City of La Salle City Council met Nov. 30.

APPROVAL OF MINUTES
Moved by Alderman Reynolds and seconded by Alderman Jeppson to accept and place on file the Minutes of the Regular Meeting of the City Council held November 16, 2020. Each and every alderman has a copy.

PETITIONS
Moved by Alderman Lavieri and seconded by Alderman Reynolds to grant the request from Designs & Signs on behalf of Tri-County Opportunities Council to install a 5’ x 6’ double-face, non-illuminated ground sign at 301 N. 30th Road. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.
BIDS
Superintendent Bumgarner explained that the bid for the 9th Street Pump Station upgrades are for building upgrades including windows, roof work, a new HVAC system as well as new back up generators. Only one bid was received totaling $289,500 from Trotter Contracting Inc.
Moved by Alderman Lavieri and seconded by Alderman Reynolds to award the bid for the Ninth Street Pump Station upgrades to Trotter Contracting Inc. totaling $289,000. Each and every alderman has a copy.

Bids: Trotter Contracting Inc. $289,500
Superintendent Bumgarner stated that the goal of the additional Water Supply Well #13 is an effort to take stress off some of the other top performing wells. The well will be placed adjacent to the existing well. Only one bid was received from Municipal Well and Pump totaling $634,350.

Bids: Municipal Well and Pump $634,350
It was mentioned that the new well will be paid out of the Water and Sewer Fund. Attorney McPhedran stated that the motion is also subject to the processing of all documents including, but not limited to, contracts.
STANDING COMMITTEES
Moved by Alderman Ptak and seconded by Alderman Lavieri to accept the recommendation of the Finance Committee to deny the request from the Boy Scouts of America for a monetary donation to support the W. D. Boyce Council’s Scouting Program. This is consistent with current giving practices. Each and every alderman has a copy.

NEW BUSINESS
Mayor Grove announced that leaf pick-up will end this coming Friday, December 4, 2020. Tree branch pick-up will resume in the spring. The city’s leaf drop off area will remain open for one more week and then will be closed until spring.

Ordinance 2913: An Ordinance Levying for Corporate Purposes for the City of La Salle, La Salle County, Illinois for the Fiscal Year Beginning May 1, 2020 and ending April 30, 2021.
Finance Director John Duncan indicated that the tax levy was discussed in greater detail during the Finance Committee meeting. He stated that there is an estimated 2% increase in EAV for the City of La Salle.
Finance Director Duncan stated that there is a 1.85% increase in the tax levy, which is offset by the increase in the EAV, therefore residents should see tax bills within $1.00 of what they paid last year. The EAV is an estimate at this time as the county is still hearing property tax appeals, but if this estimate holds true tax bills should be similar to last year.
Mayor Grove reminded residents that property tax bills are not made up of solely the City of La Salle, but include school districts, the county and others, but the numbers Mr. Duncan presented are for the City of La Salle portion only.
Finance Director Duncan said that was correct and that the City of La Salle portion accounts for approximately 25% of a resident’s tax bill. He said that Alderman Ptak pointed out in the Finance Meeting that a large part of the City’s portion of the property tax bill goes to the Police Pension fund. This year the Police Pension accounts for $1,605,000 of the levy. 51% of every dollar the City collects from property taxes goes toward the Police Pension. Mr. Duncan said there is an obvious need for pension reform and every community is facing the same battle, but until the State of Illinois addresses this issue, we are required to ensure proper funding requirements are met.
Attorney McPhedran asked Mr. Duncan to clarify for the public in case they had questions as to why the levy indicates dates of May 1, 2020 to April 30, 2021. Mr. Duncan stated that those dates are the fiscal year. The tax year however based on a calendar year. Taxes incurred in 2020 are then payable in 2021. The levy is set in December for 2020’s tax rate.
Mayor Grove thanked John Duncan for his preparation of the levy information.
