Village of Ladd Village Board Met March 9.

Here is the minutes provided by the board:

The Ladd Village Board met in Regular Session at 6:30 pm in the Village Hall. President Mike Grivetti called the meeting to order and led the Pledge of Allegiance to the American flag.

Roll Call: Present – Trustees Frank Cattani, Jim Manning, Jan Martin, Dan Nelson, Andy Ruggerio, Mike Urbanowski (6). In attendance – Attorney Pat Barry, Clerk Diane Chandler, Treasurer Rhonda Bezely, Chief Bill Gaefcke, Superintendent Doug Englehaupt, Building Inspector Barry Flanagan

Motion Cattani – Second Ruggerio to approve the February 23, 2021 meeting minutes, as presented. 

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Ruggerio – Second Nelson to pay bills of $39,599.71.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Correspondence: None

Public Comments:

• Molly Thrasher requested approval to hold the Farmers Market in War Memorial Park beginning on June 14th from 4:00 – 6:00 pm. Permission was granted.

• ReMax broker DeAnna Carlson addressed the Board regarding property she has listed for sale at 306 North Main. She requested that Village officials reevaluate the current ordinance language requiring a business to be established before occupancy of the residence at the rear of a building on Main Street. Her buyer client plans to move his family away from an urban area to a small town with plans to pursue options for a business. The empty adjoining lot would be green space for their children to play. The Board informed her that Main Street needs to be regulated as a business district and not as a residential neighborhood. This is our business district and a viable business needs to be established in the storefront before residential occupancy. Carlson added that her client has numerous ideas but needs to move into the building before determining which business he would establish. The Board requested that her client submit a business plan. The property owner’s son, Hank Grothen expressed his dissatisfaction with the Board’s stance and left the meeting. Carlson was given a copy of the ordinance for residential uses on Main Street so she can effectively market the property.

Engineer’s Report: None

Superintendent’s Report: Senior Housing Electric – Englehaupt reported that the notice for the electric distribution extension had been published in the newspaper. The pre-bid meeting will be held remotely on March 13th, bids will be opened on April 1st, and the project is to be awarded at the April 13th Village Board meeting. Work is to be completed by July 1st.

Inspector’s Report: Sidewalk Setback – Flanagan asked for clarification on the side yard setback of a sidewalk on private property. Barry stated that there is no restriction on sidewalk placement but the owner should be certain of the location of their property line and they cannot create a drainage problem for their neighbor.

Attorney’s Report: Vacation Policy Ordinance – Barry presented an ordinance amending the vacation policy for non-union full-time employees.

Motion Nelson – Second Martin to pass “AN ORDINANCE AMENDING PAID VACATION TIME POLICY FOR ALL NON-UNION FULL-TIME EMPLOYEES OF THE VILLAGE OF LADD, BUREAU COUNTY, ILLINOIS”.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried: 6-0

Due to missing parcel numbers in the Bureau/Putnam Area Enterprise Zone ordinance passed on February 9, 2021, a corrected ordinance was presented for Board approval.

Motion Martin – Second Manning to pass “AN ORDINANCE AMENDING ORDINANCE NO. 1020-2015 ENTITLED “AN ORDINANCE ESTABLISHING AN ENTERPRISE ZONE WITHIN THE VILLAGE OF LADD, ILLINOIS, SAID ENTERPRISE ZONE BEING A PORTION OF A LARGER ENTERPRISE ZONE ENCOMPASSING CONTIGUOUS PORTIONS OF THE CITIES OF PRINCETON AND SPRING VALLEY, THE VILLAGES OF GRANVILLE, HENNEPIN, LADD, AND MARK, AND THE COUNTIES OF BUREAU AND PUTNAM, ILLINOIS”.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried: 6-0

Motion Ruggerio – Second Nelson to adopt a resolution for the “CONVOY AGAINST CANCER BIG TRUCK SHOW IN THE VILLAGE OF LADD AND THE TEMPORARY CLOSING OF ILLINOIS ROUTE 89”.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried: 6-0

Due to the COVID-19 pandemic, the Board agreed to cancel the 2021 Easter Egg Hunt.

Flanagan reported on a proposed building addition to the Casey’s General Store. Englehaupt stated he would encourage Casey’s to do a site assessment to see where their existing utilities are located. A 3” force main has been installed and the septic system and vessels are still there. The location of their proposed expansion is over the top of these utilities, none of which are included in their submitted drawings. Englehaupt is also concerned with their electric load change with the addition of the freezers. Flanagan will communicate this information to Casey’s representative.

Motion Manning – Second Nelson to proclaim April 1st as Junior Achievement Day.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried: 6-0

Motion Manning – Second Cattani to renew the Water Debt Service, Sewer Bond Retirement, & Tort Fund CDs, and to add $50,000 to the Illinois Municipal Retirement Fund CD.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried: 6-0

Motion Cattani – Second Nelson donate $25 to the Hall Booster Organization for Hall Prom 2021.

Motion carried: 6-0

Grivetti informed the Board that bricks had fallen from the front of the former Knauf building on Main Avenue. Barricades were put up and the owner was notified. The condition of the front of the former Joe’s Pizza was also discussed. A property maintenance letter will be sent to the owner. Bezely reported that she had sent a property maintenance letter to Norbert Negron regarding the violations on his Main Street property. Grivetti mentioned the poor condition of the house owned by Steve Swanson on North Main Avenue. Barry added that since the house has been vacant for more than 6 months, the pre-existing, non-conforming use as a residence has expired and a variance will be required before it can be used as a residence again. The owner will be notified by letter.

Announcements:

• Taps will be played over the Main Street speakers at 11:00 am on Thursday, March 11th.
