A presentation by BHMG Engineering on results of the electric rate study was given by Verbal Blakey. Commissioner Argubright questions some of the information given on the study. Commissioner Curran questions some of the information given on the study as well. Mayor Rivara questions some of the information given on the electric rate study. Commissioner Curran would like to move the yearly adjustment that occurs in the summer to another time.
The City Council agreed to place the information on the city’s web site/Facebook page to put the information out there regarding two municipal vehicles: one 1992 Chevrolet 1500 with 118,243 miles and one 2004 Dodge pickup truck with a plow and 260,000 miles.
A MOTION WAS MADE BY CURRAN, SECONDED BY ARGUBRIGHT to Refer petition for rezoning by RJS Investments LLC. To the Oglesby Plan Commission for a hearing. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.
A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY LIJEWSKI to approve 1148-010421 an Ordinance authorizing the execution of an agreement for warranty deed between the City of Oglesby and Eric Joseph Shevokas and Jill Shevokas. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.
A MOTION WAS MADE BY CURRAN, SECONDED BY ARGUBRIGHT to approve a Memorandum of Understanding regarding the City of Oglesby and GTI power purchase agreement. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Attorney Andreoni gives clarification on the Memorandum. Commissioner Curran also gives further explanation.
A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CURRAN to place on file 1149-011821 an Ordinance abating taxes levied for the year 2020, payable in the year 2021, to pay debt service on general obligation refunding bonds, series 2020A. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Attorney Andreoni gives further explanation in regards to the ordinance.
A MOTION WAS MADE BY CURRAN, SECONDED BY LIJEWSKI to Place on file Ordinance 1150-011821 authorizing the execution of an agreement for study of services between the City of Oglesby and Ameren Illinois Company. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA. Commissioner Curran explains that it allows a study to see what Ameren can support for a second feed into Oglesby.

Public Comments: Greg Stein questions the 12/29/2020 shooting incident at IVCC? A written statement that was prepared by Chief of Police Hayse was read by Commissioner Lijewski addressing some of Greg Stein’s questions. Commissioner Cullinan thanks the city council for adding an additional Officer to the schedule.
Commissioner Reports:
Argubright: none
Lijewski: 11 calls for the Fire Department. The total for the year was 213 calls. Additional radios totaling $36,000 were purchased with the COVID CURES monies. Ambulance department was able to utilize $563,365.00 worth of equipment with the COVID CURES monies. The total ambulance calls were 69 for the month.
Curran: discusses most recent snowfall and that it went well (alleys)
Cullinan: Parks departments had some issues with the ice rink they are addressing. Cullinan states Sergeant Padilla has recently retired after 14 years and congratulates him on his new position.
Mayor’s report: thanks all city employees for their hard work in 2020. The Mayor thanks everyone who has donated to the food pantry. Mayor Rivara thanks everyone involved in the shooting incident at IVCC. The Mayor reminds of the working meeting that is scheduled for 01/13/2021 at 6:30 p.m.
A MOTION TO ENTER INTO CLOSED SESSION WAS MADE BY CURRAN, SECONDED BY CURRAN, AYES: ARGUBRIGHT, CULLINAN, CURRAN, RIVARA. NAYS: LIJEWSKI. Commissioner Lijewski states she has nothing prepared or knowledge of why police issues are being discussed.
