Regular meeting of the Council of the City of Ottawa, Illinois.
Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Rodriguez, James J. Less and Mayor Daniel F. Aussem.
Absent: None.
Commissioner Eichelkraut presented minutes of previous meeting.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, January 5, 2021, be approved as recorded in the permanent files of the City Clerk.
Second by Less.
Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.
Nays: None. Motion carried.
A public hearing was held on the annexation agreement for 2 Wood Duck Lane. Corporation Counselor, Christina Cantlin, explained that the parcel is adjacent and contiguous to the City. The petitioner will connect to water and sewer when they need too. With no one publicly commenting, the Mayor declared the hearing closed at 7:02 p.m.
Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of
January 8, 2021, in the amount of $464,078.00, be approved and warrants issued.
Second by Ganiere.

Commissioner Eichelkraut presented Monthly Expense Report.
Moved by Commissioner Eichelkraut that the Monthly Expense Report of
January 19, 2021, showing expenses in the amount of $1,458,856.80, be approved and warrants issued.
Second by Rodriguez.

Commissioner Eichelkraut presented Monthly Salary Payroll.
Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of January 11, 2021, in the amount of $775.00, be approved and warrants issued.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of December 2020, be received and placed on file.

Moved by Commissioner Ganiere that a Resolution authorizing acceptance and execution of an engineering design and construction services proposal by Etscheid, Duttlinger & Associates Inc., for the 2021 Watermain replacements, which has been on file for public inspection since January 5, 2021, be adopted.
Second by Eichelkraut.

Moved by Commissioner Rodriguez that a Resolution authorizing the execution of an extension and addendum to the lease/donation agreement between the City of Ottawa and the Conservation Foundation, which has been on file for public inspection since January 5, 2021, be adopted.
Second by Ganiere.

Commissioner Rodriguez presented Estimate.
Moved by Commissioner Rodriguez that the Estimate received from R & R Landscaping & Irrigation Inc., in the amount of $13,440.00 for tree grinding be approved and paid for from the General Corporate Fund.

Commissioner Rodriguez presented Request.
Moved by Commissioner Rodriguez that the Request to purchase a 2021 Ford F550 truck through the State Bid in the amount of $85,362.00 to be used by the Public Works Department be approved and paid for from the General Corporate Fund.

Moved by Commissioner Less that a Resolution authorizing the execution of a maintenance agreement between the City of Ottawa and Altorfer Power Systems, regarding the Fire Station generator, which has been on file for public inspection since January 5, 2021, be adopted.
Second by Ganiere.

Commissioner Less presented Resolution.
Moved by Commissioner Less that a Resolution authorizing the execution of a maintenance agreement between the City of Ottawa and Braniff Communications Inc., for the City’s warning sirens, be received and placed on file for public inspection.

Moved by Mayor Aussem that an Ordinance annexing certain territory to the City of Ottawa, LaSalle County, Illinois, owned by Christian and Hillary Newbury and located at 2 Wood Duck Lane, be passed and approved.

Moved by Mayor Aussem that a Resolution authorizing the execution of a special waste service agreement between the City of Ottawa and Republic Services, for dirt, soil, leaves, and other organic materials, be received and placed on file for public inspection.

Mayor Aussem presented Ordinance.
Moved by Mayor Aussem that an Ordinance amending Sections 86-223 & 86-224 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding application requirements for parade and open air meetings, be passed and approved.
Second by Less.

Mayor Aussem presented Ordinance.
Moved by Mayor Aussem that an Ordinance amending Article III to Chapter 66 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding park and park shelter reservations, be passed and approved.
Second by Rodriguez.

Nays: None. Motion carried.
The Mayor announced that the second round of CURES grant proceeds were awarded to 52 businesses and totaled over $700,000.00.
