Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Rodriguez, James J. Less and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, February 16, 2021, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of February 19, 2021, in the amount of $413,572.38 be approved and warrants issued. Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of March 2, 2021, showing expenses in the amount of $836,188.62, be approved and warrants issued.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance authorizing the issuance of General Obligation Bonds (Alternate Revenue Source) of the City of Ottawa, LaSalle County, Illinois, in an aggregate principal amount not to exceed $5,000,000.00 for the purpose of paying costs of the Route 71 watermain extension project, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance authorizing the issuance of Waterworks and Sewerage Revenue Bonds of the City of Ottawa, LaSalle County, Illinois, in an aggregate principal amount not to exceed $10,000,000.00 or in lieu of General Obligation Bonds (Waterworks and Sewerage System Alternate Revenue Source) said bonds being general obligation bonds for which real property taxes, unlimited as to rate or amount, may be levied, but which are expected to be paid from the net revenues of the combined waterworks and sewerage system of the City in an aggregate principal amount not to exceed $10,000,000.00 for the purpose of paying the costs of improving the waterworks and sewerage system of the City, be passed and approved. Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Moved by Commissioner Eichelkraut that an Ordinance providing for public transportation in the City of Ottawa, LaSalle County, Illinois, be passed and approved. Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing acceptance of the Special Warranty for Section 5311, regarding NCAT, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution and amendment of the Section 5311 grant agreement, for fiscal year 2022, be received and placed on file for public inspection.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the transfer of funds from the General Corporate Fund to the 2016 Bond and Interest Fund #216, to close out the fund, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an engagement letter between the City of Ottawa and Bernardi Securities Inc., be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Request.

Moved by Commissioner Ganiere that the City Clerk be authorized to advertise for Bids for the Route 71 Water main extension directional drilling project. Bids will be received until Wednesday, March 31, 2021, at 10:00 a.m.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Request.

Moved by Commissioner Ganiere that the City Clerk be authorized to advertise for Bids for the Route 71 Water main extension project. Bids will be received until Wednesday, March 31, 2021, at 10:30 a.m.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Request.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an engineering construction services agreement between the City of Ottawa and Renwick & Associates Inc., for elements 1.8 and 1.10 of the combined sewer overflow long term control plan, be received and placed on file for public inspection. Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a contract between the City of Ottawa and B & G Electric for a new electric gate at the Water Treatment Plant, be received and placed on file for public inspection. Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution.

Moved by Commissioner Rodriguez that a Resolution authorizing the execution of a proposal for engineering services by Chamlin & Associates Inc., for scour repairs on the Main Street bridge, which has been on file for public inspection since February 16, 2021, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution.

Moved by Commissioner Rodriguez that a Resolution authorizing the execution of a design and engineering services agreement between the City of Ottawa and Renwick & Associates Inc., for the 2021 Curb Replacement Project, which has been on file for public inspection since February 16, 2021, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution.

Moved by Commissioner Rodriguez that a Resolution authorizing the execution of a consulting engineering agreement between the City of Ottawa and Renwick & Associates Inc., for the 2021 Street Maintenance, which has been on file for public inspection since February 16, 2021, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution.

Moved by Commissioner Rodriguez that a Resolution authorizing the acceptance and execution of an architectural and engineering services proposal between the City of Ottawa and Kmetz Architects Inc., for a Riordan Pool assessment, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Quote.

Moved by Commissioner Rodriguez that the Quote received from Marseilles Sheet Metal in the amount of $8,950.00 for yearly preventative maintenance at the Police and Fire Department for calendar year 2021, be approved and paid for from the General Corporate Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Commissioner Less presented Report of Police Chief.

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of February 2021, be received and placed on file.

Commissioner Less presented Report of Fire Chief.

Moved by Commissioner Less that the Report of Fire Chief, Andrew Borkowski, for the month of February 2021, be received and placed on file.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an equipment lease agreement between the City of Ottawa and Brindlee Mountain Fire Apparatus LLC, to lease a 2005 Pierce Dash Custom Pumper, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Commissioner Less presented Estimate.

Moved by Commissioner Less that the Estimate received from Cole Radio Communications in the amount of $13,954.56 for squad car updates, be approved and paid for from the General Corporate Fund.

Second by Ganiere.

Nays: None. Motion carried.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of February 2021, be received and placed on file.

Nays: None. Motion carried.

Mayor Aussem presented Report of Parking Administration.

Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $125.00 for the month of February 2021, be received and placed on file.

Second by Rodriguez.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that the Report of Building Official, Mathew W, Stafford, for the month of February 2021, be received and placed on file.

Second by Rodriguez.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution approving and authorizing the execution of an employment agreement for an appointed City official in Jeffrey Bangert as Police Captain, be received and placed on file for public inspection.

Second by Less.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution accepting a grant from the Illinois Housing Development Authority’s Strong Communities Program and authorizing the program funding agreement, which has been on file for public inspection since February 16, 2021, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Zoning Board of Appeals.

Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, February 18, 2021, considering variance requests from Gary Windy Jr. for property located at 1418 Birchlawn Place to construct a garage, be received and placed on file. Be it further moved, the Council concur with the recommendations of the Zoning Board of Appeals and the side lot variance to 2 feet from the West property line with a maximum 12 inch overhang along the West side of the garage and the garage as an accessory structure up to 960 square feet, both be granted and the follow up Ordinance be passed and approved.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Plan Commission.

Moved by Mayor Aussem that the Report of Plan Commission meeting held on Monday, February 22, 2021, considering the Preliminary Plat for Navvytown at Heritage Harbor Ottawa Planned Unit Development, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the Preliminary Plat of Navvytown at Heritage Harbor be approved and the follow up Ordinance, be passed and approved.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to recess.

Moved by Mayor Aussem that this Council recess into Closed Session to discuss a matter of personnel.

Nays: None. Motion carried. Council recessed at 7:21 p.m.

Mayor Aussem presented motion to reconvene.

Moved by Mayor Aussem that this Council reconvene from Closed Session. Second by Ganiere.
