Here is the minutes provided by the council:

THE MEETING WAS CALLED TO ORDER AT 7:00 P.M.

PRESENT:  COMMISSIONERS ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, MAYOR RIVARA, ATTORNEY ANDREONI AND CITY CLERK EITUTIS.

The 50/50 drawing was done at the council meeting.  The winning ticket was drawn by Rylin Eichelkraut (daughter of Assistant Clerk Patty Eichelkraut).  It was determined that the winner of the $12,000.00 jackpot was Howard Fluech.  Mr. Fluech will be contacted at the telephone number listed on the ticket.

A MOTION WAS MADE BY LIJEWSKI SECONDED BY ARGUBRIGHT to approve the regular meeting minutes from December 7, 2020.   AYES: ARGUBRIGHT, CULLINAN CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to approve 1139-122120 an Ordinance declaring developer in default of a TIF redevelopment agreement by and between the city of Oglesby and Reishus, LLC.  AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY LIJEWSKI, SECONDED BY ARGUBRIGHT to approve 1140-122120 an Ordinance approving and authorizing the execution of a redevelopment agreement between the city of Oglesby and Devine Floral and Design.  AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA

A MOTION WAS MADE BY CURRAN, SECONDED BY LIJEWSKI to approve 1141-12210 an Ordinance approving and authorizing the execution of a redevelopment agreement between the City of Oglesby and Gary Grosenbach.  AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY CURRAN, SECONDED BY ARGUBRIGHT to approve 1142-122120 an Ordinance approving and authorizing the execution of a redevelopment agreement between the City of Oglesby and Oscar’s Automotive. AYES: ARGUBRIGHT, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CURRAN to approve 1143-122120 an Ordinance approving and authorizing the execution of a redevelopment agreement between the City of Oglesby and Nick Carrico.  AYES:  ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY CURRAN, SECONDED BY ARGUBRIGHT to approve 1144-122120 an Ordinance approving and authorizing the execution of a redevelopment agreement between the City of Oglesby and Dave and Laura Weiden, Oglesby TIF District I.  AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY LIJEWSKI to approve 1145-12210 an Ordinance levying taxes for all corporate purposes for the City of Oglesby, LaSalle County Illinois for the fiscal year beginning May 1, 2020 and ending April 30, 2021.  AYES: ARGUBRIGHT, CULLINAN, LIJEWSKI, RIVARA.  NAYS: CURRAN.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to approve 1146-122120 an Ordinance abating the taxes heretofore levied for the year 2020, payable in the year 2021, to pay debt service on general obligation refunding bonds (alternate revenue source) Series 2013 for the City of Oglesby, LaSalle County, Illinois AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY CURRAN, SECONDED BY LIJEWSKI to table 1147-010421 an Ordinance authorizing the execution of an agreement between the City of Oglesby and A.G. Industrial Supply, Inc. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.  Commissioner Curran the situation may have changed and would like to get more information on the matter.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY LIJEWSKI to place on file 1148-010421 an Ordinance authorizing the execution of an agreement for warranty deed between the City of Oglesby and Eric Joseph Shevokas and Jill Shevokas. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY LIJEWSKI, SECONDED BY ARGUBRIGHT to make a Recommendation to be given to the Oglesby Board of Fire and Police Commissioners to promote to the rank of Sergeant, in the Oglesby Police Department. Attorney Andreoni makes the correction that it is the highest candidate on the list.  Commissioner Lijewski states it is the TRIDENT officer and should the Officer choose to remain in TRIDENT Commissioner Lijewski would like to make a second recommendation. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

Old Business:  none

Public Comments:  Drew Merriman calls in to the council meeting.  Merriman addresses Commissioner Curran: Merriman states that increase in the water/sewer in currently going into the general fund and feels it should go into a separate fund.  Commissioner Curran addresses the comment.  Merriman questions Mayor Rivara in regards to previous hires within the police department in the fact that the Mayor’s grandson is #3 on the hire list for the police department.  Mayor Rivara states that anyone has the right to interview and felt the experience is good.  Commissioner Lijewski states the ranking on the police department list is based on their testing scores.

Commissioner Reports:

Argubright: none

Lijewski:  funds were received ($4,681) from the Public Risk Fund and are going to the Fire Department to replace existing equipment.  Officer Gonzalez completed field training.  TRIDENT had another arrest within Oglesby.  Commissioner Lijewski states local hospitals have started to receive the COVID vaccine.  Commissioner Lijewski is hopeful there will be a slow down in 2021.

Curran: reminds that inspections in Cedar Creek still need to be finished.  The Street Department is out of posts at this time.  The lights on the newly painted water tower are now on.  Mario Carretto has completed his journeyman lineman course.  Commissioner Curran clarifies his comment on the raising of taxes in that they are being raised every year the maximum amount regardless of the city’s financial stand point.  Curran would like to not wait until December to address the issue of tax increases.  Curran and Mayor Rivara met with BHMG Engineers and they are preparing their recommendations and BHMG will provide a formal presentation to the city with their recommendations.

Cullinan:  the ice rink is being filled and is waiting for it to freeze.

Mayor’s report:  wishes everyone a Merry Christmas and Happy New Year.  All five residents who signed up for the lighting contest will be awarded $100 off of their utility bill.  There are currently 365 confirmed cases of COVID 19 in Oglesby and reminds the residents to be safe.  The date for the next working meeting will be January 13th , 2021 at 6:30 p.m..  Mayor Rivara discusses the electric rates of Ameren and closings that are happening and how that will drive the rates up.
