that need to be looked at the enforcement of the ordinance. Commissioner Curran said the council should be enforcing the ordinance. Mayor Rivara said that he has spoken to some residents about this issue. Commissioner Curran feels the issue should be addressed and enforced. Commissioner Curran asks the Mayor if he should send out letters to those in violation to which the Mayor responds not yet.

Old Business: none

Public Comments: Commissioner Lijewski reads a letter from the Oglesby Police Department in support of the retention of Chief Hayse. The letter is signed by all officers. Commissioner Lijewski reads a second letter from Fraternal Order of Police representative David Gas in support of the retention of Chief Hayse. Commissioner Curran reads a statement from resident Dave Blair in regards to parking on one side only of certain city streets. Drew Merriman addresses the council and states that in regards to the food truck ordinance vendors are required to carry a one-million-dollar insurance policy. Drew Merriman addresses the council in regards to recent advertisement for the Chief of Police position. Merriman states his opinion on Chief Hayse and Dispatcher Anna Johnson. Commissioner Lijewski responds by stating the reasoning behind advertising for the position and praises Chief Hayse. Commissioner Lijewski states that the reason being the Chief is nearing the end of his contract period and that the council wants to do due diligence. Kathy Frederick addresses the council and reads a prepared statement in regards to her opinion of the Police Department. Frederick gives praise to Chief Hayse.

Commissioner Reports:

Argubright: states that late fees and shut offs will be implemented in October as the city is approximately $100,000 behind in utility bills.

Lijewski: 91 calls were had by the ambulance and 23 were transfers. The fire department had 43 calls and most were after the 08/10/2020 storm. The police department has started 12 hour shifts and things are going well so far. The Illinois Law Enforcement Training and Standards Board did an audit and the department was in 100% compliance. Police officers started back at IVCC on 08/17/2020 and are working Monday through Thursday from 10-5. A refrigerator was donated to the Police Department from John’s Service and Sales. The August officer of the month is Hugo Gonzalez.

Curran: Commissioner Curran thanks everyone that came to aid in the clean after the storm. Macomb, Montgomery, Grundy County, Oswego, Hennepin, Lasalle, IDOT and Lasalle County Highway. The electric department is still working on repairs to damage caused by the storm. A survey went out to residents in regards to parking on certain streets.

Cullinan: none

Mayor’s report: The Mayor thanks the city workers, Fire, Ambulance, Police and workers who came from out of town to help clean up the city. The Mayor reminds that there is still a lot of work to do in regards to repairs. Trick or Treat has yet to be determined. The city is trying to coordinate something with the library and Dickinson House to do something for the kids but must remain conscience.
