City of Oglesby City Council met Nov. 2.

Here is the minutes provided by the council:

A REGULAR MEETING OF THE OGLESBY CITY COUNCIL WAS HELD AT CITY HALL. THE MEETING WAS CALLED TO ORDER AT 7:00 P.M.

PRESENT: COMMISSIONERS ARGUBRIGHT, CULLINAN, CURRAN, MAYOR RIVARA, ATTORNEY EATTONI AND CITY CLERK EITUTIS. ABSENT: COMMISSIONER LIJEWSKI.

Attorney Andreoni gives his opinion on following the most recent mitigation orders issued by the Governor. Andreoni’s opinion is that business owners should abide by the guidelines. Violations of the Governor’s orders will most likely be handled by the State’s Attorney’s office.

A MOTION WAS MADE BY CURRAN, SECONDED BY ARGUBRIGHT to approve 1131-100920 an ordinance authorizing the execution of an agreement for the purchase of electricity from the city of Oglesby by GTI Oglesby, LLC. AYES: ARGUBRIGHT, CULLINAN, CURRAN, RIVARA. ABSENT: LIJEWSKI. Attorney Andreoni reads verbiage from the finalized agreement. Commissioner Curran thanks all parties that were involved in finalizing the agreement.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRANI to approve Ordinance 1135-110220 establishing the terms of employment, including the wage structure for the Oglesby Chief of Police. AYES: ARGUBRIGHT, CULLINAN, CURRAN, RIVARA. ABSENT: LIJEWSKI

A MOTION WAS MADE BY CURRAN, SECONDED BY ARGUBRIGHT to approve 1136-110220 an ordinance amending Chapter 10.24.050, stopping, standing and parking of Title 10, vehicles and traffic of the Oglesby city code. AYES: ARGUBRIGHT, CULLINAN, CURRAN, RIVARA. ABSENT: LIJEWSKI

A MOTION WAS MADE BY CURRAN, SECONDED BY ARGUBRIGHT to place on file 1138-111620 an authorizing the execution of a management and supervision agreement for waste water treatment plant and water treatment plant for the city of Oglesby, LaSalle County, Illinois. AYES: ARGUBRIGHT, CULLINAN, CURRAN, RIVARA. ABSENT: LIJEWSKI. Commissioner Curran gives information in regards to the details of the TEST contract and what is included in the contract. The new contract will add a 3rd full time employee and also extends the contract timeframe.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to approve 2020-111620R a resolution of the city of Oglesby, LaSalle County, Illinois authorizing permanent transfer among city funds. AYES; ARGUBRIGHT, CULLINAN, CURRAN, RIVARA. ABSENT: LIJEWSKI Mayor Rivara reads the fund amounts and the funds they are being transferred to.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to approve the resolution of the adoption of the 2020 LaSalle County Natural Hazards Mitigation plan. AYES: ARGUBRIGHT, CULLINAN, CURRAN, RIVARA. ABSENT: LIJWESKI.

Old Business: Mayor Rivara explains the meeting regarding the TIF has been delayed due to the pandemic.

Public Comments: Lizzy Mettille addresses the council with her concerns regarding the Govenor’s recent mitigation. Commissioner Argubright questions if slot machines will be open. Attorney Andreoni doesn’t see how it’s possible. The council, Mayor and city attorney discuss guidelines for gambling machines. A discussion ensues about the parking and new times and that they’ve been extended from 2 to 3 hours. Greg Stein addresses the council and gives his opinion about gambling and also questions the use of restrooms inside of bars and also whether getting a drink inside is allowed. Attorney Andreoni reads the new guidelines that have been released. Mayor Rivara states that the safety of the citizens is number one. Attorney Andreoni gives examples of what may or may not happen if the Govenor’s orders are ignored. Greg Stein questions the cost involved when a water main break happens. Stein asks what TEST does for the city? Commissioner Curran states they manage the wastewater treatment plant.

Commissioner Reports:

Argubright: none

Lijewski: absent.

Curran: discusses the status of the water tower painting. States pressure relief valves have been added. Curran states the audit is complete and has been sent off to BHMG to aid in the electric study.

Cullinan: none

Mayor’s report: Thanks everyone for the success of the drive thru Trick or Treat. Thanks the residents for the success of Trick or Treat throughout town. Gives examples of the costs of electricity throughout the state. Reminds that the city will work with the business owners to get through the recent mitigations that have been put in place.
