Village of Ladd Village Board Met Feb. 9.

The Ladd Village Board met in Regular Session at 6:30 pm in the Village Hall. President Mike Grivetti called the meeting to order and led the Pledge of Allegiance to the American flag.
Roll Call: Present – Trustees Jan Martin, Dan Nelson, Andy Ruggerio, Mike Urbanowski (4). Absent – Trustees Frank Cattani, Jim Manning. In attendance – Attorney Pat Barry, Clerk Diane Chandler, Treasurer Rhonda Bezely, Chief Bill Gaefcke, Superintendent Doug Englehaupt, Engineer Adam Ossola.
Motion Urbanowski – Second Martin to approve the January 26, 2021 meeting minutes, as presented. Ayes: Martin, Nelson, Ruggerio, Urbanowski
Motion carried: 4-0.
Motion Ruggerio – Second Nelson to authorize the payment of bills of $45,310.55.
Ayes: Martin, Nelson, Ruggerio, Urbanowski
Motion carried: 4-0.

Engineer’s Report: Motor Fuel Tax Program – Ossola presented preliminary costs and a project map for the 2021 Street Program.
Superintendent’s Report: Senior Housing – Englehaupt requested direction on the ordering of electric and water meters for the Senior Housing project. He added that he will place the responsibility to provide the materials for the electric extension on the contractor.
Motion Martin – Second Nelson to authorize Englehaupt to order 41 electric and 41 water meters for the Senior Housing project.

Motion carried: 4-0.
Single-Axle Truck Purchase – Englehaupt reported that a 2015 International single-axle truck is available for $90,000. No action was taken. He suggested that a plan be put in place to replace some of the Village’s equipment with newer models.
Grivetti commended the Street Department for the outstanding job done clearing the snow and for repairing a recent water main break in below zero temperatures.
Bezely presented quotes for the replacement of playground swings at both parks, 2 new Expression swings, and 2 new spring riders. She has also asked someone to repaint the existing spring rider in the park. Members of the Ladd Men’s Club have agreed to assist with the fall protection project. Grivetti added that former Ladd resident Doug Schweickert has committed to a donation of $5,000 toward playground equipment and the Floyd Groene family had also made a $1,000 donation to the parks.
Motion Ruggerio – Second Martin to approve the purchase of playground equipment for War Memorial & Kennedy Parks.

Motion carried: 4-0.
Chief’s Report: Garage Upgrades – Gaefcke requested direction on insulation and standard garage doors and openers for the new police garage. Nelson stated that conditions would not be ideal for spray foam insulation until the cold, wet weather ends.

An Ordinance Amending Ordinance No. 1025-2015 Entitled “An Ordinance Establishing An Enterprise Zone Within The Village Of Ladd, Illinois, Said Enterprise Zone Being A Portion Of A Larger Enterprise Zone Encompassing Contiguous Portions Of The Cities Of Princeton And Spring Valley, The Villages Of Granville, Hennepin, Ladd, And Mark, And The Counties Of Bureau And Putnam, Illinois.”
Ayes: Martin, Nelson, Ruggerio, Urbanowski
Motion carried: 4-0.
Bezely reported that additional software would be required to electronically report W-2 and 1099 information.
Motion Martin – Second Nelson to approve the purchase of a Civic Systems license fee for the electronic submittal of W 2 & 1099 files for the quoted price of $1,000.

No action was taken on a donation request from the Spring Valley Red Devils Youth Baseball Organization. Announcements:
