Village of Ladd Village Board Met April 13.

The Ladd Village Board met in Regular Session at 6:30 pm, in the Village Hall. President Mike Grivetti called the meeting to order and led the Pledge of Allegiance to the American flag.

Roll Call: Present – Trustees Frank Cattani, Jim Manning, Jan Martin, Dan Nelson, Andy Ruggerio, Mike Urbanowski (6). In attendance – Attorney Pat Barry, Clerk Diane Chandler, Chief Bill Gaefcke, Superintendent Doug Englehaupt, Engineer Adam Ossola, Utility Billing Clerk Julie Koch.

Motion Cattani – Second Nelson to approve the minutes of the March 23, 2021 meeting, as presented.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried: 6-0.

Motion Ruggerio – Nelson to pay bills of $65,947.41.

Ayes: Cattani, Manning, Nelson, Ruggerio, Urbanowski

Abstain: Martin

Motion carried: 5-0-1.

Correspondence: A note of appreciation from the Hall Township Food Pantry for the donation of 8 Easter food baskets.

Public Comments: None

Committee Reports: Streets & Alleys – The committee reported that a tree on the Village berm at 138 West Elm Street is dead and directed Englehaupt to take it down. A tree at 224 South Lincoln Avenue had split but has healed and leafed out. No action is needed at this time but it will be watched in the future. Recreation – Ruggerio announced that he would like to see the fall protection project in the park completed this year.

Duane Calbow, Economic Development Planner for the North Central Illinois Council of Governments addressed the Board on the proposed boundary amendment to the Bureau/Putnam Area Enterprise Zone. Leeward Renewable Energy plans to repower the Crescent Ridge Wind Farm. Nine tower bases will be removed and six new bases will be added to the Enterprise Zone.

Motion Manning – Second Nelson to pass “AN ORDINANCE AMENDING ORDINANCE #1020-2015 ENTITLED: “AN ORDINANCE ESTABLISHING AN ENTERPRISE ZONE WITHIN THE VILLAGE OF LADD, ILLINOIS, SAID ENTERPRISE ZONE BEING A PORTION OF A LARGER ENTERPRISE ZONE ENCOMPASSING CONTIGUOUS PORTIONS OF THE CITIES OF PRINCETON AND SPRING VALLEY, THE VILLAGES OF GRANVILLE, HENNEPIN, LADD, AND MARK, AND THE COUNTIES OF BUREAU AND PUTNAM”.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried: 6-0.

Engineer’s Report: Motor Fuel Tax (MFT) Program – Ossola reported that IDOT had approved the 2021 program. Spray Patching – A proposal for spray patching was presented from Ace in the Hole.

Motion Cattani – Second Manning to accept a proposal of $17,212.50 from Ace in the Hole for spray patching.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried: 6-0.

Motion Manning – Second Cattani to authorize Chamlin & Associates to seek bids for seal coat work for the 2021 MFT program.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried: 6-0.

STU Funds – Ossola announced that IDOT may allow STU (Surface Transportation Program – Urban) funds to be used to chip seal East Cleveland Street from Main Avenue to the railroad crossing and the remaining funds may be used for curb

replacement. A cost estimate could be submitted to IDOT by the end of December to allow the project to be done in 2026. Approximately $200,000.00 would be in the STU account by then. The Board directed Ossola to meet with Englehaupt to measure the sections of the curb for replacement.

Superintendent’s Report: Water Supply Testing Program – Englehaupt presented bids for the Community Water Supply Testing Program.

Motion Martin – Second Nelson to accept a quote of $2,027.00 from TEST Inc. for Community Water Supply Testing Program services (for July 1, 2021 – June 30, 2022).

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried: 6-0.

Electric Distribution Extension Contract Award – Englehaupt informed the Board that two bids were submitted for the electric distribution extension to the Senior Housing site.

Motion Manning – Second Martin to award the contract for the Village of Ladd Distribution Line Addition to the Hydaker-Wheatlake Company for $209,058.00.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried: 6-0.

Sewer Jetting – Englehaupt reported that this week’s sewer jetting project is going well.

Attorney’s Report: None

Motion Cattani – Second Urbanowski to accept an estimate from TNT Lawn & Snow for the mowing of Village properties for $635.00 weekly.

Ayes: Cattani, Manning, Martin, Nelson, Urbanowski

Nays: Ruggerio

Motion carried: 5-1-0.

Motion Cattani – Second Ruggerio to accept a proposal of $10,600 from Hopkins & Associates for FY21 audit services.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried: 6-0.

Motion Martin – Second Cattani to appoint Rhonda Bezely as the Authorized Agent for the Illinois Municipal Retirement Fund.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried: 6-0.

The Board discussed various deteriorating buildings on Main Street. A property maintenance violation letter was sent to the owner of 224 North Main Avenue but the repairs have not been made. Barry will send him another letter. A recent storm damaged the roof of 102 South Main Avenue but it was repaired immediately. Work is also being done to repair the loose bricks on the building. A rental house at 322 North Main Avenue has been vacant for over 12 months and will no longer be allowed as a residence in a B-2 District. Barry will inform the owner by letter.

Motion Cattani – Second Urbanowski to cash the Motor Fuel Tax CD of $95,094.74.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried: 6-0.

An accessibility issue at the Ladd Community Center was discussed. The slab of concrete in front of the building’s east door has sunk approximately three inches creating difficulty for those using motorized scooters to enter. Grivetti suggested the sunken section of concrete be removed and replaced with a new ramped section. Englehaupt was directed to find a contractor to do the work.

Announcements:

▪ Core Construction Company is renting the entire east storage room at the Ladd Community Center.

▪ North Central Bank has applied for $3,712.20 in Electric Efficiency Program funds through the Illinois Municipal Electric Agency for an LED lighting project. Since a decision to approve the funding was needed before the April 13th Board meeting, Grivetti approved their request and the IMEA was notified.

▪ Martin was contacted on the use of the park’s tennis courts for pickleball.

▪ There have been no problems with tenant’s vehicles blocking access to the water treatment plant since the landlord of 501 East Cleveland Street was contacted on the issue.
