Bureau Valley Community Unified School District 340 Board met Dec. 21.

Here is the minutes provided by the board:

Determining that a quorum was present, President Yepsen called the Truth in Taxation Hearing to order at 6:00pm and directed the Secretary to call the roll.

The 2020 Tentative Levy was presented. Mr. Stabler explained that the 11% increase occurred because of the increase in EAV due to the wind turbines in Lee and Whiteside Counties. Without the additional EAV, the increase would have been approximately 3.5%. Though there is an increase in the Levy, the tax rate is expected to decrease for the second consecutive year.

There was no public input.

No public input was received.

It was moved by Olds and seconded by Maynard to adjourn the Truth in Taxation Hearing at 6:05pm.

President Yepsen then called the regular meeting to order at 6:05 pm and directed the Secretary to call the roll.

Mr. Jason Stabler, Superintendent, recognized Bureau County Republican Sports Editor Kevin Hieronymus for being inducted into the Illinois Basketball Coaches Association Hall of Fame.

Mr. Stabler also passed along condolences to Kevin and his family, as his mother passed away.

There was no public comment.

It was moved by Maynard and seconded by Wiggim to enter into executive session at 6:10 p.m. for the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity, or Student disciplinary cases and other matters related to individual students and the purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired; and Discussion of minutes of meetings lawfully closed under the Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.

During Building Reports, Kristie Cady, Bureau Valley Walnut and Wyanet Principal, thanked her staff for giving the students a very special Christmas this year. Julie Decker-Platz, Bureau Valley Elementary/Junior High Principal, thanked the PTO for purchasing Christmas decorations for the building and presents for the students.

It was moved by Spencer and seconded by Wiggim to approve the Resolution declaring the intention to issue $1,900,000 Working Cash Fund Bonds of the District for the purpose of increasing the Working Cash Fund of the District, and directing that notice of such intention be published in the manner provided by law as presented.

Mr. Stabler explained that the Whiteside Area Career Center has a boiler issue. All the schools involved in WACC must have their boards approve the Life Safety Amendment. However, after WACC received the estimate from the architect, it was $60,000 to $70,000 higher. WACC has tabled this issue. Spencer asked if we should table it as well. Mr. Stabler said that yes, the board should have more information in January.

In other discussion, Mr. Stabler explained changes to quarantine guidelines after consulting with the local health departments. For adults that are close contacts with a positive COVID-19 case, a 10-day quarantine is required, unless a negative PCR test is received after day six. With a negative result, the adult would be able to return to work after day 7. These changes are for adults, not students, per the health departments.

Mr. Stabler also congratulated the staff and students for finishing the semester. We were able to be in person for the majority of the first semester. This would not have been possible without the dedication of our staff, students, community, and Board of Education. While making slight adjustments as needed, the district has continued to follow the Remote Learning Plan that was approved by the board prior to school.

The district has received 4,500 free LED light bulbs. This program became available, and Maintenance Director Steven Foster completed the necessary paperwork to have the light bulbs delivered. These tube lights were paid through a special incentive program arranged through Ameren Illinois Commercial Ally Partner, OEO Energy Solutions. Mr. Stabler acknowledged Mr. Foster and Head Custodian, Stanley Schaffer, for their efforts with this project.
