City of Ottawa City Council met Sept. 15.

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Rodriguez, James J. Less, and Mayor Daniel F. Aussem.
Absent: None.
Commissioner Eichelkraut presented minutes of previous meeting.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, September 1, 2020, be approved as recorded in the permanent files of the City Clerk.
Second by Ganiere.
Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.
Nays: None. Motion carried.
Peg Breslin addressed the Council about 1915 Champlain Street. She referenced the zoning history of A-2 until July 23, 2001, per a request from Twila Dumke to change it to C-2, a nagging concern that C-3 has 23 different things allowed that include a liquor store and possibly music on a patio, and that the Council is responsible for enforcing the zoning laws. Nicole Thrush submitted a copy of an online petition which had 57 signatures from change.org and asked the Council to vote no. Vicki Donahue has lived in the area since 1994 and added that’s its always been residential. Her concern was that is will not be a 9 a.m.-5 p.m. business like in the past and therefore she is against it.
A public hearing was held on the proposed annexation agreement for 1 Oaklane Drive. Christina Cantlin said that the property is contiguous to the City of Ottawa. The agreement is our standard agreement, which allows the connection to the City sewer.
Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of September 4, 2020, in the amount of $407,851.15, be approved and warrants issued.

Commissioner Eichelkraut presented Monthly Expense Report.
Moved by Commissioner Eichelkraut that the Monthly Expense Report of September 15, 2020, showing expenses in the amount of $862,918.92, be approved and warrants issued.
Second by Rodriguez.

Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of September 8, 2020, in the amount of $775.00, be approved and warrants issued.

Moved by Commissioner Eichelkraut that a Resolution appointing, approving, and authorizing the execution of 3 employment agreements for appointed City officials in Barry Baxter, John Bohler, and David DeWalt, as NCAT bus drivers, be received and placed on file for public inspection.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an amendment to the medical transportation service agreement between the City of Ottawa and MTM Inc., regarding NCAT, be received and placed on file for public inspection.

Commissioner Ganiere presented Ordinance.
Moved by Commissioner Ganiere that an Ordinance amending the City of Ottawa’s Zoning Ordinance for property owned by James and Kathryn Troccoli located at 1915 Champlain Street, be passed and approved.
Second by Eichelkraut.
Commissioner Eichelkraut then moved to table this motion until the October 20, 2020, Council meeting to be able to gather more information.

Moved by Commissioner Rodriguez a Resolution authorizing the execution of a proposal for structural engineering services by Chamlin & Associates Inc., for bridge inspections, which has been on file for public inspection since September 1, 2020, be adopted.
