A budget hearing was held at 6:30 p.m. in the City of Peru Council Chambers.
In attendance were Aldermen Ferrari, Lukosus, Radtke, Sapienza, Payton, Ballard and Buffo, Mayor Harl, City Clerk Dave Bartley, Treasurer Jackson Powell, Director of Finance Justin Miller, ASM/Police Chief Doug Bernabei, PSM/Fire Chief Jeff King, City Engineer Eric Carls, IT Director Stephen Rounds, Director of Parks, Recreation and Special Events Adam Thorson
Clerk Bartley called the hearing to order.

A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council Chambers on Monday, April 12, 2021 at 7:00 p.m. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton, Ballard and Buffo present; Mayor Harl present.
All joined in the Pledge of Allegiance to the Flag of the United States of America. PUBLIC COMMENT
PRESENTATION
Mayor Harl presented former Alderman Dave Potthoff a plaque combining him and his late father Wayne P. Potthoff for their combined 45 years of serving the residents of the City of Peru. Mayor Harl reported Wayne served from 1981-1998 and Dave served from 1991-2019. The city thanked Dave for his devotion to the city of Peru serving as an alderman as well as his time with the Illinois Valley YMCA.
Mr. Potthoff stated that “On behalf of my family, I want to thank the City Council, the mayor and certainly the residents of Peru for this recognition.” “I never expected to be honored with my father on a plaque. My dad, Wayne, died 23 years ago and he served the city for 17 years.”
Mr. Potthoff stated he had over 100 relatives living in the Third Ward, so every election was certainly a slam dunk for him at that time. Mr Potthoff stated he believed in having a future direction for our city, a plan for it and I always thought of operating the city like a business; that was his focus.
Mr. Potthoff stated in his time with the city he never handed out any special favors or backed down from any special interest threats and never grasped the traditional concept of a politician but rather tried to make the decision best for the city and its residents. Mr. Potthoff stated he always felt that integrity was more important than winning elections.
Mr. Potthoff thanked all who played a part in before, during and after his time with the city, such as fellow elected officials, Peru residents and also his friends and family.

Mayor Harl presented the minutes of the Regular Meeting of April 12, 2021; Building Permits Report First Quarter 2021; Peru Volunteer Ambulance Service Inc. Activity Summary for Month of January 2021 and Peru Volunteer Ambulance Service Inc. Activity Summary for Month of February 2021. Alderman Ferrari made a motion that the minutes and reports be received and placed on file. Alderman Lukosus seconded the motion; motion carried.
FINANCE AND SAFETY COMMITTEE
Alderman Buffo presented the following disbursements for payment on April 14, 2021:

Alderman Buffo made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. ASM/Police Chief Doug Bernabei reported that Sergeant Art Smith’s K-9 Mackey, passed away and K-9 Officer Matt Peters’ dog Niko has been forced to retire due to health reasons.
ASM/Police Chief Doug Bernabei reported Officer Amy Sines has been appointed to the rank of Detective effective May 1, 2021.
PUBLIC SERVICES COMMITTEE
Alderman Lukosus made a motion to seek quotes for one mixed truckload of 65’ and 70’ Class 1 power poles to restock inventory. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton, Ballard and Buffo voting aye; motion carried.
Alderman Lukosus made a motion to approve purchase of street and walkway lighting for the North Peoria area projects from Revere Electric Supply for $437,200. Alderman Waldorf seconded the motion. Council reported receiving many compliments on the lighting. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton, Ballard and Buffo voting aye; motion carried.
Alderman Waldorf made a motion to approve change order for Midtown Road Extension in the amount of $107,093.00. Alderman Waldorf seconded the motion. Eric Carls, Director of Engineering and Zoning reported on the scope change to add water main from Schuyler to the armory. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton, Ballard and Buffo voting aye; motion carried.
Alderman Ballard made a motion to receive and place on file the City of Peru Water and Sewer Acreage and Impact Fee report effective May 1, 2021. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton, Ballard and Buffo voting aye; motion carried.
PSM/Fire Chief Jeff King reported the arial firetruck is back in service after 10 months of extensive repairs.
REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS
Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

AN ORDINANCE DECLARING SURPLUS REVENUE IN THE PERU DOWNTOWN TIF DISTRICT SPECIAL TAX ALLOCATION FUND AND AUTHORIZING PAYMENT OF THAT SURPLUS REVENUE TO THE LASALLE COUNTY TREASURER FOR DISTRIBUTION TO AFFECTED TAXING DISTRICTS ON A PRO-RATA BASIS FOR TAX YEAR 2019 PAYABLE 2020
Alderman Radtke made a motion the ordinance be adopted as written and read. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton, Ballard and Buffo voting aye; motion carried.

PROCLAMATIONS
UNFINISHED BUSINESS
Alderman Lukosus reported on the past due utility bill accounts and stated the city will send out another notice to all those with unpaid bills and ask them to make arrangements with the city clerk’s office. Alderman Lukosus stated those who don’t are going to see a disruption in service. Alderman Lukosus stated disrupting service is the last resort and something the city doesn’t want to do. Alderman Lukosus stated he has handled electric duties for the council for the past 10 years, and the bill owed has never been this large: Alderman Lukosus noted the list consists about 150 to 175 people, some who owe in the low hundreds of dollars, some who owe up there at $5,000 for residential bills. Clerk Bartley stated all those accounts are notified monthly that they’re past due and encourages residents to seek assistance through Tri-County Opportunities Council or contact the city to make payment arrangements. Clerk Bartley stated about 1/3rd of those on the list have not made any attempt to contact the clerks about the unpaid bills. Alderman Lukosus noted that about 6 weeks ago, the balance owed was $96,000 and has since dropped down to $70,000. Alderman Lukosus encouraged those with unpaid utility bills are asked to contact City Clerk Dave Bartley at 815-223-0061.
