City of La Salle Streets, Alleys and Traffic Committee Met April 5.

Here is the minutes provided by the committee:

Chambers Chairman Bacidore called the meeting to order at 6:18 p.m.

Present- Alderman Bacidore, Alderman Ptak, Alderman Reynolds, Alderman Lavieri, Alderman Jeppson, Alderman Herndon, Alderman Crane

Absent- None

Others Present- Deputy City Clerk Brent Bader, Attorney Jim McPhedran, Mayor Grove, Alderman Demes

A quorum was present.

It was moved by Alderman Reynolds and seconded by Alderman Ptak to approve and place on file the minutes of the Streets, Alleys, and Traffic Committee for March 22, 2021. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Regarding the speed limit on Raccuglia Drive, Alderman Bacidore asked what the speed limit is now. Deputy Clerk Bader said there is not a marked speed limit now, so it reverts to the state speed limit which is 30 mph. Deputy Clerk Bader referenced a sketch of the current speed limits in the vicinity, some of which is not under the jurisdiction of the city. Chairman Bacidore asked why we want to change this.

Mayor Grove responded to Chairman Bacidore by saying he was questioned as to what the speed limit is on Raccuglia Drive east of Chartres since there is not sign posted. Mayor asked Deputy Clerk Bader to locate the ordinance that would have set the speed limit and one could not be located. Therefore, Mayor Grove said he wanted to bring this before the Streets and Alleys committee to get clarification. Alderman Demes suggested establishing a 50-mph speed limit from St. Vincent Avenue to the Peru border on Raccuglia Drive.

After a brief discussion, it was moved by Alderman Bacidore and seconded by Alderman Jeppson to recommend a 50-mph speed limit on Raccuglia Drive from the four way stop on Chartres Street to Route 351 (St. Vincent Avenue.)

Voice vote, all ayes. Motion carried.

In regard to the agenda item concerning the implementation of additional measures to inform the public regarding potential changes to public streets, Chairman Bacidore said it was his understanding that Economic Development Director Leah Inman was going to further investigate what capabilities the new building department software may provide in terms of assisting with notification methods. Since Mrs. Inman was not present at the meeting, it was moved by Alderman Bacidore and seconded by Alderman Reynolds to table the issue until the April 19, 2021 meeting.

Voice vote, all ayes. Motion carried.

In regard to the agenda items concerning the possible implementation of an application fee for requests to change public streets in terms of parking, speed limits, signage, etc. The committee, after some discussion, concluded that these types of requests are part of the normal responsibilities of a city and part of the services paid by taxpayer money. It was moved by Alderman Bacidore and seconded by Alderman Lavieri to disregard the establishment of an application fee for changes to public streets. Voice vote, all ayes. Motion carried.

The meeting was adjourned at 6:26 p.m.
