City of La Salle Finance Committee Met March 8.

Chairman Ptak called the meeting to order at 6:00 p.m.

Others Present: Alderman Reynolds, Alderman Bacidore, Alderman Crane, Deputy Clerk Brent Bader, Finance Director John Duncan, Economic Development Director Leah Inman
A quorum was present.
The minutes of the Finance Committee held on February 22, 2021 were unanimously approved by the Committee by voice vote after a motion from Alderman Lavieri and a second by Alderman Jeppson. Each and every alderman has a copy.
Alderman Lavieri questioned a charge listed on Page 2 under Engineering totaling $1,200 from Illinois Valley Surveying. Economic Development Director Leah Inman explained that this was for a survey on the Hammer’s property at Route 6 and Bucklin. The city paid the survey upfront but will be reimbursed for 50% of the cost by the developer.
Alderman Lavieri also questioned a charge of $20,978 from Aclara Technologies and whether it has solved recent issues reading certain accounts. Deputy Clerk Bader said the update really brought the issue to the forefront which has allowed staff to address it more efficiently. Alderman Lavieri asked about a breakdown of the charges and John Duncan said an additional charge was for the software upgrade. Alderman Ptak stated that the invoice described the charge as a maintenance renewal for one year for approximately $4,000. The remainder of the charge is for the software upgrade.
Alderman Demes said under the Police Department on Page 1 he saw a charge for Kittilson’s Garage for. $1,237.99 which was described as vehicle maintenance. Chairman Ptak pulled the itemized invoice and stated that the repairs were on a Police Interceptor Utility Vehicle and read Alderman Demes a breakdown of the charges. Alderman Demes then questioned another charge from Kittilson’s Garage under the Sewer fund described as Generator Maintenance. Chairman Ptak read the breakdown of that invoice as well. Alderman Demes stated that under the Street Department there was a charge for $977 described as spark plugs. Alderman Demes asked Chairman Ptak to read the itemized break down as he felt it had to be more than spark plugs. Finance Director Duncan said that when they input descriptions for the bills, they are limited on space. Chairman Ptak said the charges were made up of six separate invoices that included spark plugs, filters, bolts and many other items. It also included spring maintenance on chain saws.
In regard to the request from the Illinois Valley Brain Injury Clubhouse for a monetary donation, Alderman Demes suggested the request be denied. The committee agreed unanimously.
Alderman Jeppson provided information regarding a Library charge that that was questioned at the last meeting for binoculars. He stated that the charge was for 20-25 sets of binoculars purchased for an upcoming space program for star viewing purposes. Finance Director Duncan stated that it is his understanding that the library received grant funding to offset the cost of the binoculars.
