Village of Diamond Village Board met Jan. 26

Here is the minutes provided by the board:

Proceedings, transactions, and resolutions made and order of said record of said Board in the Village of Diamond, IL.

The scheduled meeting of the Diamond Village Board was held at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Mayor Kernc and Village Clerk Lori Holmes were present at the Village Hall. Commissioners Adair, Brown, Kasher and Warner and Village Attorney John Gallo were in attendance remotely via teleconference. Upon roll call Commissioners present remotely were Mark Adair, Denise Brown, Jeff Kasher and Dave Warner. The Village Hall was open for citizens to enter and attend the meeting. Face masks along with social distancing was required.

Under the new amendment to the Open Meeting Act, Mayor Kernc read the following: “I, as Mayor have determined that pursuant to Public Act 101-640 that it is not practicable or prudent to require all members of the Village Board of Commissioners and Village staff members to attend this meeting physically because of public health concerns.”

Approval of 01-12-2021 Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 01/12/2021 regular meeting minutes and place on file. All Ayes: Motion Carried.

Approval of January 26, 2021 Bill List

MOTION was made by Commissioner Brown, SECOND by Commissioner Adair to accept the bills as read, draw warrants for their amounts and place on file. All Ayes: Motion Carried.

New Business

Discuss and Approve MFT CD Rates

Mayor Kernc stated the current renewal CD rates presented from Busey Bank, are very poor. Kernc suggested it might be in the best interest not to renew at this time but wait to see if the rates increase. After discussion, it was decided to place funds into a savings account and revisit the rates in 2-3 months. All Commissioners agreed. MOTION was made by Commissioner Brown, SECOND by Commissioner Warner not to renew the MFT CD and place the funds into a savings account. All Ayes: Motion Carried.

Preventative Maintenance for Generators

Mayor Kernc stated the village had a maintenance agreement with Elliott Electric which has expired therefore she had reached out to them and to several companies for a maintenance proposal. She received several however, one vendor cannot service 3 of the generators the other vendor can. Commissioner Warner stated he would like to have one company/source which would complete all necessary maintenance on all the generators to have consistency. Commissioner Kasher stated he would like to reach out to additional companies for proposals. This item was passed until the February 9, 2021 to allow for additional proposals to review.

Fire Alarm for Village Hall

Mayor Kernc stated the Fire Protection did an inspection at the village hall and inquired if the village hall had a fire alarm, which we currently do not. Kernc reached out to D & I Electronics for a quote. All Commissioners agreed that installation for a fire alarm system would be necessary. MOTION was made by Commissioner Adair, SECOND by Commissioner Brown to Approve Installation of a Fire Alarm System by D & I Electronics at the Village Hall. All Ayes: Motion Carried.

Public Works Department Updates

Mayor Kernc stated Domino’s has completed the underground boring required for the water line. Kernc recognized the Public Works Department for a job well done for the village’s snow removal. Kernc added, there was a small issue at a neighboring dwelling from the water line installation which caused sand in the resident’s water line. The sand infiltrated into a hot water heater causing the element to break. Acting Public Works Supervisor Jim Dunning suggested the install of a temporary flush hydrant once all the water line installation is completed which will help flush any remaining sediments out of the water line. Kernc approved payment for hot water heater repair.

MOTION was made to adjourn at 6:28 p.m. by Commissioner Kasher, SECOND by Commissioner Brown. All Ayes: Motion Carried.
